SNV Netherlands Development Organization

The Dutch Fund for Climate and Development (DFCD)

The Dutch Fund for Climate and Development (DFCD) provides finance and Technical Assistance to mobilize
and scale external private sector funding for climate-smart development. The DFCD’s Origination Facility
(OF) managed by SNV and WWF identifies investment opportunities that support climate change adaptation,
mitigation as well as key sustainable development co-benefits such as biodiversity conservation,
environmental protection, poverty reduction and gender equality. The OF supports the further elaboration of
projects with private sector partners through the provision of TA for project design, feasibility assessments,
piloting and other activities which de-risk and enable the graduation of projects for commercial investment.
The DFCD adopts a ‘landscape’ strategy for deal origination and execution. This strategy allows
consortium parties to actively source and develop private sector investment opportunities for other
consortium parties in-and-around, in the vicinity of, as well as downstream from, their investment activities.
The idea is to support synergistic ‘landscape’ investments, across sectors.

The OF has identified opportunities with Forest Carbon to co-develop and scale the conservation, restoration
and sustainable management of key mangroves, peatlands, wetlands and other high carbon and biodiversity
conservation tropical forest landscapes in Indonesia.

Activities

SNV is assisting Forest Carbon with project development at selected target locations by providing technical
assistance to undertake a landscape analysis. Forest Carbon has identified multiple project sites across West
and Central Kalimantan with high potential for the development of carbon forestry projects with high carbon,
biodiversity, and community development potential. Forest Carbon is in the process of assessing feasibility
and securing investment from a consortium of investors to develop two of these sites into long-term
projects. The selected consultant firm/team of consultants will have access to relevant data on each site,
including GIS products, preliminary desktop research and logistics information.

Key Tasks

The following key tasks will be undertaken by the service provider in the two target locations. The landscape
analysis conducted by the service provider will play a key role to secure commercial investment to launch a
long-term project by providing a foundation of data to support future information gathering.

The purpose of the task is to better understand the wider landscape and dynamics impacting on the priority
sites to identify other, synergistic, investments.
a. Define the landscapes: Assess the ‘landscape’ around the two sites (one site in Central Kalimantan
and one site in West Kalimantan). Define the ecological landscape and administrative landscape.
Produce landscape maps. Define land uses designations and stakeholders across the landscape. This
should include an initial climate vulnerability assessment, based on existing data.
b. Landscape Narratives: Within the defined landscape, describe the basic land use dynamics;
concerning the impact on the two sites and the broader impact across the wider landscape. This should
highlight key sectors, industries and groups driving change across the landscape, current government
investment priorities as well as recommendations for forest/climate investments. Key sectors likely
include: forestry, water, agriculture (palm oil, aquaculture), NTFPs etc.
c. Stakeholder Engagement: Hold stakeholder meetings with the government, businesses and local
populations to further validate and discuss future investments into the region. Follow up sectoral and
industry meetings; for example, with palm oil businesses and other relevant stakeholders.
d. Produce landscape investment and activity plan: Based on the above assessments and
stakeholder meetings produce a landscape investment plan (this includes a broader investment plan,
recommendations on investment into specific companies). . With DFCD staff produce investment thesis
for 2 to 3 companies and match financing sources.
e. Assessment of potential carbon buyers. There is a need to better understand potential buyers of
carbon offsets from the wider landscape. This could include international companies, but also domestic
companies and potentially local companies. Therefore, a further assessment of groups who might be
interested to buy the offsets needs to be undertaken. This should include some of the major barriers to
carbon trading in Indonesia.

The work is to be carried out through a combination of assembling/collecting secondary information and
maps and site visits/meetings to confirm and clarify stakeholders and their interests, inter-relationships and
conflicts.

Deliverable

A landscape analysis report consists of:

 Landscape map for both sites.


 Landscape Narrative (around 15 pages)
 Stakeholder meetings report.
 Landscape investment report/investment thesis for 2/3 companies
 Form 0 completed for 1 additional company.

Reporting line

The work will be coordinated and managed by SNV in Indonesia with technical guidance and quality control
from SNV’s Origination Facility Safeguards Specialist. The selected service provider will be contracted to SNV
and all deliverables will be submitted to SNV for final review and approval.

Level of effort

This is a lumpsum contract, the service provider shall deliver all the report at the end of the contract.

Payment terms

SNV suggest the following terms of payment:

 20% after workplan is approved;


 80% after all the reports are approved.
Timeframe

The contract will start from December 2020 – April 2021.

Key compliance issues

Key policies and regulations the service provider must comply:

 SNV child protection policy


 SNV environmental and social safeguard policy
 Forest Carbon health, safety, environment, and security policy
 EU GDPR

Desired service provider qualifications

 A firm or team of consultants, with a minimum of 7 years of proven track record.


 Proven experience in GIS, remote sensing, and LUA-LUCA in Indonesia
 Working familiarity with mangrove and peatland ecosystem
 Experience conducting stakeholder interviews, recording community perceptions and perspectives
and leading equitable community engagement
 Proven experience working Agriculture, Forestry and Other Land Use sector in Indonesia
 Experience with the Climate, Community and Biodiversity Standard (CCB), the Verified Carbon
Standard (VCS), IFC performance standards or other relevant carbon project standards is an
advantage.
 Excellent writing and communication skill in Indonesian and English.
