Objective Any emergency occurring within project site while carrying out constructional activities may cause injuries or loss of life or damage to property or disruption inside as well as outside the site, The emergency in the project site could be as a result of abnormal functioning within the site or caused by third parties or by natural factors. Considering the activities carried out in the site and importance of preserving life and property within and outside the site, the Contractor Mis Theruvath PRL (JV) has set the following as objectives of the Emergency Response Plan. Preserving the life, property and environment from the consequences of emergencies arising within the site, Systematical coordination of emergency control action to arrest escalation of emergency, to evacuate personnel within or outside the site where necessary and to rehabilitate them. Restoring normalcy in site operation with minimum loss of time. Scope: It applies to all construction related activities carried out by M/s Theruvath PRL (JV) during the construction and operation of the Package 4, Road 3. This Emergency Response Plan (ERP) is designed to help the site team to respond quickly and effectively to all emergency scenarios that have been identified as possibly occurring in the project site, during construction. These are Work Site Injury, Fire & Explosion, Security Breaches, and Civil Disturbance & Natural Disaster. Procedure:- To achieve the above objects in the Emergency Response Plan the following Emergency Response Team, with the following roles and responsibility is formed. During normal working hours, in the event of an emergency, the Emergency Management Team must be contacted [Senior Project Manager / Project Manager / HSE Manager or HSE Officer] via GSM. They will then contact the civil defense / police / ambulance. In the event that they are not contactable then the emergency services should be contacted direct as follows; Emergency Response Team:+ The following key personal will co-ordinate and organize themselves according to the situation and acts accordingly to control and mitigate the emergency situations arising in the project. Disaster Management Team:- Roles and Respon: Senior Project Manager:~ Ensure necessary resource were provided to prepare for emergency & crisis situations. Ensure the emergency & crisis management plan is endorsed and enforced. To allocate personnel who are required to act on emergency situations. To contact and report incident / accident to local authorities & top management. To ensure first aider & fire warden is provided at site. Hold meetings with civil defense, police and emergency services when required Regularly monitor and update the plan. Ensure fire risks are assessed during road work planning. Project Manager:~ Ensure that fire risks are addressed in his work area. Ensure that designated escape routes are kept clear and not blocked with any type of materials or vehicles. Involve himself and his team in mock drills and training. Ensure fire points are placed within his work area Ensure fire warden and First Aider is provided at site Make vehicle and equipment available as necessary. HSE Manager:- To lead the “Disaster Management Team" To provide fire safety advice to site team. Ensure fire safety issues are regularly audited. Ensure that mock drills are carried out within the first 3 months of the physical start of the work and subsequently once every 12 months up to the issue of the taking over certificate. Male Nurse:- - Know and understand the emergency response plan. - Notify immediately to the HSE Officer or HSE Manager when any injury occurs. + Treat all medical casualties. - Keep accurate records of all reported injuries. - Lead medical response team. - Ensure 1* aid equipment is valid and stock levels maintained. Fire Wardens: - Know and understand the emergency response plan. - Ensure fire escape routes are maintained daily - Conduct weekly checks on firefighting equipment. - Ensure the hot works were done with the fire watchers presence. - Assist in putting out small fires. - Assist in personnel evacuation. Site Engineer / Foreman: - Know and understand the emergency response plan. - Ensure fire escape routes are maintained daily - Ensure when hot works were done with the fire watchers presence. - Report all fire safety issues to supervision and HSE Manager. - Convey action plan to workers during Too! Box Talk. 7 DISASTER MANAGEMENT AND EMERGENCY RESPONSE PLAN PROJECT - KSTP RKI~ KIW- PACKAGE IV- Road 3 - Ensure workers were not getting panic in an emergency situation - Ensure to evacuate workers in a safe manner. Community Liaison Officer: - Know and understand the emergency response plan. - Hold meetings with civil defense, police and emergency services when required - Make plant and equipment available as necessary. - Head count procedures to be done and ensure by the community liaison officer. 