RESOLUTION
ON 5 - YEAR SOCIO - ECONOMIC DEVELOPMENT PLAN OF 2016-2020
PEOPLE'S COUNCIL OF BINH DINH PROVINCE 12th Term, 2nd Session

Pursuant to the Law on Organization of Local Government dated June 19, 2015;
Pursuant to the Law on Promulgation of Legal Documents dated June 22, 2015;
Pursuant to Resolution No. 753/2005/NQ-UBTVQH11 dated April 2, 2005 of the National
Assembly Standing Committee promulgating the Regulation on operation of the People's
Council;
After considering the report of the Provincial People's Committee on the implementation of the
5-year socio-economic development plan 2011-2015 and the main directions, tasks and solutions
of the 5-year plan 2016-2020; Verification reports of the committees of the Provincial People's
Council and opinions of the delegates of the Provincial People's Council at the meeting,
DECIDES:
Article 1. The Provincial People's Council made an agreement on the evaluation report of the
Provincial People's Committee on the performance of socio-economic development plan in the 5
years of 2011- 2015 and unanimously approved the socio-economic development plan for the
period of 5 years, 2016-2020 with the primary followings:
I. Objectives and major indicators
1. Overall objectives
Promote democracy and empower the national unity; Strengthen internal resources while taking
advatages of external resources; Optimise effectively potentials and advantages of the province;
Strongly draw investments; Create favorable conditions to lauch the large-scaled projects in the
province; Keep on promoting the process of industrialization and modernization, focusing on
industrialization and modernization of agriculture and rural areas towards efficiency and
sustainability. Interlink the economic development with addressing the social security and
welfare and improve the living standard of the people. Actively respond to climate change as
well as prevent and mitigate the impacts of natural disaster; Effectively manage natural
resources and environment protection, interlink the socio-economic development with the
strengthening of national defense and security and ensure political security, social order and
security. Strive to bring Binh Dinh to become a developed province in the central region.
2. Major indicators
a) Economic indicators
- Average growth rate of Gross Regional Domestic Product (GRDP) will be 8% per annum in
which industry and construction sectors wil reach 12.5%, agriculture, forestry and fishery
sectors will increase 3.5% and services will increase 6.5%.
- Restructure the economy by 2020, the proportion of industry and construction sectors will
account for about 37%, services, agriculture, forestry and fishery, deducted taxes for subsidised
products account for 35.8%, 21%, 2% accordingly.
- GRDP per capita will reach 3,200 - 3,500 USD by 2020.
- Average social labor productivity (2010 comparative price level) will grow by 6.06% per year.
- Total export turnover in 5 years of 2016-2020 will reach 4.5 billion USD.
- Increase budget revenue to afford the recurrent expenditure and gradually accumulate for
development investment. Strive to attain the budget revenue to reach VND 11,000 billion by
2020.
- Promote the social investment, address completely the accumulation and consumption and
attract more capital from external invesment. Mobilization of social investment capital will
reach 47% of GRDP by 2020.
- Urbanization ratio will reach 40% by 2020.
- 59% of communes will be qualified as new rural standards.
b) Social indicators
- Percentage of trained and certified labour will be 56% by 2020.
- New jobs for 28,000 - 32,000 employees annually.
- Social labor structure: Agriculture, forestry and fishery, industry, construction and services
account for 36%; 34%; 30% accordingly.
- Annual birth rate will drop by 0.1 - 0.2‰ in the next 5 years.
- 100% of commune health stations will have doctors and above 80% of communes will meet
national standards on health. Health insurance coverage will be 90% of population by 2020.
- Percentage of malnutrition among under 5-year-old children is below 10%.
- Percentage of poor households will decrease by 1.5% - 2% per annum according to the new
criteria.
c) Environmental indicators
- Forest coverage will be 52.5%.
- Percentage of population who have access to clean water will be 99% in the countryside; 80%
in urban areas (98% in Quay Nhon city).
- Percentage of hazardous waste collected and treated at 98% in Quy Nhon city and at 80% in
urban areas by 2020.
- Percentage of industrial and healthcare waste collected and treated at 100% according to
environmental standards.
II. Tasks and major solutions
1. Development of manufacturing and service sectors
a) Industrial development
Strive to achieve the proportion of industrial economy of GRDP at 26.1%; industrial production
value (2010 comparative price level) achieves an average growth rate of 10.6% per year; Index
of industrial production (IIP) by 2020 will increase by 11%.
Review and make modifications, implement effectively the promulgated industrial development
plans. Focus on investing the important infrastructure works in Nhon Hoi Economic Zone and
its vicinity to attract large-scaled industrial projects and supporting industries, marine industry,

driving force for the economic development of the province.
