Agenda

Prevention & Reduction of NRW

1. Pre Qualification of manufacturers for following items.


Extensive product evaluation can be done during this process considering end-user
performance within the country and out of the country.
i. Sluice Valves
ii. Ball Float Valves
iii. Air Valves
iv. Pressure Reducing Valves (PRVs)
v. Altitude Valves
vi. Domestic Water Meters and Bulk Meters
vii. DI pipes & fittings and Rubber gaskets
viii. uPVC Tees
ix. HDPE materials
x. Ferrules
xi. Clamp Saddles

2. Establishment of End-User Database for all above items for evaluation of manufactures,
suppliers and dealers.

3. Introduce Sri Lanka Standards (SLS) for following items.


NWSDB act provision (Clause 90) and Consumer Affairs Authority legislative measures
may be useful to enforce the regulatory measures.
i. Stopcocks
ii. Ferrules
iii. Angle Valves
iv. Clamp Saddles
v. Water Meters
vi. Cisterns, Mixture Taps, Bidet Showers, Telephone Showers, etc.

4. Introduce endurance test results in tender specifications to monitor the quality of


products.
Greater Kandy Water Supply Project (GKWSP) has already manufactured two endurance
test apparatus for stopcocks and domestic ball float valves. Sri Lanka Standard Institution
(SLSI) agreed to standardize the test, so that the apparatus is required to be accredited
by a Sri Lanka Accreditation Board (SLAB). GKWSP has already initiated accreditation
process with SLAB.

5. Establishment of Laboratories for testing water fittings and apparatus in Colombo,
Matara and Anuradhapura similar to proposed laboratory at Water Treatment Plant
premises in Katugastota for items mentioned in item no.01 in this agenda.
This approach will be useful in identifying performance of water fittings and apparatus
during procurement stages. In addition to that, random samples are essential to be
tested during implementation stage.

6. Campaigning for implementation of regulation measures by relevant authorities (such


as NWSDB, Consumers’ Affairs Authority, SLSI, Public Utilities Commission, Sri Lanka
Customs, etc.) to regulate manufactures suppliers and dealers in order to have quality
products in the market.

7. Awareness campaigns for manufactures, suppliers and dealers in the industry in order
to introduction SLS in future for pipes, fittings and water apparatus as a regulatory
measure.

8. Advanced Procurement Notice for prequalification of supplier agents and manufactures


for the products given in item no.01 in this agenda.

9. Establishment of proper pipe laying practice in water sector.


i. Develop regulations and specifications during implementation and
prequalification of goods and services for House Connections.
ii. Introducing a Declaration System to quality control in house connection and pipe
laying. (refer: clause2.33 in page 11 – Summery of Recommendations for Prevention and
Reduction of NRW; by GKWSP)
iii. Random Technical Evaluations are required to be done by senior managers of
NWSDB. (10 trial pits per month by each managers and 5 trial pits per month by
AGMs or DGMs)
iv. Usage of Proper pipes and fittings.
v. Evaluation of suppliers and manufactures regularly using end-user database
results.
vi. Monitoring of quality of goods and services through public participation.
(refer: page 12 – Summery of Recommendations for Prevention and Reduction of NRW; by
GKWSP)

10. Identification of cause of failure and establish a database on end-user performance of


water fittings, which could be useful for prequalification of manufactures, suppliers and
agents.

11. House Connection design for various physical environmental situations.
i. Rocky terrain; low depth
ii. Hilly terrain; outside the embankment
iii. Exposing to sun light
iv. Using appropriate materials – eg: HDPE

12. Minimizing Illegal Tapping


i. Promote public participation
ii. Increase Fines (Current fining amount Rs. 400/- is not effective)
iii. Improved rewarding system for information providers
