1.0 PURPOSE
The purpose of this plan is to provide a system for dealing with possible emergencies during
project execution. The conditions of the work site shall be investigated carefully to identify the
type of emergencies that possibly affect the site personnel/properties and environment.

2.0 SCOPE
The scope of this plan covers all CONTRACTOR, Construction Subcontractor, visitors, site
personnel, emergency plans & response team and equipment’s at project site.

4.0 DEFINITIONS
4.1 PETROJET

The Petroleum Projects and Technical Consultations Company (PETROJET) is a


leading Egyptian Company specialized in carrying out the execution of petroleum and
industrial projects comprising refineries, oil and gas field development, petrochemical
plants, trunk pipelines and infrastructure projects, in addition to fabrication of structural
steel, static equipment, offshore platforms and pipe coating.

4.2 CONSTRUCTION SUBCONTRACTOR

The Construction Sub-contractor with whom CONTRACTOR shall enter into a Contract
for the Construction, Erection, Installation and Pre-commissioning of the Project.

4.3 EMERGENCY

Serious accidents endanger to life, properties and / or environment resulting (or may
result) damages, injuries and / or impact to environment and require immediate actions
to prevent or minimize the losses of resources and mitigate the environmental impacts
that may associated with evacuation.

The field location, from which the emergency commander directs control efforts,
coordinates operations, firefighting, rescue and medical personal.

4.11 MAINTENANCE COORDINATION CENTER (MCC)

The location where maintenance supports personnel will assemble in response to an


Emergency. It will be the central location for maintenance resources and other supports
to be made available for effective emergency response.

5.0 GENERAL
5.1 The effectiveness of this emergency plan shall minimum yearly review is required or if
situation changes.

5.2 This emergency plan involves CONTRACTOR and construction subcontractor at the
Site.

5.3 CONTRACTOR and construction subcontractors shall investigate thoroughly the location
of the project site (surrounding conditions, existing facilities, nature of construction
activities and the requirements of this emergency plan prior to define the types of
emergencies and site emergency plan and procedures (SEP) specific for the project.

5.4 CONSTRUCTION SUBCONTRACTOR shall consider ARAMCO emergency


Requirements in preparing and implementing his site emergency plan and procedures.

5.5 CONSTRUCTION SUBCONTRACTOR shall make available all required resources for
the implementation of the site emergency plan and procedures (SEP).

5.6 Contractor emergency evacuation plan shall include all work areas, subcontractor, and
offices area. Each contractor is responsible for determining its’ own requirements and
coordinating their plans.

6.0 ORGANIZATION AND RESPONSIBILITIES


The site emergency plan for RTTS Project consists of a general plan that organizes the
duties of all site personnel and defines their responsibilities to ensure they are well
aware of their duties in case of an emergency situation and avoid interfaces of
responsibilities. This shall facilitate the process of emergency control and reducing the
losses due to emergency effects.

CONTRACTOR PROJECT CONSTRUCTION MANAGER

He (or his duty) shall immediately on being informed of an emergency incident shall be:

6.1.1 Activate the Emergency Response Plan (ERP).


6.1.2 Inform or report the emergency to ARAMCO site PMT, Proponent, Loss
prevention and site personnel.
6.1.3 Define an emergency response room in the construction offices.
6.1.4 Ensure the availability of adequate resources including call-out of essential
personnel and logistics.

6.1.5 Assist the emergency response team when involvements of construction


contractor’s resources are required.
6.1.6 Gather information from assembly points to determine that personnel are
accounted.
6.1.7 Gather information about the casualties and extent of equipment damage.
6.1.8 Review the relevant reports and take necessary actions.
6.1.9 Notify the family member of the injured person.

CONTRACTOR SITE HSE MANAGER AND CONSTRUCTION


SUBCONTRACTOR HSE SUPERVISOR

6.2.1 Upon being notified of an incident, by radio or other means, shall proceed directly to
the scene of the incident, if safe to do so.
6.2.3 Leading the emergency response team.

6.2.4 Keep contact with CONTRACTOR and CONSTRUCTION SUBCONTRACTOR


managers.
6.2.5 Liaise with ARAMCO emergency response team (if needed).