04. Accident reporting procedure to Engineer:- The Resident Engineer will be informed within one hour day/night of any accident involving serious bodily injury to a member of personnel, a visitor or any other third party, caused by the execution of the works or the behavior of the personnel of the Contractor. The Engineer will be informed as soon as possible of any near-accident (near misses) relating to the execution of the works which, in slightly different conditions, could have led to bodily injury to people,or damage to private property or the environment. The Contractor will prepare a report on each accident or dangerous occurrence and a copy of the report, together with witness statements and any other relevant information, will be submitted to the Engineer as soon as possible. A reportable accident shall include any accident to any person on site, requiring medical attention or resulting in the loss of working hours or any incident that resulted, or could have resulted in injury,damage or a danger to the Works, persons, property or the environment. Contractors will also notify and report of incidents of Subcontractor. 05. Emergency Response Procedures: 5.1 Flood:- Flooding is a temporary overflow of water onto land that is normally dry. Floods are the most common natural disaster in the Kerala.Failing to evacuate flooded areas or entering flood waters can lead to injury or death. Floods may: * Result from rain, coastal storms, storm surges and overflows of dams and other water systems. DISASTER MANAGEMENT AND EMERGENCY RESPONSE PLAN PROJECT - KSTP- RKI~ KIW- PACKAGE IV- Road 3 * Develop slowly or quickly, Flash floods can come with no warning * Cause outages, disrupt transportation, damage buildings and create landslides. If you are under a flood warnin * Find safe shelter right away. + Donot walk, swim or drive through flood waters. Turn Around, Don’t Drown! + Remember, just six inches of moving water can knock you down, and one foot of moving water can sweep your vehicle away * Stay off bridges over fast-moving water. * Contact your Foreman or First Aider if you are sick and need medical attention + Evacuate if told to do so. Move to higher ground or a higher floor. Stay where you are. * Emergency Response Team will contact the Civil Defense/Police/Ambulance In the event that, they are not contactable then the emergency services should be contacted direct. 5.2 Earthquake:- * Incase of an earthquake, if you are outdoors, stay outdoors away from collapsible items like buildings, walls, electric posts, water tanks and trees, * Ifyou are in a car, pull over and stop. Set your parking brake. * Ifyou are in bed, turn face down and cover your head and neck with a pillow. + Wherever you are, drop down to your hands and knees and hold onto something sturdy. Do not panic and remain calm until the shaking stops. * Cover your head and neck with your arms. If a sturdy table or desk is nearby, craw! underneath it for shelter. Stay on your knees or bent over to protect vital organs. + Ifyou are under a table or desk, hold on with one hand and be ready to move with itifit moves. If seated and unable to drop to the floor, bend forward; cover your head with your arms and hold on to your neck with both hands, * Ifyou are inside, stay and do not run outside and avoid doorways. * Expect aftershocks to follow the main shock of an earthquake. Be ready to Drop, Cover, and Hold On if you feel an aftershock. * Ifyou are in a damaged building, go outside and quickly move away from the building. Do not enter damaged buildings. + Ifyou are trapped, send a text or bang on a pipe or wall. Cover your mouth with your shirt for protection and instead of shouting, use a whistle if you have. If possible, 9 DISASTER MANAGEMENT AND EMERGENCY RESPONSE PLAN PROJECT - KSTP- RKI-KIW/~ PACKAGE IV- Rood 3 avoid directly touching your mouth to help slow the spread of COVID-19. . Contact your Foreman or First Aider if you are sick and need medical attention. * Inform the Emergency Response Team and they will contact the Civil Defense / Police / Ambulance ‘+ Inthe event that, they are not contactable then the emergency services should be contacted direct. 5.3 Lands! In a landslide, masses of rock, earth or debris move down a slope. Protect yourself les:- depends on the type of landslide. Professional inspections, and proper design can reduce many landslide problems.Evacuation is often the only way to protect lives from a debris flow or other fast-moving landslide. During a storm that could cause a landslide, stay alert and awake. Many deaths from landslides occur while people are sleeping * Ifyou do get stuck in the path of a landslide, move uphill as quickly as possible. * Avoid river valleys and low-lying areas during times of danger. + Ifyou are near a stream or channel, be alert for any sudden increase or decrease in water flow or water those changes from clear to muddy. These can be signs that a landslide is coming. * Stay away from the slide area. There may be danger of additional slides. * _ Ifanyone of your team member or general public is danger and is in landslide, call the civil defense/ police/ ambulance directly without waiting to report to the Emergency Response Team. * Check for injured and trapped persons near the slide, without entering the direct slide area. Direct rescuers to their locations. Report broken utility lines and damaged roadways and railways to appropriate authorities. Reporting potential hazards will get the utilities turned off as quickly as possible, preventing further hazard and injury. 