Article 5 of the 1993 Vienna Declaration explicitly states that “all human rights are
universal, indivisible and interdependent and interrelated. The international
community must treat human rights globally in a fair and equal manner, on the
same footing, and with the same emphasis. While the significance of national and
regional particularities and various historical, cultural and religious backgrounds
must be borne in mind, it is the duty of States, regardless of their political,
economic and cultural systems, to promote and protect all human rights and
fundamental freedoms.”

Please explain the meaning and application of the highlighted features of human
rights above.

Answer:

Universality: Human rights are fundamental and above reproach. All in the world has access

to them. The universality of human rights is accepted in the terms of Article 1 of the

Universal Declaration of Human Rights: 'All human beings are born free and equal in

freedom and freedoms.'

Indivisibility: The privileges of man are indivisible. Whether they involve legal, educational,

environmental, political , or social problems, human rights are intrinsic in any human person's

dignity. All human rights are thus of fair value, and can not be placed in a hierarchical order.

Denial to one privilege continuously hinders enjoyment of certain freedoms. Therefore,


everyone's right to an decent standard of life can not be jeopardized at the detriment of certain

freedoms, such as the right to health or employment.

Interdepence and Interrelatedness:

Human rights are interrelated and interdependent. Growing contributes to understanding the

human integrity of a individual by fulfilling his or her biological , physical, psychological ,

and spiritual needs. The satisfaction of one right also relies upon the satisfaction of others, in

full or in part. For example, fulfillment of the right to health that rely on fulfillment of the

right to growth, education or knowledge in some circumstances.