CONSTRUCTION SUBCONTRACTOR PROJECT MANAGER

6.3.1 He shall be responsible to implement the requirements of this procedure.


6.3.2 Internal communications and coordination with CONTRACTOR site manager.
6.3.3 External communication with the CONTRACTOR construction manager.
6.3.4 Assist on the Reviewing the relevant reports and take necessary actions.
6.3.5 Assist the emergency response team.
6.3.6 Follow up report’s actions.

CONSTRUCTION SUBCONTRACTOR ADMINISTRATOR

With cooperation of site engineers and supervisors in their own specialty he shall:

6.4.1 Ensure that all personnel have been reported to the assembly points.
6.4.2 Coordinate for the transportation of injured persons for medical treatment.
6.4.3 Coordinate the complete personnel evacuation with transportation supervisor (if
needed).
6.4.4 Prepare the necessary reports according to the site attendance and manpower.

CONSTRUCTION SUBCONTRACTOR SECURITY SUPERVISOR

He shall be responsible for:

6.5.1 Securing the stroked area during emergency and prevent the entrance of unnecessary
people.

6.5.2 Coordinate with CONSTRUCTION SUBCONTRACTOR administrator for the


Evacuation of all personnel at the assembly points.

FIRE FIGHTING TEAM:

He shall be responsible for the following activities during the emergency case:

6.6.1 Controlling and extinguish the fire by using fire extinguishers or another firefighting
equipment.

6.6.2 Report to the rescue team the employees who trapped in the fire.

6.6.3 Inspect the area after the emergency case to ensure that the fire is totally
Extinguished and area secured.

FIRST AID TEAM

First aid is the immediate help that is provided at the site to an injured or seriously
injured person before professional medical help can be obtained.

6.7.1 FIRST AIDER

At least one person who has a valid certificate in first aid training shall be available at
work location. While work is in progress, he shall be responsible for providing and
training other workers in applying for:

 Artificial respiration.
 Control of bleeding.
 Heart-lung resuscitation.
 Immediate treatment for burns of varying degree and type.
 Transportation of the injured persons.
The principal means of accomplishing the objectives are:

 Maintain breathing.
 Stop heavy loss of blood.
 Treat for shock.

 Send for a physician or arrange for transportation to a medical facility.


 The first aid kit should be replenished as necessary.
 Where a person may be exposed to injurious materials such as acids,
caustics and solvents, a supply of water shall be maintained to enable quick
drenching and flushing of the eyes and body.
In case of emergencies he shall be responsible for:

 Transporting the injured evacuated from the site to the nearest infirmary for
medical service.
 Removing any obstacles from rescue paths.
 Cooperating with the firefighting team to remove fire remedial.

6.7.2 TRANSPORTATION TEAM

During the emergencies cases they shall be responsible for:

 Transport employees from assembly points to outside the site when


evacuation.
 Full awareness of emergency cases, alarms, access and roads.
 Full awareness of the defensive driving course.
 Distribution of their telephones list.
 Having the internal and the external telephone lists.
 Full awareness of the nearest hospital road.
 Transport the injured persons to the nearest hospitals.

SAFETY TEAM

They shall be responsible for the following:

 Submit recommendations for supporting and upgrading the Evacuation Plan.


 Provide necessary potentials to support plan implementation.
 Study the causes that led to the emergency case and its results.
 Issue recommendations to deal with the causes of this emergency case to
avoid its recurrence.

EVACUATION TEAM

Shall be responsible for the following activities during the emergency case:-

 Warning employees against crowding and rushing at the emergency exits to


avoid injuries caused by panic in such situations.

 Guiding employees to the directions of emergency exits and the assembly


Point.
 Counting employees in the gathering area and reporting missing employees
whom might be trapped inside the site.
 Inspecting the whole site to ensure that it is vacant and that there is no one
trapped inside.

7 TYPES OF EMERGENCIES

Although there are an infinite number of emergencies causes that could occur during
work, yet the effect of emergency tends to be well known to everyone. Its effect could
be an injury to an employee, damage to property, or any other types of emergencies
that could occur at construction site.

-EMERGENCIES CAN BE CATEGORIZED AS FOLLOWS:

EXPLOSION AND FIRES

Except where fires result from large-scale explosion, warfare, or civil strife, the fire
emergency usually allows a short time for marshalling of fire fighters and organizing an
evacuation if necessary. Many conflagrations originate as small fires, that is, fires that
could positively be controlled by in house personnel. Therefore, prompt action by a
small, trained group can usually handle the situation. However, plans should include the
marshalling of extensive fire fighting forces upon the first indication of any fire growing
beyond the "small fire" stage.

