NOTICE OF RECRUITMENT OF EMPLOYEES

The Ambassador of Italy to Islamabad;

GIVEN the D.P.R. 5.1.1967, no. 18, concerning the Order of the Administration of Foreign
Affairs, and subsequent amendments and additions, with particular reference to Legislative
Decree no. 7 April 2000, n. 103, which replaced title VI of Presidential Decree n. 18/67 relating
to contract employees at offices abroad;

GIVEN the Ministerial Decree 16.3.2001, n. 032/655, registered by the Court of Auditors on
27.4.2001 (Reg. 4; Fig. 296), containing "requirements and methods of hiring contract
employees at diplomatic missions, consular offices abroad and Italian Institutes of Culture";

HAVING REGARD to the ministerial authorization referred to in the MAE message - 18058 of
31 January 2020;

CONSIDERING the opportunity, in relation to service needs, to reduce to 15 days the deadline
for submitting applications to participate, pursuant to art. 5 of the aforementioned Ministerial
Decree n. 655/2001;

MAKES KNOWN

A selection procedure has been launched for the hiring of 1 employee on an open-ended contract
to be employed as driver – telephone operator.

1. GENERAL REQUIREMENTS FOR ADMISSION

Candidates who meet the following requirements can participate in the tests:

1) at least 18 years of age at the date of this notice,;


2) healthy constitution;
3) having the following educational qualifications: elementary or equivalent qualification;
4) resident in Pakistan for at least two years;
5) having, at the date of the driving test, of a driving license valid for the performance of the
duties of driver in Pakistan;

The mentioned requirements must be fulfilled on the expiry date of the term established by point
2 below for the submission of requests to participate, except for:
- eighteen years of age,
- possession of a driving license.

2. PRESENTATION OF APPLICATIONS FOR ADMISSION

The applications to be admitted to the tests for recruitment must be prepared according to the
model available at the Embassy of Italy, and must be submitted no later than 12:00 hrs of
18th February 2020.
Applications can be sent electronically, signed, scanned and accompanied by a copy of a valid
identity document, to the following email address: urp.islamabad@esteri.it

In this case, applications are considered validly submitted if received within the deadline.

In the application for admission to the tests, candidates will declare under their own
responsibility:

a) surname, name, date, place of birth and residence;


b) address where any communications must be sent;
c) to be of healthy physical constitution;
d) the citizenship or citizenships they possess;
e) how long they have lived in the country;
f) any criminal convictions, including those imposed abroad, as well as the criminal measures
pending against them in Italy and abroad;
g) the position with regard to military obligations (for candidates subject to draft obligations);
h) possession of the qualification at least equivalent to that indicated in paragraph 3 of the
previous point 1;
i) possession of a driving license valid for the performance of the duties of driver.

For the purpose of awarding the additional points referred to in the following point "6-Evaluation
of qualifications", candidates may also declare:

j) possession of educational qualifications higher than the one requested, attaching suitable
certification also in copy;
k) previous work experience with tasks equivalent to those referred to in this notice (in the case
of employees already in service, the tasks performed may also be immediately less than those
required), attaching appropriate certification -also in copy- and indicating the causes of
resolution.

3. EXCLUSION FROM THE SELECTION PROCEDURES

Exclusion from the selection tests will be the result of:


a) applications which do not demonstrate possession of all the requirements prescribed in the
previous point "1. General admission requirements";
b) applications without signature;
c) applications sent or submitted after the deadline established in point 2 of this announcement.

4. EXAMINATION TESTS

Candidates which fulfill the above requirements will undergo a series of theoretical-practical
tests which will consist of:

1. a conversation in English, aimed to verify the good knowledge of the language, the
professional aptitudes of the candidate and the condition to be effectively integrated into the
local environment
2. a conversation in Urdu aimed to verify their knowledge of the language, during which the
candidates will be proven to be familiar with the local traffic regulations
3. a practical test of dealing with the public, the functioning of the telephone switchboard and
sorting correspondence
4. a practical driving test;
5. a practical test of use of the personal computer for the performance of office duties.

5. MINIMUM ELIGIBILITY SCORE

To achieve eligibility, candidates must obtain an average of at least 70/100, with marks not
inferior than 60/100 in each test.

The minimum mark of 70/100 is however required in the driving test

6. TITLES ASSESSMENT

For the formation of the final ranking of the suitable candidates, a score will be added to the
average of the scores obtained by each candidate, according to education degree and previous
work experience proven by the documentation attached to the application (as indicated in point
2), within the following limits:

a) for each degree higher than required to participate in the tests: 1/100 points, up to a maximum
of 2/100 points;

b) for each year of service without demerit with a position at least equivalent to that available for
in this Notice (or immediately lower in the case of employees already in service): 1/100 points,
up to a maximum of 3/100.