5.4 Utility Damage:- Cause of Utility Damage: Before excavating, ensure that, there is no utility is passing through underneath. Inform and make coordination with the local authorities, if there is a utility area needs to be excavated. A utility damage can occur when an existing utility was encountered in a location where it wasn't expected, either because it wasn't positively located or it wasn't known to exist. 10 DISASTER MANAGEMENT AND EMERGENCY RESPONSE PLAN PROJECT - KSTP- RKI~ KIW- PACKAGE IV- Road 3 Consequences of damaging underground utilitie The consequences of damaging underground utilities during excavation work range from inconvenience (service outages and costly repair work) to catastrophe (large- scale property damage and loss of life). Hitting a telephone conduit can disrupt service to a neighborhood hile damaging a major fiber optic duct bank can affect an entire region of the country. When a water or sewer main is damaged during construction work the resulting flooding can fill excavated areas, endangering workers and possibly leading to scour and erosion under adjacent roadways and structures. If a utility is damaged by the operation of the contractor, first the location surrounding the excavation must be secured and immediately report to the Emergency Response Team (ERT) ERT will contact the Civil Defense / Police / Ambulance. In the event that, they are not contactable then the emergency services should be contacted direct If anybody injured, take medical assistance from First Aider. If the injured needs further medical assistance, call an ambulance Safety Precautions:- Shut down / Turn Off the utility before excavating, Avoid digging with metal handle tools. Obtain permits from the authorities, if it requires. Use PPE’s especially rubber gloves while digging manually. 5.5 Snake Bite: People who suspect they have been bitten by a snake should be transported to a health facility without delay. Do the First aid, if the first aider is available at site. First aid for snakebites: If you suspect a snake bite:- Immediately move away from the area where the bite occurred. If the snake is still attached use a stick or tool to make it let go Remove anything tight from around the bitten part of the body (e.g.: rings, anklets, bracelets) as these can cause harm if swelling occurs. Reassure the victim. Many snake bites are caused by non-venomous snakes. And rt DISASTER MANAGEMENT AND EMERGENCY RESPONSE PLAN PROJECT - KSTP - RKI~ KIW- PACKAGE IV- Road 3 even after most venomous snake bites the risk of death is not immediate 4. Immobilize the person completely. Spiint the limb to keep it still. Use a makeshift stretcher to carry the person to a place where transport is available to take them to a health facility. 5, Never use a tight arterial tourniquet 6. Applying pressure at the bite site with a pressure pad may be suitable in some cases. 7. Avoid traditional first aid methods, herbal medicines and other unproven or unsafe forms of first aid. 8. Transport the person to a health facility as soon as possible. 9. Vomiting may occur, so place the person on their left side in the recovery position. 10. Closely monitor airway and breathing and be ready to resuscitate if necessary. 11. Clean up the area, if there is vegetation at the worksite. 12. Use Gum boots and rubber gloves while manually cleaning up. 13. Use mechanical method of clearing up where ever it is possible 5.6 Electrocution:- The danger from an electrical shock depends on the type of current, how high the voltage is, how the current traveled through the body, the person's overall health and how quickly the person is treated ‘An electrical shock may cause burns, or it may leave no visible mark on the skin, In either case, an electrical current passing through the body can cause internal damage, cardiac arrest or other injury. Under certain circumstances, even a small amount of electricity can be fatal A person who has been injured by contact with electricity should be seen by a doctor Take these actions immediately while waiting for medical help:+ The person being shocked needs to be disconnected from the source of electrical power. Locate the disconnecting switch/breaker and turn it off. Alternatively, if the disconnecting device cannot be located, the victim can be pried or pulled from the circuit by an insulated object such as a dry wood board, piece of nonmetallic conduit, or rubber electrical cord. Victims need an immediate medical response check for breathing and pulse, then apply CPR as necessary to maintain oxygenation. If a victim is still conscious after having been shocked, they need to be closely monitored and cared for until trained emergency response personnel arrive. There is danger of physiological shock, so keep the victim warm and comfortable. Inform your supervisor or any member in the Emergency Response Team. 12 DISASTER MANAGEMENT AND EMERGENCY RESPONSE PLAN PROJECT - KSTP- RKI~ KIW- PACKAGE IV- Road 3 * Call 108 Ambulance emergency number or 100 for Police or 101 for Fire station Help. + If the source of the burn is a high-voltage wire or lightning, don't get near high- voltage wires until the power is tured off. Overhead power lines usually aren't insulated. Stay at least 20 feet (about 6 meters) away — farther if wires are jumping and sparking * Don't move a person with an electrical injury unless he or she is in immediate danger. 