ACCIDENTAL OR NATURAL DEATH

It is a sudden event which cause the death, this sudden event can occur due to natural
causes, accidental circumstances or of a person being lost and presumed dead.

MEDICAL EMERGENCIES

7.3.1 A medical emergency is an injury or illness that poses an immediate threat to a


person's health or life which requires help from a doctor or hospital. The doctor’s
specialization of emergency medicine includes techniques for effective handling of
medical emergencies and resuscitation of patients.

7.3.2 The proper way to handle a medical emergency is to activate emergency medical
services by calling for help using a local emergency telephone number .Operators will
generally require the caller's name and location and some information on person that

Those trained to perform first aid can act within their expertise, while those who are
not doing best to remain calm and stay with the person. Crowding is generally
unhelpful, unless the presence of others is needed. Evacuating the victim requires
special skills, and is generally best left to professionals, unless there is no alternative.
Self-transport should be to the nearest emergency room.

In the absence of breathing or a palpable heartbeat, artificial respiration and


Cardiopulmonary resuscitation (CPR) may be immediately required to save the
Victim’s life. Emergency medical technicians, Outdoor Emergency Care technicians.

7.3.3 List of medical emergencies:

 Heat Stress
 Injury and illness.
 Cardiac and circulatory.
 Metabolic.
 Neurological.
 Psychiatric.
 Respiratory.
 Shock.
 Urological, andrological, gynaecological and obstetrics.

HAZARDOUS MATERIALS LEAKAGE

Because there are many chemical substances being used today, there must be
concern with potential usage and handling problems. There are many rules and
procedures to be observed, but again ask the question, what if a safeguard
fails? What if the container cracks and substances leak out?

In addition to normal hazards, are there potential chemical reactions with other
substances that cause still further dangers to people and property?

VEHICLE ACCIDENT

7.5.1 A motor vehicle accident is any occurrence involving ARAMCO motor vehicle
that results in death, injury, or property damage. All motor vehicle accidents,
including those involving properly parked vehicles.

7.5.2 Automobiles, buses and other passenger-carrying vehicles, trucks of all types
with and without trailers, motorcycles, and any other powered vehicle used for
transportation of passengers or cargo are motor vehicles. The cargo carried by
a motor vehicle is considered part of the vehicle.

NATURAL DISASTER (LIGHTNING- EARTHQUAKE)

7.6.1 EARTHQUAKE

Earthquakes generally occur without warning and affect the entire community
or large areas, thereby making community services unavailable for assistance.

Utility lines and water mains should be flexible and lay in trenches that are free
of the site, rising in open shafts and connected to fixtures by flexible joints.
Lockers, cabinets, shelves, etc. should be securely installed with seismic
bracing and safety restraining strips on shelves containing bottles of chemicals.

The principal dangers from earthquakes are the collapse of units in the site, fire
originating from broken gas mains, and lack of water to fight any fire. Water
reservoirs or emergency water sources should be provided for fighting fire if the
municipal supply mains are broken or water pressure is disrupted.

7.6.2 LIGHTNING

Lightning is produced in thunderstorms when liquid and ice particles above the
freezing level collide, and build up large electrical fields in the clouds. Once
these electric fields become large enough, a giant "spark" occurs between them,
like static electricity, reducing the charge separation. The lightning spark can
occur between clouds, between the cloud and air, or between the cloud and
ground. Cloud-to-ground lightning usually occurs near the boundary between
the updraft region (where the darkest) clouds are, and the downdraft/raining
region (with the lighter, fuzzy appearance). Sometimes, however, the lightning
bolt can come out of the side of the storm, and strike a location miles away,
seemingly coming out of the clear blue sky.

As long as a thunderstorm continues to produce lightning, you know that the


storm still has active updrafts and is still producing precipitation. The
temperature inside a lightning bolt can reach 50,000 degrees F, hotter than the

little or no evidence of burning at all.

SPILL EMERGENCY

Spill emergencies may be harmful to the environment or to the health and safety of the
Construction personnel.

Spill emergency is a case of release of petroleum or other chemical product & H2S
release at work areas.

EQUIPMENT FAILURE

Equipment failure is an emergency can occur at any time and in any situation. Effective
action is only possible if pre-planned and regular maintenance shall be followed and are
frequently exercised.

