GENERAL GUIDELINES
1. Only one pre-recorded entry per contest shall be submitted by the school.
2. Participant can join in two (2) or more contest/event.
3. Participants should not be a winner of any national and international competition of the
event he/she is joining.
4. Recorded performance must be shoot in wide shot camera with NO EDITING from the
start until the end of the performance. Except for the Sineliksik Competition.
5. Participants must be bonafide learners from JHS and/or SHS of the school. Proof of
enrollment or Certification form the Principal shall be provided to the AFOT committee.
6. Participating schools shall have the online submission of entries to the AFOT Committee
on or before January 12, 2022 (Congressional Level). Late submission of entries will be
automatically disqualified.
7. The participation (rehearsals and performances) of the learner is voluntary and supported
with parent/guardian’s permit.
8. Order of performances in every contest will be decided among the judges and coaches.
9. Any violation from the contest mechanics shall be subject to corresponding deductions.
10. Minimum health requirements and guidelines of IATF MUST be strictly followed.
11. The use of face mask must be observed at all times, during rehearsals and
performances.
12. Top 10 winners will be awarded with certificate of recognition per event. Top 5 winners in
every competition in the Congressional level will proceed to the Division level of
competition.
13. The decision of the judges is final and irrevocable.

10. Videos should be an original work of the student-participants and shall not infringe on
any copyrights or any rights of any third parties.
11. - If the film requires pre-existing, stock, or news footage, these may be used to a
maximum of 20% of the film and must:
- be royalty-free, in the public domain, or under a Creative Commons license for
attribution (BY) and non-commercial use (NC)
- be obtained from a recognized news or information agency (e.g. CNN, GMA News,
etc)
- properly cite artists and works in the closing credits (Artist, Title, website/source)
12. Films are encouraged to use music or sound elements taken or produced during the
National Festival of Talents. Films are also allowed to use non-original music and
sounds provided that:
- the works are available for use royalty-free, in the public domain, or under a Creative
Commons license for attribution (BY) and non-commercial use (NC)
- these are obtained from recognized royalty-free or Creative Commons sources(e.g.
SoundCloud, Jamendo, WikiMedia)
- the artists and works are properly cited in the closing credits (Artist, Title, website/
source)
13. Teams may use to choose any style (e.g. observational, participative, journalistic, or
reflexive) and utilize various tools to deliver content (e.g. narration, on-camera,
interviews, music, dramatization/s, etc.) but it must be noted that the emphasis of the
competition is on visual storytelling rather than narrated or textual stories.
14. Teams will be briefed on the rules and parameters of the competition. Each team will
be given access to the same general film location and a space for post-production.
15. Each judge will prepare theme for the draw lots to be used in the actual competition
during the orientation.
16. The official competition time will begin and end at times designated by the TWG; all
teams will start from a location designated by the TWG. Films must be submitted to
the competition marshals at the assigned date and time.
17. Roles of Coaches
- Coaches are responsible for managing the team, keeping competitors focused and
on-track, maintaining team dynamics, and ensuring completion and adherence to
the rules.
- Coaches may secure and manage production equipment but are not allowed to set
up or configure equipment such as cameras, tripods, or editing systems.
- Coaches may work with the teams to conceptualize, develop, and strategize the
execution of the theme prior to the shooting and editing of the film.
- Coaches should not interfere or influence the creative and technical development
of the Film.
- Coaches are not allowed to edit, do camera or sound work, or similar involvement
in the production process.

16. Performers shall wear any appropriate and comfortable attire. Just make sure that any
school identification, like printed name of school, is absent.
17. No Props shall be allowed during the performance. A violation of this provision shall incur
a 5-point deduction from the general average of each judge.
18. Participants must enter the virtual meeting on time thus late contestants will no longer be
entertained. In case of technical problem in the internet, the contest administrators must
be notified immediately and the coach must immediately resume the google meeting
using CP with data.
19. Judging of the entries will be done the next day. Coaches and Participants can watch the
judging through google meet.