5.7 Dog Bit A dog bite is a serious matter. A dog bite can have serious repercussions, including injury, illness-for example, being infected with the virus that causes rabies-and even death, Furthermore, being bitten by a dog can cause psychological injury, thereby potentially making the victim fearful of dogs for years to come. There is a possibility of Road Construction were bitten by dogs. The number and presence of dogs in streets were higher during these days. If any worker or team member were bitten by a dog, the following actions to be taken:- > The bite wound should first be thoroughly rinsed with soap and water to effectively remove saliva and secretions from the bite site. > Gently press on the wound to promote a small amount of bleeding. This will help flush out germs. v If your skin wasn’t broken, wash the area with water and soap. You can also apply an antibacterial lotion to the area as a precaution if it is available. v If the bite is already bleeding, apply a clean cloth to the wound and gently press down to stop the flow. v Inform your supervisor. > Seek medical attention as soon as possible. Dog bites can be scary and, when left untreated, can also cause serious complications. Bacterial infections are a common complication from dog bites and it's important to get any sign of infection looked at promptly. 5.8 Gas Leakage and Emergency Procedures:- Leaking liquefied petroleum or natural gas is a very dangerous condition which can cause devastating explosions or fires, resulting in property damage, serious injuries or death. If you smell or suspect a gas leak, follow the procedures. 1. Ifleak is indoors, open all windows and doors, to disperse the gas. DISASTER MANAGEMENT AND EMERGENCY RESPONSE PLAN PROJECT - KSTP- RKI~ KIW- PACKAGE IV- Road 3 2. Inthe case of cylinders, disconnect the cylinder and move it outdoors to an open area 3. If the leak cannot be stopped or a significant leak has occurred, evacuate the premises. 4, Contact the supplier and inform the situation. If there is a fire, immediately call the emergency service at 101 (Fire Station). 5. Tum off all naked flames and eliminate all sources of ignition, BUT do not turn electrical switches on or off. 6. Donot re-enter the area until it has been announced to be safe. 7. If possible, cut off all electric circuits to eliminate operation of switches in the danger area 5.9 Fire Explosion - Contingency Procedurt Alert people in the immediate area of the fire/explosion and evacuate the area. n If you have been trained and it is safe to do so, you may attempt to extinguish a fire with a Portable fire extinguisher. If you have not been trained to use a fire extinguisher, you must evacuate the area. 3. Ifthe fire is at camp, confine the fire by closing doors as you leave the area 4. Evacuate the building following the procedures listed above. 5. Proceed calmly to the designated assembly point 6. Persons must report directly to the assembly area during an emergency and under no circumstances any person shall return to the work area for personnel belongings ete.; 7. The HSE officer/site supervisor will conduct a head count and coordinate with emergency services where necessary. 8. No person may return to the work area without the all clear being given by the HSE officer and site supervisor. 9. Call the Fire Department at 101if the Emergency Response Team is not contactable. 10. Seek first aid if anybody injured 5.10 Do’s and Dont's during an Emergency:- Do not panic in any emergency situation. Be calm and stay positive. If you are in the Camp, leave the building immediately following the escape route plan. Do not search for your personal belongings or bags as these may slow your departure from the building. * The last person leaving an area should close, but not lock, the door. Do not run, push or overtake. Do not operate any Electrical Switches in cases of Fires/Gas Leakage ete. Go to the emergency assembly point. 14 DISASTER MANAGEMENT AND EMERGENCY RESPONSE PLAN PROJECT - KSTP RKI~ KIW- PACKAGE IV- Road 3 * Wait for the instruction from Emergency Controller. * Do not re-enter the building or leave the assembly area until you are told to do so by Emergency Controller. + If itis an earthquake, if you are inside, stays and do not run outside and avoid doorways. * Ifyou are outdoors and in worksite, stay outdoors away from collapsible items like buildings, walls, electric posts, water tanks and trees. «Ifyou are in a vehicle, pull over and stop. Set your parking brake. Contact your Foreman or First Aider if you are sick and need medical attention. 