TERRORIST /BOMB THREAT

With the rise of terrorist threats globally, bomb threat and terrorist threat awareness are
more important than ever, and security guards must be extra vigilant. This training provides
knowledge and understanding of explosive devices, hazardous materials and emergency
procedures.

CONFINED SPACE

Confined space rescues can be technically challenging due to the environment in which
they occur. Confined spaces are often narrow and preventing easy access by rescuers.
Confined space often contain hazardous materials in liquid or gas form which can be
harmful or fatal to humans.

8 CONTRACTOR EMERGENCY SERVICES


Contractor emergency services are those necessary to combat an emergency situation.
These Services includes the following:

FIRE FIGHTING APPARATUS

8.1.1 Fixed fire-fighting apparatus such as FM/UL rated fire extinguishers (ABC type or CO2
type).
8.1.2 Mobile firefighting is equipment such as fire fighting vehicles that must be called if the
emergency is escalated out of hand.

FIRST AID & MEDICAL SERVICES

The site must be provided with clinic with site male nurse approved ARAMCO and
the first aider (full time) as well as ambulance and first aid kits.
Ambulance and Male Nurse shall have access to the plant for monitoring site as
per work shift.
The two duplicates keys of Ambulance should be kept in the site offices and must
be available in case of the muster key lost.

ALARM EMERGENCY

In ARAMCO Site the emergency alarm tones:


a) Plant Wide Emergency Alarm
Raising and falling tone similar to an ambulance siren. The duration is two minutes.
Plant Wide Horn Sound Loud horn, rising and falling tone, Stop all work. Shut down all non-process equipment.
Emergency similar to an ambulance siren for two Evacuate the plant. Move cross-wind or upwind to your
Alarm minutes duration assembly point

b) Stop Work Alarm


It is continuous horn sound like a large truck horn. The duration is one minute.
Stop Work Horn Sound 15 seconds paging voice message "Stop Work" Stop work and equipment. Stay upwind of the
Alarm followed by warble sound for one minute affected area
duration

c) H2S Release Alarm


Yelping Siren like (Police Siren) on local alarms, continuous until terminated by board operator. Also
has Blue beacon light at detector. The message "Gas Release" will be announced over the local
paging system.
H2S Release Blue Light Yelping siren, sounds like a police siren. paging Stop Work and equipment. Stay upwind of
Alarm system announces "Gas Release" the affected area.

d) Gas Release (LEL) Alarm


Yelping Siren like (Police Siren) on local alarms, continuous until terminated by board operator. Also
has Red beacon light at detector. The message "Gas Release" will be announced over the local
paging system.
Gas Release Blue Light Yelping siren, sounds like a police siren. paging Stop Work and equipment. Stay upwind of
Alarm system announces "Gas Release" the affected area

e) Plant All Clear Signal


Consist of paging voice message "ALL CLEAR" for 15 seconds sounds followed by one minute blast
on the general sirens.
All Clear Signal Blast Sound Paging voice message "ALL CLEAR" for 15 The emergency is over. Return to work
seconds, followed by Blast on general sirens for location immediately through the same door
one minute you used to leave. All work permits re
cancelled and must be revised

f) Drill Alarm
Consist of paging voice message "THIS IS A DRILL" for 15 seconds followed by two minutes wailing
sound in the general sirens.

seconds, followed by Blast on general sirens for all personnel are required to follow evacuation

TRANSPORTATION SERVICES

There are buses to transport employees from assembly points to outside the site
when evacuation.

HEAVY EQUIPMENT

The site is provided with cranes, loaders and excavators as needed.

Communication Equipment

Approved Explosion proof radios shall be used for communications.

Safety Equipment

 Each personal H2S (T40 Rattler) monitor should be visually inspected and
functionally tested (i.e., bump test) each day prior to use by the user.
 Temperature / Atmosphere monitor.
 SCBA
 PPE (including Helmet, Safety Shoes, Safety Glasses, FRC Clothes).

9 INTERNAL COMMUNICATION

INTERNAL COMMUNICATIONS

9.1.1 Internal communications shall be performed either by person to person contact or


as applicable.

9.1.2 CONSTRUCTION CONTRACTOR and CONSTRUCTION SUBCONTRACTOR'S


supervisor shall give his home address and telephone number (and that of his
replacement) to a representative so that he may be contacted after hours in case
of emergency involving CONSTRUCTION SUBCONTRACTOR.

