We face many situations wherever there's some or the opposite
problems created during a specific method during a system which could result in unwanted results or ever-changing the pace of the method. This can be what's usually referred to as a bottleneck within the system. The system cannot be kept inside our management if the bottleneck isn't ready to guide or management the method consistent with the idea of constraints.
Here in our case, it's of change resistance. There’s a disagreement on
the direction of solution form the top that is the head of the department, which provides us the second layer of resistance.
