GENERAL GUIDELINES
1. Only one pre-recorded entry per contest shall be submitted by the school.
2. Participant can join in two (2) or more contest/event.
3. Participants should not be a winner of any national and international competition of the
event he/she is joining.
4. Recorded performance must be shoot in wide shot camera with NO EDITING from the
start until the end of the performance. Except for the Sineliksik Competition.
5. Participants must be bonafide learners from JHS and/or SHS of the school. Proof of
enrollment or Certification form the Principal shall be provided to the AFOT committee.
6. Participating schools shall have the online submission of entries to the AFOT Committee
on or before January 12, 2022 (Congressional Level). Late submission of entries will be
automatically disqualified.
7. The participation (rehearsals and performances) of the learner is voluntary and supported
with parent/guardian’s permit.
8. Order of performances in every contest will be decided among the judges and coaches.
9. Any violation from the contest mechanics shall be subject to corresponding deductions.
10. Minimum health requirements and guidelines of IATF MUST be strictly followed.
11. The use of face mask must be observed at all times, during rehearsals and
performances.
12. Top 10 winners will be awarded with certificate of recognition per event. Top 5 winners in
every competition in the Congressional level will proceed to the Division level of
competition.
13. The decision of the judges is final and irrevocable.

Component Area Music


Event / Contest Solo Instrument

Guidelines and Mechanics


1. The participant plays a solo instrument (woodwind, brass wind, percussion, and
stringed) of Filipino Composition.
2. The participant plays the instrumental composition without any back-up,
accompaniment or background music.
3. The piece should be one straight composition.
4. The title of the piece must be submitted to the judges before the performance.
5. Performance shall be 3-6 minutes.

Event / Contest Direk Ko Ganap Mo (Monologue Contest)

Guidelines and Mechanics


1. The contestants should have not performed with any professional theater company.
2. The total allotted time of the performance shall not be less than two (2) minutes but
shall not exceed three (3) minutes.
3. Students shall enter an original piece written in Filipino.
4. No audio/sound effect will be permitted.
5. Use of appropriate costume is allowed.
6. Strictly no props or backdrop is allowed.
7. No special lighting will be available.
8. No live or recorded accompaniment or sound effect are allowed.
9. The performance shall be pre-recorded, but no editing shall be allowed.
10. Avoid the use of racist, sexist and otherwise offensive material, words, actions and the
like.
11. Criteria for Judging
Character Development - 30%
(over-all emotional tone consistency, solid understanding of the script, and the use
of appropriate costume)

Mastery - 30%

Physicality - 20%
(natural gestures, facial expressions, and movements)

Vocal Work - 20%

Component Area Dance


Event / Contest Ballroom Dance

Guidelines and Mechanics


1. The contest mechanics is open to all students from Grade 7-12.
2. One entry/pair per school only.
3. Participants must wear appropriate and decent attire of their own choices. Daring
costume is not permitted.
4. Participants will perform the following sequence:
a. Cha cha cha (1minute)
b. Rumba (1minute)
c. Jive (1minute)
5. The performance will be recorded with a time range of 3-4 minutes from the beginning
to end.
6. The contest piece shall be a remix music following the prescribed dance.
7. Criteria for Judging
a. MASTERY (Synchronization & Coordination) 30%
b. EXECUTION and STYLE 30%
(Basic Pattern, rhythm and timing, proper execution of footwork, head, arm and
body movement through dance variation. Alignment, framework and proper
presentation of dance position; to include smoothness to follow through from
movement to position and vice versa.
c. COMPLEXITY OF FIGURES (Difficulty of Dance Steps) 20%

1. No instruments are permitted; only sounds made using the human anatomy.
2. Length should be 1 minute 30 seconds to 2 minutes.
3. Participants may use microphone/lapel.
4. No audio or video editing.
5. Participants must wear appropriate attire of their choice.