9.1.3 In the event of emergency (serious personal injury, fire, critical damage to
Operating equipment, etc.) help may be obtained by contacting the nearest
ARAMCO main gate or security control center: this may be done by:

9.2 EXTERNAL COMMUNICATIONS

Any external communication shall be the sole responsibility of SAUDI ARAMCO.

10 PROCEDURES IN CASE OF EMERGENCY


The expected emergencies divided to:

First: Emergency case in ARAMCO live plant area

It's the one where danger is inside ARAMCO RTTS boundary limit which can be
handled and controlled entirely by plant personnel on shift; the project team is not
required taking any action in this case, except any different order from the plant
control room.

EXPLOSION AND FIRES inside TCF at RTTS Restricted Area:

In case of fire or explosion the following steps shall be taken:

10.1.1 Any person who discover a fire shall activate the alarm system & take any
initial action needed for extinguishing the fire with the available and
appropriate portable equipment,

 Mobilize to the emergency location with the appropriate equipment and tools.
 Fighting and containing the fire (Fire Fighter)
 Rescue the injured personnel and salvage of vital equipment being affected
by fire or explosion (First Aider).
10.1.3 First aid team shall be ready to give the first aid services to the injured
persons after transferring them to nearby safe area.

10.1.4 Security to secure the location and prevent the entrance of unauthorized
people to go in.

10.1.5 Administration to be sure that no body is still inside the location of emergency
and supervise the transportation of injured persons for further medical care.

10.1.6 Security and administration shall work jointly to evacuate all personnel to the
assembly points.

10.1.7 CONSTRUCTION SUBCONTRACTOR HSE engineer and team leader shall


stay not less than half hour before leaving, in order to ensure that no fire shall
recur.

10.1.8 CONSTRUCTION SUBCONTRACTOR Project Manager shall be informed by


CONSTRUCTION SUBCONTRACTOR Site Manager, the finalization of the
case then he will announce the dismissal of the case.

10.1.9 CONSTRUCTION SUBCONTRACTOR HSE engineer shall prepare and


submit the necessary reports to CONSTRUCTION SUBCONTRACTOR
Project Manager within 48 hours.

10.1.10 CONTRACTOR Construction Manager and CONSTRUCTION


SUBCONTRACTOR Project Manager shall review the reports and
communicate the same to CONTRACTOR Site manger & ARAMCO PMT.

ACCIDENTAL OR NATURAL DEATH

In case of a death, either through natural causes or accidental circumstances,


or a person being lost and presumed dead; the following steps must be taken:

10.2.1 Report actual status to the HSE and Medical Departments by Phone or
Radio.

10.2.2 The HSE dept. Manager must immediately notify the HSE Sector Manager
and advise him of the following:

 Summary particulars of the incident.

 Time of incident.

 Identity of lost or deceased person(s) (if known).

 The client/employer of the lost or deceased person(s) (if known).

NOTE: in the event of any death, the accident site should be immediately
secured. The only personnel who should be allowed to enter are the
Emergency Team(s) and Medical personnel who have to enter the area to
verify and confirm the situation. These personnel should not disturb the site
more than is necessary.

The site must then be secured and guarded 24 hours a day, until the arrival of
the Local Government Authorities and the official incident investigation team
arrives and carries out an official investigation. Other official agencies wishing
to enter the area must only do so with the permission of the HSE Manager or
HSE Supervisor. Any materials taken away must be notified to the HSE
Department Manager or his Deputy, and a receipt obtained for the items. The
position of the items must be recorded.

The HSE dept. Manager shall ensure that photographs of the site are taken as
soon as is convenient after the body has been removed.

Normal operations can only resume on the site once authority has been given in
writing by the HSE Manager or HSE Supervisor.

MEDICAL EMERGENCIES

10.3.1 Medical emergencies can take the form of injuries or health problems.
This plan covers three levels of response to medical emergencies:

1- Emergency that can be dealt with using local medical facilities (site
facilities or local hospitals).
2- Medical evacuation to the nearest hospital.
3- Medical evacuation to another specialized hospital.

OIL OR CHEMICAL LEAKAGE

10.4.1 Oil, chemical or other spills should be immediately reported to the HSE
Manager or his Deputy. The reporter must give concise details of the nature of
spill, its size and exact location.

