with the offense of Violation of Racketeer Influenced and Corrupt Organizations Act, in that these
Defendant(s) did, on or between August 15, 2017 and December 29, 2021, while associated with an Enterprise,
did, in violation of OCGA 16-14-4(C)(1), unlawfully conspire to participate, directly and indirectly, in said
Enterprise through a patter of racketeering activity, as more particularly described in Parts I-IV below, and
incorporated herein by reference, contrary to the laws of said State, the good order, peace and dignity thereof.

‘The Defendants in this Indictment, as well as other persons not named in this Indictment,
individually and together, maintained an association in actuality and in fact with the Purps (a
Criminal Street Gang known as “The Purps” and hereafter referred to as the “Gang” or “Purps”) and
acted in furtherance of the Purps nefarious schemes to commit a pattern of criminal for the purpose
of illegally obtaining money and property as well as maintaining and gaining a violent reputation and
gang esteem among themselves, in neighborhoods, and with other criminal street gangs.
‘The purpose and activity of the Criminal Enterprise known as the Purps, includes, but is not limited
to:
Committing Murders;
Committing numerous Armed Robberies;
Committing numerous Aggravated Assaults on other rival Criminal Street Gang Enterprise Members
and associates;
Committing Aggravated Assault upon innocent members of the community as well as upon Law
Enforcement Officers;
Committing Home Invasions;
Committing numerous Burglaries;
Performed stalking and actions arising to an assault against one certain Assistant District Attorney;

the commission of criminal activity and profiting from that activity;

Publishing videos on social media which enhance their reputation for violence, gun possession, the
use of firearms, and threats to other gangs

Pursuant to OCGA 16-14-3, the criminal enterprise was an “association, or group of
individuals associated in fact although not a legal entity”; including performing illicit as well as licit
enterprises.

Part B. The Purps Organizational Breakdown
The Enterprise's genesis was the start of a lengthy and significant criminal carcer to'benefit the
enterprise through cash and other illicit goods, as well as enhancing the criminal reputation for
violence, gunplay, and protecting the status and reputation of the Purps which were all Committing
through a Series and Pattern of racketeering activity originating on or about February of 2018.
‘The Purps are what is known as a hybrid gang. Hybrid gangs are new youth gangs engaged in illegal
activities. Such gangs are found throughout the U.S. Traditional gangs were usually formed along
race, ethnicity and cultural lines, and had structural hierarchy and code of discipline/conduct. Unlike
traditional gangs based on race or neighborhood loyalty, the new generations of gangsters are devoted
to making money through illegal activities such as drugs, entering automobiles with the intent to
commit a theft, and robbery. Hybrid gangs consist of people from different racial/ethnic groups, and
individuals participating in multiple gangs. Such gangs have unclear codes of cox{duet, and symbolic
association with more than one gang. Hybrid gangs modify traditional gang culture with their
personal interpretations and agendas. Presently, hybrid gangs have become a major criminal and
societal problem in the community of Albany, Georgia. The largest hybrid gangs in Albany, Georgia
are the Rattlers, the Blockos, and the Purps.
The Purps were founded by Tae 3 "Glizay gang” and Co-founder Jacuez Williams at Dougherty County
High School on August 15, 2017.
The Purps identify themselves through the use of the colors Purple and Orange similar in color to
what is known as Hunter Orange. Further identification manners include the use of handsigns.

GRAND JURY FOREPERSON‘The Purps Criminal Street Gang Enterprise Consists of members aged 10 through 25 years of age.
The Purps inhabit the East Side of Albany, but prey upon the community consisting of All of Albany,
Dougherty County, Lee County, Leesburg, Terrell County, Dawson, Sylvester, Worth County, Tift
County and Crisp County, all in Georgia, as well as extending the reach of their pattern of criminal
activity into the State of Alabama and Valdosta, Georgia.
‘The Purps have a violent gang rivalry with the following criminal street gang enterprises: J-Block
(aka the Blockos), Valley Boys Gang, Young Jack Boys, Brim Blood Set Gang, Rolling 60 Crips, and
Denver Lane Bloods.
‘The Purps have the following Codes of Conduct: 1) To never snitch; 2) To never “fall out” with the
gang; and to 3) Never switch gangs.
‘The Purps allows the maintaining of the status-of a Purp associate through the commission of crimes.
‘The Purps allows the increasing of the status of a Purp associate through the commission of crimes.
‘The Purps maintain a rank status in their gang. The ranks consist of the following, in descending
order:

‘The Purps claim to be an assocj since they were “Potty Trained” which is consistent with the rank
structure.