Component Area Dance


Event / Contest Hiphop Dance

Guidelines and Mechanics


1. Each group shall have 3-5 members who may either composed of all male or female, or a
combination of both.
2. Free choice of Music as long it is not political, vulgar and offensive.
3. Performance should have a minimum of three (3) minutes and a maximum of five (5)
minutes.
4. Routine must consist primarily of hip hop techniques. May include street dance, freestyle,
punk, pop-n-rock, break dancing.
5. Decency of costumes must be observed accordingly. No political, alcohol, tobacco or
drug advertisements, are to be shown on any clothing or part of the performance.
Removing of pieces of clothes during performance is allowed provided it is not offensive
or out of character.
6. Dangerous routines (stunts, tumbling, throwing, body dropping, rolls and the likes) are
NOT ALLOWED to avoid any untoward accidents or injuries and will be deemed
disqualified.
7. Only hand props are allowed. Use of pyrotechnics, sharp objects, combustion machine
are discouraged.
8. Criteria for Judging:

Event / Contest Spoken Word Poetry

Guidelines and Mechanics


1. Pieces should be in Filipino for the Secondary Level.
2. Contest piece should be prerecorded in video format with a running time of 3-5
minutes.
3. A copy of the piece shall be provided to the committee.
4. Contestant who will exceed the time limit will be given one-point deduction to the total
scores for every one-minute extended time.
5. The name of school or municipality should not be included in the delivery of the
contest piece, otherwise, five points will be deducted from the total score of the
contestants.
6. The contestant should be wearing appropriate attire.
7. Criteria for Judging

a. Relevance & Originality (10%)
(Speech is relevant and adheres to the theme. It is original and there is
citation of borrowed lines/quotes)
b. Clarity & Organization (10%)
(Speech is logical, has a clear thesis and presented in a cohesive manner)

Mastery of the piece.
2. DELIVERY (50%)
a. Voice and Pronunciation (20)
(Speaker has good volume of speech, with varied tone, proper pronunciation
and enunciation)
b. Posture (15)
(Speaker appears comfortable, use of appropriate attire, makes use of
appropriate facial expressions and gestures)
c. Pacing and Precision (15)
(Speech has little or no fillers, is given at an interesting pace, and committed to
memory)

1. Composed of 2 members in a group.
2. Video recorded with a Time limit of 3-5 minutes.
3. Participants will be judged on the basis of the ff. A. Content, fluency, spontaneity,
presentation and sense of humor
4. No participant can point out any individual or religion in any way, and any dual
meaning. Obscene words are strictly not allowed.
5. Use appropriate costume.
6. Criteria for judging:
Originality of Content - 20%
Fluency/ Mastery - 20%
Spontaneity - 20%
Sense of Humor - 30%
Stage Presentation - 10%

Guidelines and Mechanics


1. Solo/Individual work per student/participant.
2. Student-participant may be accompanied by his/her coach. However, coach is only
allowed to assist the student/s during the setting up of materials on the shooting
day of the student/participant artwork for the competition.
3. Medium must be derived from Acrylic or Oil on Canvass only. Output/Entry should
be in a 24 x 36 inches framed canvas and it is in vertical / portrait presentation.
4. Digital painting or enhanced pictures using machine are not allowed and
automatically disqualified; Participants are not allowed to bring pictures or images
for reference of their entries. Representation in any style [realism, cubism,
surrealism etc.]
5. Participating individuals are responsible for preparing their own art materials.
6. Art Output/Presentation for the Final Competition must be rooted and grounded on
the general theme. It should not have been submitted, exhibited, published or
judged in any other competition.
7. Teacher trainer/coach must send video of the participant while working on his/her
student/participant’s master artwork as Mode of Verification. Video presentation for
the output process and final artwork must be taken in time-lapse mode (3 hours)
and should be unedited.
8. Camera should be placed obliquely sideward focusing on the artwork and the
artist. Orientation of the video must be landscape.
9. Artwork shall be judged in the designated venue during the Congressional festival
of Talents.
10. Same artwork shall be presented in the Division Arts Festival of Talents.
11. Criteria for Judging:

Component Area Music


Event / Contest Vocal Solo

Guidelines and Mechanics


1. The contest piece must be an Original Pilipino Music (OPM) composed by a Filipino
composer written in English or Filipino dialect.
2. The use of accompaniment such as minus one, tape recorder, keyboard instruments are
allowed.
3. The participant is free to choose a composition suited to his/her voice range.
4. Costume must be appropriate to the singer. Wearing revealing attire is not allowed.
5. The use of microphone condenser such as BM-800, TLM103 and the like are allowed to
achieve the quality of the contestant’s voice given that the voice of the contestants
remain “raw” and “unedited”.
6. The use of AUTOTUNE or any effects that might affect or distort the sound of the voice is
not allowed.
7. Criteria for Judging:
Voice Quality - 50%
(tonality, appropriateness to genre and technique)
Style and Performance - 30%
(rendition qualities, discipline, timing and precision, choreography, delivery &
interpretation, appropriateness of staging of songs selected)