10.4.2 The Emergency Response Team(s) shall be mobilized immediately for


tackling the situation.

10.4.3 Control of potential fire is the first objective. Once a fire occurs, it may rapidly
to involve all of the exposed fuel and reach lethal proportions.

10.5 VEHICLE ACCIDENT


In case of vehicle accident, the first thing to look for is the injured
person(s).

10.5.1 Approach the vehicle if you are not sure of the danger (fire, fuel, chemical spills
or further movement of the vehicle).
10.5.2 Do not move the injured unless he is in immediate danger.
10.5.3 Initiate the Alarm System and attempt to call the CONTRACTOR or
CONSTRUCTION SUBCONTRACTOR area supervisor and Clinic.

10.5.4 Keep monitoring the situation until the arrival of the Emergency Response
team(s) and the Medical Staff.
10.5.5 All motor vehicle accidents (MVAs) shall be reported to the closest main
gate or security control center. This must be done by telephone, radio, or
by sending a message with a passing driver.

10.5.6 A driver shall not leave the scene of an accident or move his vehicle after
an accident unless he needs to take an injured person to a hospital. This is
a Saudi Arab Government law and the Traffic Department investigating officer
is the only one delegated the authority to release vehicles involved. The
Aramco’s Government Affairs Representative will advise you of this release.
If a damaged vehicle is blocking traffic or is stopped on the highway,
Reflective triangles must be used to warn approaching traffic of the vehicle's
presence till it is removed aside.

10.6 NATURAL DISASTER (LIGHTNING- EARTHQUAKE)


10.6.1 Keep away from windows, partitions and glass doors.

10.6.2 Take protection or stay close to wall corners or passages supported by concrete
pillars.

10.6.3 Ensure disconnection of electrical current.

10.6.4 After the disaster is over, even if it is moderate, site evacuation procedure should
be processed smoothly to assembly point outside the building.

10.6.5 Employees shall be counted to ensure their safety and determine injured
persons.

Employees shall return to the site only when instructed by the Administration
Manager / Security Manager or HSE Manager after surveying the site and
ensuring its safety.

10.7 SPILL EMERGENCIES


10.7.1 The Site Manager shall be responsible for:

 Notify Site HSE Manager and ARAMCO Site Safety Representative.


 Only attempt containment and cleanup operations of an accidentally
discharged liquid/fluid. Petroleum products/wastes can be performed safely.
 If spilled material is flammable, eliminate sources of ignition near spill area.

 When it can be performed safely, stop source of spill and contain spilled
material.

 Using absorbent pads within as small of an area as possible.

 The site HSE Manager and safety officers will secure the area and establish
Perimeter control at a safe distance from the spill.

 Ensure staff and neighbors are evacuated if pollution is harmful when inhaled.

 Screen/cover stockpiles of polluted matter to prevent airborne dispersion.

 Seal off those drains where polluting matter may enter.

 Contaminated soils and clean-up materials from such spills must be handled
properly, stored in a suitable container that is then labeled and stored in
appropriate location for subsequent disposal.

10.7.2 The spill response plan should be followed at any time where there is a spill or
release of a hazardous substance that exceeds the usual amount used throughout
a usual 8-hour workday thus creating a potential safety or health hazard.

Immediate Action:

1) If spilled materials are flammable, eliminate sources of ignition from near


the spill area.

2) If it can be performed safely, stop the source of the spill within as small an
area as possible.

3) If the spill is small or minor less than 25 liters, and is not environmentally
sensitive area, clean up immediately and dispose of properly.

4) Area supervisor will be notified as soon as possible of location and action


taken then he will complete the environmental incident report and notify
Project Manager.

5) For larger spills greater than 25 liters and threatening environmentally


sensitive areas (e.g. water source, buffer areas etc.) contact immediately
the Construction Manager and or Project HSE Manager who will coordinate
the emergency response team and respond immediately to assist in
cleaning with the situation.

11 EVACUATION

On hearing the evacuation alarm or if instructed to do so by evacuation team,


immediately prepare to leave the building or site area by the nearest and safest exit route
to muster point, secure confidential materials and valuables, collect personal belongings,
shut down experiments, switch off computers, electrical appliances, equipment and
machinery.

Supervisor / Admin shall make headcounts for all personnel at assembly area; ERT shall
make sure that all personnel already evacuated from the affected area.