(ND JURY FOREPERSONThe Purps have on ongoing feud with the “60” gang “because they killed Taes, a founder, by shooting
him in the chest with a 7.62 round.
The Purps permit a member to stop steppin, that is to stop actively participating in criminal activity,
“whenever they reach the Purple Temple”, that is, when they die. .
The Purps have the following Rules:
1) No Gay Shit;
2) Keep Hygiene up;
3) Have to get a education;
4) Respect your parents;
5) Don't slime out your 8 (steal, lie, backdoor, plot on ‘em);
6) Check in with the gang (call if you stay long distanc
7) Show up to all 8's unless an emergency;
8) Respect your stain/ranks;
9) Keep your appearance up;
10)Make sure you get some type of income (money);
11) Make sure your 8's straight;
12)Make sure you got a gun (or ask your 8 to let you hold one);
13) Big 8 above you got the PL (Purple Light).
C, Methodology of the Purps
‘The Purps operate asa criminal street gang enterprise. As such, they form what they
consider to be a family. ‘The rules of the Purps establish a rank structure for the decisions within the
gang to be made to further the goals of the Purps.
Primary in the Purps, as with most criminal street gangs, is Respect. ‘This means respect
within the gang for fellow fnembers as respect for gang leaders. A perceived lack of respect will result

AND JURY FOREPERSONin sanctions against the associate. A perceived lack of respect may include not following gang orders,
not paying dues as required, not following the rules, or discussing gang matters with persons outside
of the Purp associates.
Respect is also required for outsiders to have towards the Purps. A lack of respect
towards the Purps must be retaliated against in order for the Purps to maintain their reputation. A
lack of respect can range from a person talking negatively about the Purps, displaying rival gang signs,
colors, graffiti on Purp “turf” or regions of Albany, or performing an act wherein a member of the
Purps is perceived to lose respect. Criminal acts are being performed where there is a lack of respect,
including but not limited to murders, aggravated assaults, and home invasions. As Purp rules require
an associate to maintain a gun or have access to a gun, any perceived disrespect is met with swift and
violent reaction.
‘The Purps also require gang members to perform criminal actions. This includes the
Entering of Autos to search for cash to enrich the member and the gang, as well as cash to pay gang
dues, Criminal actions also include the searching of cars for firearms so the member may provide
other gang associates with firearms, supply themselves with firearms, or the selling of firearms for
cash currency.
‘The Purps maintain their rank structure, and as with many criminal gangs, the Purps
permit advancement based upon successful criminal actions which support the gang. Such
advancements are fueled by actions which include, but are not limited to, successfully performing low
level crimes by lower ranking gang members. Such crimes include but are not limited to motor
vehicle theft and entering autos with the intent to commit a theft therein. Performing such actions
allows a member to maintain their criminal status within the gang in that they will not be punished
and lose rank. Successful performance of such actions leads to an increase in the respect shown by
fellow gang members, and an increase to their status within the gang which eventually leads to an
increase in rank.

Part IIJ- Pattern of Racketeering Activity
The acts described below constitute a pattern of racketeering activity in that at least two
of the acts were Committing in furtherance of one or more incidents, schemes, or transactions that
had the same or similar intents, results, accomplices, victims, or methods of commission or otherwise
were interrelated by distinguishing characteristics. Further, Defendants, being associated with the
Purp Criminal Enterprise did conduct and participate in, directly or indirectly, such enterprise
through a pattern of racketeering activity as described in the acts below.