Component Area Media Arts


Event / Contest Sineliksik

Guidelines and Mechanics


1. Sineliksik is a short film competition.
2. Two student-participants per school are allowed. They may be accompanied by one
(1) coach provided that he/she will not assist the participants in the development,
conceptualization, production, and/or editing of the video.
3. Participants must provide their own laptop/s or computers with video editing soft
wares, digital cameras or video cameras with computer cable for uploading, tripod,
extension cords and other paraphernalia related to video shooting and editing. Use of
drones is not allowed.
4. Films must:
- be cut and edited according to the creative direction of the team
- contain text and graphic elements
- use music, live sound, and/or narration; music must be original or royalty-free music
and must be acknowledged accordingly in the end credits
- only use primary footages taken/captured during the actual conduct of NFOT
5. The films may:
-incorporate color correction and visual effects
-use b-roll or establishing footage taken outside the competition period but these must
be taken/ produced during the CongFOT days and from the designated location/s
(e.g. traffic shots, time lapse, sunrise/ sunset scenes.)
6. Four (4) hours will be given for shooting and another Four (4) hours for editing.
The finished film must be:
- 4-5 minutes in duration not including opening/ closing credits
- a maximum of 30 seconds (0.5 minutes) for opening credits
- a maximum of 60 seconds (1 minute) for closing credits
- total film duration must not exceed 6:30 minutes (390 seconds)
7. Submitted entries must not include any indication or reference to the creators, the
- creators’ school, region, or other identifying marks. Only the film’s title may be used
to
- identify the project. Teams are allowed to produce a version with complete titles and
credits for their personal consumption but this copy should not be submitted to the
competition.
8. - Entries should be saved in a flash drive encoded in MP4, WMV, AVI or MOV format
submitted on the event date before the specified cut-off or deadline.
9. - Medium of communication should be in Filipino and/or English. However, subtitles
maybe used ONLY for films in local languages.

10. Videos should be an original work of the student-participants and shall not infringe on
any copyrights or any rights of any third parties.
11. - If the film requires pre-existing, stock, or news footage, these may be used to a
maximum of 20% of the film and must:
- be royalty-free, in the public domain, or under a Creative Commons license for
attribution (BY) and non-commercial use (NC)
- be obtained from a recognized news or information agency (e.g. CNN, GMA News,
etc)
- properly cite artists and works in the closing credits (Artist, Title, website/source)
12. Films are encouraged to use music or sound elements taken or produced during the
National Festival of Talents. Films are also allowed to use non-original music and
sounds provided that:
- the works are available for use royalty-free, in the public domain, or under a Creative
Commons license for attribution (BY) and non-commercial use (NC)
- these are obtained from recognized royalty-free or Creative Commons sources(e.g.
SoundCloud, Jamendo, WikiMedia)
- the artists and works are properly cited in the closing credits (Artist, Title, website/
source)
13. Teams may use to choose any style (e.g. observational, participative, journalistic, or
reflexive) and utilize various tools to deliver content (e.g. narration, on-camera,
interviews, music, dramatization/s, etc.) but it must be noted that the emphasis of the
competition is on visual storytelling rather than narrated or textual stories.
14. Teams will be briefed on the rules and parameters of the competition. Each team will
be given access to the same general film location and a space for post-production.
15. Each judge will prepare theme for the draw lots to be used in the actual competition
during the orientation.
16. The official competition time will begin and end at times designated by the TWG; all
teams will start from a location designated by the TWG. Films must be submitted to
the competition marshals at the assigned date and time.
17. Roles of Coaches
- Coaches are responsible for managing the team, keeping competitors focused and
on-track, maintaining team dynamics, and ensuring completion and adherence to
the rules.
- Coaches may secure and manage production equipment but are not allowed to set
up or configure equipment such as cameras, tripods, or editing systems.
- Coaches may work with the teams to conceptualize, develop, and strategize the
execution of the theme prior to the shooting and editing of the film.
- Coaches should not interfere or influence the creative and technical development
of the Film.
- Coaches are not allowed to edit, do camera or sound work, or similar involvement
in the production process.