Promote effectively the existing industrial zones and clusters and invest in construction of
industrial clusters which their plans were approved. Develop products with advantages in terms
of raw materials, human resources and markets; Encourage enterprises to make in-depth
investment, innovate equipment and technology and gradually modernize and improve the
production capacity of industrial production industries.
b) Agricultural and rural development
Restructure the agricultural sector in order to maximize potentials and advantages, increase
added value and develop sustainable agriculture on the basis of innovating production modes,
promoting linkages between production and consumption in connection with application of
science – high technology, biotechnology, production specialization, creation of stable jobs,
redistribution of labor fources, contributing to the improvement of income and living standards
of the rural population. villages, protection of the ecological environment.
Continue to promote the emulation movement of “Binh Dinh to build a new countryside”.
Develop progress schedules and specific solutions for communes, districts, towns and cities to
meet new rural standards by 2020, 59% of communes will meet new rural standards as targeted
by the end of 2020.
c) Commerce, service and tourism
Establish and develop the commercial sector in a synchronized structure with the participation
of different economic components. Strengthen commercial promotion activities that are
associated with investment promotion to support enterprises to consolidate and expand markets,
build brands and promote introduction of provincial products and potentials.
To promote the role of Quy Nhon city as a commercial and service center of the province and
develop commercial and service centers in Bong Son, Phu Phong, An Nhon, Dieu Tri,
commercial and service clusters in townships and high density of population in the rural areas
and in the major economic and commercial areas of the province.
Focus on development of transportation potentials of the province such as marine transport,
aviation, railway. Continue to support and encourage the development and improvement of the
quality of services in finance, banking, post and telecommunications, consulting, science and
technology, insurance... Accelerating the formation of new logistics services.
Develop tourism to become an important economic sector of the province, taking marine
tourism and eco-tourism as the spearhead and cultural and historical tourism as the
foundation. Strive to welcome 5.5 million visitors by 2020 (including 800,000 international
visitors), the average annual growth rate of visitors will reach 14.5%. Tourism revenue will
reach 10,000 billion VND, an average increase of 63.4% per year by 2020.
2. Construction of infrastructure
Determine investment in  prioritized zones. Focus on investing in major traffic networks in
the province. Complete the construction of projects: National Highway 19 from Quy Nhon
Port to National Highway 1A; National Highway 1D from Long Van junction to provincial
bus station; extension part of Hoang Van Thu street. Accelerate the construction progress of
project from the West route to the Industrial Zone.
- Urban, Commerce and Service of Becamex - Binh Dinh is connected with Quy Nhon city:
the main route from Nhon Hoi economic zone is extended to Phu Cat airport, route to Dieu
Tri Station; Local Road Assets Management Project (LRAMP). Mobilize sources to build an
expansion Ngo May road, upgrade Quy Hoa pass, route on Phuong Mai peninsula; expand
and upgrade 19C road, coastal and provincial roads; expand and upgrade traffic routes in
Quy Nhon city, An Nhon town, Hoai Nhon town and district towns; continue to upgrade and
concretize inter-regional, inter-communnal and communal main roads. Attract and promote
investment in upgrading and expanding Quy Nhon marine port system, construct new Nhon
Hoi port according to the approved plan; complete construction of new Phu Cat airport
terminal, upgrade Dieu Tri railway station. Embellish the infrastructure of towns and
townships.
Complete the irrigation system and supply water for production and daily life for the people.
Continue building the embankments and upgrading the flooding drainage system at the
downstream of Ha Thanh river. Complete the construction of Thuong Son canal system;
concretize the in-field canals and renovate a number of degraded reservoirs, dams, river and
sea dykes. Implement the rural water supply projects. Utilise the central and other capital
sources to invest in the construction of Dong Mit Lake, Da Mai Lake, Suoi Lon Lake, and
the construction of a dam to prevent saline intrusion on the Lai Giang river to serve
production and address the environment issues for Bong town. Son and neighborhoods.
Expand the Provincial General Hospital, Bong Son Regional General Hospital, Hoai Nhon
District Healthl Center; Utilise the central capital to complete the construction of the Quy
Nhon City General Hospital under the approved plan; call for investment in building a new
regional general hospital in Long Van new urban area, obstetrics and pediatrics hospital.
Complete the construction of Convention Center and prepare conditions for new construction
of the provincial administrative center; attract investment projects to build a number of
qualified 5-6 star hotels along An Duong Vuong - Nguyen Hue streets... Facilitate investors
to complete the Urban - tourism – culture - sport project of Phu Hoa lake (Quy Nhon city),
construct a new sports complex in Long Van - Suoi Trau. Implement the relocation of the
Vocational College to the outskirts of Quy Nhon according to the plan that is approved by the
Prime Minister. Implement other major projects in the fields of culture, education, science
and social security...
