…. It is believed that a person who is sleeping, is half
dead. His mental facul:es are in an inac:ve state.
Sleep is an unconscious state or condi:on regularly
and naturally assumed by man and other living
beings during which the ac:vity of the nervous
system is almost or en:rely suspended. It is the
state of slumber and repose. It is a necessity and not
a luxury. It is essen:al for op:mal health and
happiness as it directly affects the quality of the life
of an individual when awake inducing his mental
sharpness, emo:onal balance, crea:vity and
vitality. Sleep is, therefore, a biological and essen:al
ingredient of the basic necessi:es of life. If this sleep
is disturbed, the mind gets disoriented and it
disrupts the health cycle. If this disrup:on is brought
about in odd hours preven:ng an individual from
gehng normal sleep, it also causes energy
d i s b a l a n c e , i n d i g e s : o n a n d a l s o a ff e c t s
cardiovascular health.
“An individual is en:tled to sleep as comfortably and as freely
as he breathes. Sleep is essen:al for a human being to
maintain the delicate balance of health necessary for its very
existence and survival. Sleep is, therefore, a fundamental and
basic requirement without which the existence of life itself
would be in peril. To disturb sleep, therefore, would amount
to torture which is now accepted as a viola:on of human
right. It would be similar to a third degree method which at
:mes is sought to be jus:fied as a necessary police ac:on to
extract the truth out of an accused involved in heinous and
cold-blooded crimes. It is also a device adopted during
warfare where prisoners of war and those involved in
espionage are subjected to treatments depriving them of
normal sleep.

Sustainable Development or Freedom ?
The world has good reason to be grateful for the new
prominence of this idea, yet it must be asked whether the
concep:on of human beings implicit in it is sufficiently
capacious. Certainly, people have ‘needs’, but they also
have values, and, in par:cular, they cherish their ability to
reason, appraise, act and par:cipate. Seeing people in
terms only of their needs may give us a rather meagre view
of humanity.