Remain at the assembly area (in groups) until instructed to leave by Evacuation / Fire and
Emergency personnel.
Do not re-enter the building until informed that it is safe to do so by a Warden or Fire and
Emergency Services personnel. Do not enter a building while there is an alarm sounding.

11.1 In Case of Fire/Smoke

11.1.1 If safe to do so ensure the immediate safety of anyone within the vicinity of the
fire.

11.1.2 Raise the alarm if not already sounding, using a break glass alarm panel or by
shouting ‘Fire, Fire, Fire’ if a panel is not available. The alarm system

notify other emergency personnel).

11.1.3 Phone ARAMCO emergency number (call 911). Give your name, building, level,
room number, type and extent of the fire/smoke and inform your supervisor or

12 EMERGENCY DRILLS
Through training and practical experience gained by performing experimental emergency
cases.

12.1 Emergency drills should be carried out according to a pre-determined schedule. Where
appropriate and practicable, the participation of external emergency services in
practice drills should be encouraged.

12.2 Drills shall be conducted every 3 months as per attachment (7) emergency drill matrix.

12.3 Emergency drills should be carried out for each type of site emergencies to keep The
Site Emergency Plan and Procedures (SEPP) functioning.

12.4 Emergency drills should be evaluated to determine positive and negative actions and
corrective actions required to avoid negative action with next drill.

12.5 All drills, emergencies and accidents will be post appraised by the HSE team. The
review process should include input from all participants who were directly involved. All
recommendations, which receive general approval during the review process, are to
be reported to the appropriate level of project management by the HSE team.

12.6 Stimulated drills shall be held, under the direct control of project construction manager
and HSE managers, these should be rotated unannounced and announced.

12.7 All drills will be coordinated with the proponent to review scenarios and agree on drill
times and all communication means and share on drill evaluation.

12.8 When the emergency alarm is sounded:

12.8.1 All workers shall be stopped and all equipment shall be switched off and left
secured.
12.8.2 All site personnel shall be evacuated by using the site escape roads to the
nearest point.

12.8.3 Personnel who are driving or the passengers in a vehicle shall:


 Immediately park off the road in a safe area.
 Switch off the engine.

 Leave the keys in the ignition switch.

13.1 Develop, document and follow the emergency response training/drill items given
below to ensure that all personnel expected to participate in emergency response
are proficient in its theory and practice.

13.4 Develop a document and drill schedule in the emergency plan.

13.5 Ensure that these include full scale disaster simulations.

13.6 Organize and document critique sessions following all drills, simulations and/or
actual incidents.

13.7 Establish a procedure to ensure that all suggestions from the critique sessions are

13.9 Emergency Drill will be prepared and documented using ARAMCO Table Top

14 REVIEW AND TEST EFFECTIVENESS

14.1 Emergency preparedness and response plan of the site shall be regularly tested
to ensure its adequacy / efficiency and enhance employee’s full awareness.

14.2 Different Rescue Teams (Employees, Evacuation Team, Firefighting Team,


Rescue Team, First Aid Team, and members of the Safety, Health and
Environment Committee) shall be trained on the Evacuation and the Emergency
Plan.

14.3 Members of the different Rescue Teams shall preferably attend training courses
in the Civil Defense Institute and industrial Safety Institute.

14.4 All comments and deficiencies related to the periodical testing should be
collected and analyzed. The corrective and protective actions should be
determined and implemented.

14.5 The plan shall be revised after any accident or actual emergency case to improve
its efficiency and avoid any deficiency.

14.6 CONTRACTOR site HSE Coordinator shall review and test this plan after the
occurrence of any emergency or after performing any emergency drill to ensure
its adequacy and effectiveness.

14.7 CONSTRUCTION SUBCONTRACTOR site HSE supervisor shall review his


SEPP after any emergency and performing any emergency drills.

14.8 The following emergency response checklist shall assist CONTRACTOR site
HSE coordinator in evaluating the effectiveness of CONSTRUCTION

change to radio emergency channel or the second emergency channel , when
there are more than one emergency at the same time.

14.9.2 The positive point and negative points will be discussed after each drill and will
be documented using EMERGENCY DRILL AFTER ACTION REVIEW form
(AAR) ( Attachment 8 )

14.10 All site communication equipment will be tested on biweekly basis.

Note: Radio and telephone communications are to be restricted to essential messages only
during the emergency situation.