18. Criteria for Judging


Story, narrative flow - 40%
(overall cohesive storytelling, unified look and feel, clear narrative focus and
direction of the story line)
Technique - 30%
(controlled camera work, clear quality of sound, attention to composition and
framing)
Insight/Relevance to the Theme - 10%
(ability for the whole film to look into and discuss the theme/ subject matter)
Quality - 10%
(neatness of edit, clarity of sound, readability of text, focus of shots)
Creativity - 10%
(originality or uniqueness of take, slant, or topic; freshness of technique or
treatment)

Guidelines and Mechanics


1. The contest is on PHILIPPINE RURAL (MIMETIC- Elem/ Grace or Skilled Dance-
JHS/SHS).
2. The dance must be from any of the following published Philippine folk dance books:
a. Philippine Folk Dances, Volume 1-6 by Francisca Reyes Tolentino
b. Philippine National Dances by Francisca Reyes Tolentino
c. Visayan Folk Dances, Volume 1-3 by Libertad Fajardo
d. Pangasinan Folk Dances by Jovita Sison Friese
e. Samar Folk Dances by Juan C. Miel
f. Handumanan by Jose Balcena
g. Philippine Folk Dances and Songs by the Bureau of Public Schools 1965
h. SAYAW: Dances of the Philippine Island by the Philippine Folk Dance Society
i. Classic Collection of Philippine Folk Dances by the Philippine Folk Dance Society
3. Medley (combination) of different dances is not allowed.
4. In dances where the literature does not specify or describe the entrance/exit, the trainer
may arrange one, however, both must not exceed sixteen (16) measures.
5. The literature of the dance shall be submitted to the organizer/committee in charge
together with the Application form on the said deadline.
6. Criteria for judging:

Component Area Music


Event / Contest Likhawitan

Guidelines and Mechanics


1. There shall be a maximum of 2 student participants per entry.
2. The 2 students will perform – 1 Solo Singer and 1 Accompanist (Acoustic Guitar) – who
are also the composers.
3. Songwriter/s should not have published works in any paid formats channel/ website/
recording studio.
4. Songs must be written in Filipino and or English.
5. The songwriter/s may choose any type of music genre (ballad, rock etc.) for his/her
composition.
6. The hand written composition with the lyrics and chords must be submitted to the contest
administrators by the participant in PDF file after the allotted time which is at 4:00 p.m. of
the cited day.
7. The contestants are allowed to use acoustic guitar in aide to song writing composition.
8. Each group will be given 8 hours to compose the song based on the theme which will be
given during the orientation at 7:45-8:00 a.m. on the scheduled day.
9. Participants must be placed in a conducive room in your respective school. Only the
participants are allowed in the room.
10. If the composition is done before the 8-hour time, participants may use the remaining
time for rehearsal.
11. The next day is the recording day. Recording should be made in the same room when
they composed their song.
12. Any type of microphone is allowed. Any recording device is allowed. Soundcards, mixers
and the like are also allowed. Autotuning, voice enhancement and other effects are not
allowed, except for basic enhancement in mixers like echo, treble and bass. Submit only
the raw file from the device.
13. Rehearsal, recording and submission of video entry is given a total of 8 hours. Take note
recording of the video must only be made in the assigned day.
14. Song performance must not be less than 3 minutes and must not exceed 5 minutes. A
one-point deduction from the general average score of each judge shall be made for
every 30-sec extension.
15. Coaches participation is only during the submission of the video entry (whose file name
must follow the format: Entry1_LIKHAWITAN2022). Coaches may also assist in the
technical preparation of the recording portion. The entry number shall be determined after
all division qualifiers have registered using a digital draw lots.

16. Performers shall wear any appropriate and comfortable attire. Just make sure that any
school identification, like printed name of school, is absent.

17. No Props shall be allowed during the performance. A violation of this provision shall incur
a 5-point deduction from the general average of each judge.
18. Participants must enter the virtual meeting on time thus late contestants will no longer be
entertained. In case of technical problem in the internet, the contest administrators must
be notified immediately and the coach must immediately resume the google meeting
using CP with data.
19. Judging of the entries will be done the next day. Coaches and Participants can watch the
judging through google meet.
