6 Project Implementation Structure

Large projects will require an effective structure for project control, with clearly defined
responsibilities and provision for accountability. The project control structure should emphasize
completing the following:

establish a measurement system;


measure results of work schedule progress, budget, compliance with technical
specifications, and resource requirements;
report the results;
predict results of deviations;
implement action to correct deviations;
continue to review procedures; and
monitor and evaluate performance.

The project implementation structure must enlist the cooperation of the local EA organizational
structure because the EAs know their own system and should have effective communication
channels. The achievement of project objectives requires both an appropriate organization
structure and the objective selection of the best staff for the work. The implementation should be
managed with strong central control with active participation of EA staff in the project-specific
areas, supported by an experienced project implementation consultant. The project organization
should provide for

simultaneous operation of the functional organization and the project,


functional managers for the project,
flexible use of staff, and
operation and maintenance of a core project team.
