ASEP-CELLs: Sustainable Energy Best Practices and Clean Energy

Introduction

The United Nations Sustainable Development Goal 7 (UN SDG 7), which advocates
for affordable, reliable, sustainable and modern energy, reflects the vital role of
energy in addressing the Sustainable Development Agenda’s “universal call to
action to end poverty, protect the planet and improve the lives and prospects of
everyone, everywhere.” As a significant source of greenhouse gas emissions, the
energy sector presents opportunities for policies, programs, and technologies that
could be integrated in the Nationally Determined Contributions or national climate
actions of each country.

In the Philippines, significant progress on advancing sustainable and modern energy


has been evident through policies such as the Renewable Energy (RE) Act, Biofuels
Act, and Energy Efficiency and Conservation (EEC Act). The recently enacted EEC
Act of 2019 coupled with the Government Energy Management Program (GEMP)
highlighted the role that local government units (LGUs) can play in localizing and
promoting national energy efficiency policies, projects, and programs. At the LGU
level, these are demonstrated through commonly implemented EEC and renewable
energy solutions such as LED or solar-powered street lights or electric powered
tricycles (e-trikes). The strong interest in EEC was also fueled by financial and
technological opportunities as well as its contribution to manage energy demand
and improve energy security.

With the leadership of the Philippine Department of Energy (DOE) and assistance of
development partners, several advocacy and capacity building activities for LGUs
have been implemented to promote the EEC Act, including financial opportunities
and technological solutions that support and complement EE.

Since 2019, the European Union (EU) has supported the Access to Sustainable
Energy Programme – Clean Energy Living Laboratories (ASEP-CELLs) and the ICLEI
Southeast Asia Secretariat (ICLEI-SEAS) have supported DOE in mainstreaming the
EEC Act among LGUs. As part of their continuing support to LGUs, ASEP-CELLs and
ICLEI SEAS will host a webinar to showcase sustainable energy best practices that
LGUs may replicate or include in their local development plans.

Objective: The webinar aims to promote viable sustainable and modern energy
best practices that they may implement as part of their Local Energy Efficiency and
Conservation Plan (LEECP) or in support to their Local Energy Code or Local Energy
Plan. The webinar is expected to increase the knowledge of participating Philippine
LGUs potentially replicable projects and local policies and foster linkages among
LGUs, non-government organizations, the private sector, academe, and other
sectors.

The Access to Sustainable Energy Programme-Clean Energy Living Laboratories is


funded by the European Union and implemented by the Ateneo School of
Government (ASoG) in partnership with Manila Observatory (MO), ICLEI-SEAS,
Xavier University (XU) and University of San Carlos (USC). It supports the
Department of Energy and European Union in achieving 100% rural electrification
through renewable energy, increasing the share of renewable energy in the
Philippines’ energy mix, and promoting energy efficiency towards sustainable and
inclusive growth through knowledge management, capacity-building and advocacy.
ASEP-CELLs will produce research studies to enhance energy policy-making and
program interventions, strengthen capacities to help institutions better respond to
renewable energy challenges; and increase public awareness and stakeholder
engagement to sustain political support and commitment to renewable energy,
energy efficiency, and energy access.