7. DOCUMENTATION

The successful candidate must provide the certification listed below:

a) birth certificate
b) certificate (s) of citizenship (s) possessed
c) certificate attesting residence in Pakistan in the two years preceding the deadline for
submitting applications
d) certificate of sound physical constitution
e) criminal certificate issued by local authorities
f) authentic copy of qualifications (foreign qualifications must be accompanied by an official
translation and a declaration of value issued by the competent Italian consular authority
g) (only for candidates of citizenship other than that of the country of service) copy of the
residence permit
h) certified photocopy of the driving license, valid for the performance of the driver's duties in
Pakistan

With reference to point g), it is underlined that in the absence of such documentation, it will not
be possible to proceed with the recruitment of the candidate.
With reference to the residence requirement, it should be clarified that the certificate to be
presented is normally the certificate of residence issued by the competent local authorities.

In countries characterized by the lack of a competent authority or the alleged unreliability of


documents issued by the local authority, as required by art. 6, paragraph 2, of the D.M. n.
032/655 of 2001, the winning candidate can request this Office to issue a replacement
certification that declares possession of the requirement, pursuant to art. 52 of Legislative Decree
no. 3 February 2011 71.

Italian citizens regularly enrolled in the Registry of Italians Abroad (AIRE) can submit a
substitute declaration of certification of registration with AIRE.

Certification produced by a foreign administration must be legalized. The certification drawn up


in a foreign language must be accompanied by a translation in accordance with the original.

The certification referred to in points a), b), c), d) must be submitted within 15 days from the
date of the request by the Office. The remaining documentation must be submitted before the
conclusion of the contract.

It should be noted that Italian and European Union citizens, in place of the certification referred
to in points a), b), c), e), f) must submit the appropriate substitute certification declarations
pursuant to article 46 of DPR December 28, 2000, no. 445, limited to the cases in which the
states, personal qualities and facts are contained in Italian or European Union public registers
and, in the latter case, provided that our Representations are given the opportunity to access for
any checks.

If subsequent checks reveal the non-truthfulness of the content of the substitute declarations, the
interested party will incur the criminal penalties referred to in Article 76 of the aforementioned
Presidential Decree n. 445/2000, immediately expiring from use and from any other benefit that
may be obtained on the basis of the untruthful declaration.

On the basis of the elements acquired from the questions submitted in due time, a list of
candidates admitted to the tests will be formed which will be called by written communication
sent to the interested parties at least 10 days before the date set for the tests.

For the aims envisaged by this Notice, a special Judging Commission will be established.

In any case, the chosen candidate will not be able to start serving until after the visa has been
affixed by the Central Budget Office on the ministerial measure approving the contract.

8. INFORMATION ON PERSONAL DATA PROCESSING

The processing of personal data for the purpose of admission to the exam tests and of any
recruitment will be based on the principles of lawfulness, correctness and transparency to protect
the fundamental rights and freedoms of natural persons.
To this end, the following information is provided:

1. The data controller is the Ministry of Foreign Affairs and International Cooperation of the
Italian Republic (MAECI) which acts, in this specific case, through this diplomatic / consular
representation (contacts available on the website of the office);

2. For questions or complaints, the interested party can contact the Head of Personal Data
Protection (DPO) of the MAECI (Ministry of Foreign Affairs and International Cooperation,
Piazzale della Farnesina 1, 00135 ROME, telephone: 0039 06 36911 (switchboard) , mail:
rpd@esteri.it, pec: rpd@cert.esteri.it);

3. The personal data processed have as their only purpose the admission to the exam tests for the
candidates and the management of the employment relationship for the winner / s, as required by
the Presidential Decree 18/1967 (Title VI) modified by Legislative Decree 7 April 2000, n. 103
and DM 032/655 of 16 March 2001;

4. The provision of the data in question, which will be registered with the MAECI-DGRI-Office
VI in a special paper and IT file, is by law mandatory. Any refusal may result in exclusion from
participation in the tests, admission with reservations or the inability to proceed with any
recruitment;

5. The data processing, carried out by specially appointed personnel, will be carried out in
manual and automated mode;

6. The list of suitable candidates will be published in the register and on the institutional website
of the headquarters. The data of the suitable candidates will be communicated to the M.E.F. -
Central Budget Office at MAECI, pursuant to art. 5 of Legislative Decree 30.6.2011, n. 123, the
data of the winners will be communicated to the subjects required by Italian and local legislation:
M.E.F. - Central Budget Office at MAECI for spending authorizations, AGS on occasion of
opinions, Legal defense for defense before the local forum, Ministry of Economy and Finance,
Ministry of Labor, Private insurance companies for the obligations referred to in art. 158 of
Presidential Decree 18/67; INPS, INAIL, local social security / welfare bodies, local authorities
for the purposes of the necessary fulfilments;

7. For unsuccessful candidates, in the absence of other regulatory references, the data are deleted
after 15 years from the selection procedure, taking into account Articles 317, 157 and 161 of the
Criminal Code, while for reasons of legal certainty, the data of the selected candidates are kept
indefinitely in their respective personal files pursuant to art. 68 of Presidential Decree no.
445/2000 and point 5 of the Circ. MAE 25/1972;

8. The interested party can request access to their personal data and, under the conditions
provided for by current legislation, their correction. Within the limits of the law and without
prejudice to the consequences on the continuation of the administrative procedure, he may also
request the limitation of treatment or opposition to the treatment. In these cases, the interested
party must contact the diplomatic / consular representation to which this application is addressed,
informing the MAECI DPO for information

9. In case of complaints, the interested party can lodge a complaint with the MAECI DPO.