3. Development of residential areas in the province
Promote strengths, exploit effectively advantages of each region and create linkages among
areas for harmonious development among residential areas in the province.
- Urban areas: Develop urban areas in associated with the process of industrialization,
modernization, planning and spatial openness. Invest in the establishment of a complete urban
system in the province. The urbanization rate is expected to reach 40% by 2020.
- Plains and midlands: Accelerate the implementation of the National Target Program on new
rural development. Continue investing in construction of agricultural and rural infrastructure,
investing in the development of industrial, service and tourism zones and clusters; create
favorable conditions for the restoration and development of traditional craft villages, new craft
villages, handicraft industries and small processing businesses in rural areas and facilitate
vocational training for rural workers.
- Mountains: Continue to integrate the National Target Program with the implementation of
project on rapid and sustainable poverty reduction in 3 mountainous districts of the province
under Resolution 30a of the Government. Mobilize capital sources to continue investing in the
construction of infrastructure such as traffic, irrigation, electricity network and fresh water
supply. Continue to allocate forest land to the local people for management, protection and
economic development. Reduce the poverty rate by 4% on average in 3 mountainous districts
annually.
- Sea and coastal areas: Optimize the province's marine advantages, continue to invest in socio-
economic development in coastal areas that is in line with the province's potentials and
advantages. Continue to invest and utilise the funds from the Central Government and other
capital sources to complete investment in traffic and irrigation works, river and sea dyke
systems, aquaculture infrastructure, construction and upgrade fishing ports as planned. Set up
two fishing villages of the province at De Gi and Tam Quan. Implement projects to build and
upgrade offshore fishing vessels and fishing logistics service ships. Restore mangrove forests
and coastal protection forests to protect the ecological environment and develop sustainably.
Address the social security pissues in coastal areas.
4. Improve investment environment and develop economic sectors
Continue to improve the investment environment; enhance the provincial competitiveness index.
Establish an information system and improve the efficiency of market forecast, timely providing
market information to enterprises for production orientation.
Create conditions for enterprises after equitization to operate effectively. Encourage non-state
enterprises, organizations and individuals to invest in public activities and public services,
invest in the fields of socio-economic infrastructure and education and training, science and
technology, health, culture and sports. Pay attention on economic development cooperation;
rearrange the cooperatives in the area towards improving the operational efficiency. Promote the
role of the private economic sector which is an important motive force in province's economic
acceleration.
5. Social development
a) Education and training
Address synchronously solutions with basically and comprehensively reform of education and
training and improve the quality of educational universalization; maintain the results of
preschool educational universalization for 5-year-old children, focusing on training
standardization and in-service trainings for administrators and teachers; promote vocational
orientation for students after graduating the lower secondary school. Strive to achieve with 80%
of young people in the specific age group to be qualified for the upper secondary education or
equivalent, 100% of teachers and educational administrators meet and exceed standards of
qualifiction by 2020.
Invest in building physical foundations of schools. Strive to achieve with 30% of preschools,
85% of primary schools, 75% of junior high schools and 30% of high schools to meet national
standards by 2020. Continue to perform the policy of socialization in education and training.
Motivate all people to pay attention on the development of education, creating conditions for
everyone at schooling age to participate in learning.
b) Scientific and technological development and environmental protection, climate change
responses
Promote on conducting researches and application of science - technology in production and
life, develop social sciences - humanities in order to build scientific arguments in service of
preserving national cultural identity and building planning and orienting socio-economic
development of the province. Continue to perform the policy on training of high qualified
scientific staff, attracting talented and specialized experts; create favorable conditions for
scientific staff to have a good and creative working environment.
Strengthen the environmental protection and responding to climate change. Promoting
communication, awareness raising and responsibility of organizations and citizens in preserving
and protecting the environment. Strengthening monitoring activities and basically solving
environmental pollution in industrial zones and clusters, mining exploitation zone, mineral
processing and production of building materials. Pay attention to improving the quality of living
environment, providing fresh water and environmental sanitation services. Promote the
socialization of environmental protection activities and train human resources for environmental
protection.