5.11 Emergency Spill Procedure:- When the spill occurs, either through accidental spillage or equipment failure, the applicable emergency spill procedure as outlined in sections below and/or as directed by the manufacturer/supplier shall be followed: Spill Procedure. In the case of a spill, overflow or release of fluid into the stream water way, stop the flow immediately by providing suitable methods such as earthen bunds. + Stop the release into the waterway. + Shut down the equipment. + Close valves and pumps. * Plug leaking of damage hosepipes or containers with suitable sealants or temporary plugs at the holes. Spill Procedure (On Land) All types of spills are hazardous - whether liquid or amorphous or solid and accordingly the spill has to be dealt with. For liquids, sealing the leakage or Emptying the container into another Empty vessel may be considered. For solid or semi-solid or viscous products, special salvage equipment's are to be used. For fine particles and water-soluble chemicals, neutralizing or scraping the affected soil from the area has to be resorted to with mechanical removal and depositing at a safe site Remove all Ignition Sources Cut off the supply sources and shut down the sources of power supply. Cordon up the area and salvage the spilled materials for recycling or disposal as would be 15 DISASTER MANAGEMENT AND EMERGENCY RESPONSE PLAN PROJECT - KSTP— RKI~ KIW- PACKAGE IV Road 3 suggested by the technical experts or as per the manufacturer's guidelines for the product. In case of inflammable materials, mobile phones, electrical switches and heat generating machines, sparking electrodes etc, shall not be operated Portable fire extinguishers need to be kept handy in such vehicles for immediate use as damage control measure. Clean-up and Disposal The Engineer's Environmental Officer has been ensuring that a proper cleanup and disposal method is determined. Absorbent pads will soak up the spilled material. The pads will be contained and removed from site for disposal as per the manufactures guidelines. Reporting The Contractor's Environmental Officer will document the event and submit the reports to the Engineer, the Client and appropriate regulatory agencies like the Pollution Control Board 06. Fire protection at Camp:- Based on a fire safety risk assessment, the Contractor will ensure that adequate and appropriate fire safety measures are in place to minimize the isk of injury or loss of Ife in the event of a fre. Appropriate action include:- a) Keeping sources of ignition and flammable substances apart; b) Avoiding accidental fires; c) Ensuring good housekeeping at all times, e.g. avoiding build-up of rubbish that could burn; 4) Installing fire warning systems:- Installing smoke alarms and fire alarms or bells; e) Having fire-fighting equipment: Fire Extinguishers f) Keeping fire exits and escape routes clearly marked and unobstructed at all times; g) Ensuring workers receive appropriate training on procedures they need to follow, including fire drills. 07. Emergency medical evacuations:- The Contractor, M/s Theruvath PRL (JV) guarantees access to health care for all personnel in case of accident or illness occurring during the execution of the works. In absence of a health or health post in the vicinity, or within the Project Area, the 16 DISASTER MANAGEMENT AND EMERGENCY RESPONSE PLAN PROJECT - KSTP - RKI~ KIW- PACKAGE IV- Road 3 Contractor will make contingency arrangement for transporting injured persons to a hospital. 7.1 Emergency Simulation Exercise:- M/s Theruvath PRL (JV) will organizes and documents emergency simulation exercises within 3 months of the physical start of the works, and subsequently once every 12 months up to the issue of the Taking-Over Certificate. The Engineer will be invited to participate in each of these exercises. The following emergency simulation Exercise will be planned and conducted. a) Fire emergency. + Workers and staff will be trained prior to the drill and informed everybody's responsibility. + Amock situation will be simulated and will check the effectiveness of the drill «The local authorities will be informed if needed. * Ahead count will be done at the assembly point. + Escape time will be evaluated. «Reviewed the drill and procedures will be documented. b) Accident / animal attack emergency * Staff and workers will be trained prior to the drill + Amock situation will be created. * Check the effectiveness of communication and the drill The drill will be documented. c) Electrical Emergency + Staff and workers will be trained and informed about the drill + Amock situation will be created. + Assess the effectiveness of the drill * Check the communication effectiveness. * Review the drill and documented. d) Land slide emergency * Workers and staff will be trained prior to the drill and informed everybody's responsibility. + Amock situation will be simulated and will check the effectiveness of the drill + The local authorities will be informed if needed. * Ahead count will be done at the assembly point. + Escape time will be evaluated + Reviewed the drill and procedures will be documented.
