Dear Mr. Marsh:

As required by sections 703 and 733 of the Tariff Act of 1930, the United States International
Trade Commission has completed preliminary antidumping and countervailing duty
investigations concerning imports of urea ammonium nitrate solutions from Russia and Trinidad
and Tobago (Inv. Nos. 701-TA-668-669 and 731-TA-1565-1566 (Preliminary)). You are hereby
advised that the Commission has determined that there is a reasonable indication that an
industry in the United States is materially injured by reason of imports of such merchandise
that are allegedly subsidized by the governments of Russia and Trinidad and Tobago and sold in
the United States at less than fair value.

A copy of the Commission’s determinations in the investigations is enclosed and will be


published in the Federal Register. The Commission’s report on these investigations, together
with the views of the Commission, will be issued on August 23, 2021.