Respond rapidlly to climate change. Preparing actively in planning process and providing
conditions for disaster prevention and mitigation; building capacity on forecasting and warning;
having a plan to proactively handle the worst situations that affecting to production and people's
lives. Building capacity on seeking and rescue, disease prevention and health care in affected
areas.
c) Development of culture, information and communication, physical activities and sports
Focus on the cultural development which plays as a role in the spiritual foundation of society
and a driving force for sustainable development. Taking care of comprehensive development on
both mental and physical aspects for the Vietnamese and Binh Dinh people. Improving the
quality of the movement “All people to build new rural areas and civilized urbans”; preventing
and reducing social issues. Cultural development is associated with socio-economic
development, ensuring national defense and security with the new rural program and urban
civilization; gradually narrow the gap in cultural enjoyment among localities in the province.
Continue to invest in order to upgrade facilities, technical equipment, improving the
broadcasting quality and propaganda content of newspapers and radio stations. Strengthen the
state management in the field of information and communication; especially managing various
types of information on the internet to orient ideas, public opinions and aesthetic tastes for the
people, especially for teenagers.
Strongly develop the mass exercise and sports movement, contributing to improvement of the
physical strength of Binh Dinh people. Develop a number of high-achieving sports which is
considered as the province's strengths. Continue promoting the socialization of cultural activities
and physical training - sports.
d) People’s health care, population, family planning, protection and care of mothers and
children
Improve the quality of preventive helth care and taking care of people's health. Focus on
intensive investment, complete the infrastructure and upgrade the medical examination and
treatment equipment for medical facilities; overcome overload in examination and treatment at
public health facilities. Develop a balanced and reasonable healthcaare staff at all levels;
improve quality of medical human resources with emphasis on medical ethics. Implement the
health insurance policy towards the universal health coverage for all people. Promote
socialization of medical activities.
Improve the effectiveness of communication on population; taking good care of reproductive
health, maternal and children’s health, family planning, improvement of population quality and
raising awareness and responsibility of the entire society and each family in protection and
taking care of children; preventing violence and the risks of child abuse, create all conditions for
children to develop comprehensively.
e) Address the social issues
Continue to implement the Ordinance on preferential treatment for people with meritorious
services to the revolution. Complete construction of houses that support for disadvantaged
people by 2018 . Promote renovation activities for martyr’s cemeteries, seek and gather the
remains of martyrs and conduct gratitude and return activities.
Implement policies to support production development, job oppoturnities, vocational training
and labor export. Mobilize resources and diversify the forms of sustainable poverty reduction.
Develop care models for the elderly, orphan and people with disabilities; support the people
who suffer from damages caused by natural disasters in a timely manner.
6. Strengthen national defense and security and protection of government
Empower the political system; Establish the national defense in association with the people's
security; Establish a solid provincial defense area. Associate closely socio-economic
development with national defense and security, national defense and security with socio-
economic development in master plans and in a single socio-economic development project.
Gradually construct defense works in the major areas that is outlined in the provincial
defense plan. Build the local army in the direction of revolutionary, regular, elite and modern
army. Accelarate the movement in building the all-people defence in order to prevent,
frustrate all plots, sabotage and aggression by hostile forces. Strengthen forces and
professional measures for all types of crimes and violations, especially organized crime and
juvenile crime. Strengthen the provide directions to branches to take high responsibility in
dialogue when handling complaints and denunciations from the grassroots level; do not allow
lawsuits of large groups and over-leveling which makes the bad people to take advantage of
inciting, manipulating and causing hot spots. Implement synchronously measures to control
and reduce traffic accidents.
Continue to innovate and improve the quality and efficiency of government agencies at all
levels; strengthen discipline and administrative disciplines in parallel with improving the
quality of the contingent of cadres and civil servants.
Continue to effectively implement the State Administration Reform Master Program for the
period of 2011-2020; well implement a national one-door mechanism; there is synchronous
coordination between departments, branches and localities, delegating clearly responsibilities
to avoid overlapping and pushing responsibilities to each other. Focus on simplifying,
shortening time, eliminating administrative procedures that cause troubles for organizations
and citizens, especially those related to land, housing, construction, environment and
business and investment registration.
III. List of prioritized investment projects under the 5-year plan, 2016-2020
(With specific list attached).
Article 2. Organizing the implementation
1. The Provincial People's Committee is responsible for organizing the successful
implementation of the 5-year socio-economic development plan 2016-2020 with the best
results.
2. The Standing Committee of the Provincial People's Council, the Committees of the Provincial
People's Council and the delegates of the Provincial People's Council shall monitor and
supervise the implementation of the Resolution.
3. The Provincial Vietnam Fatherland Front Committee and its member organizations shall
supervise and mobilize all people to successfully implement the Resolution of the Provincial
People's Council.
Article 3. This Resolution was approved on July 22, 2016 by the Provincial People's Council,
term XII, 2nd session; comes into force from August 1, 2016.
