Subject: AS1170.4 - Designing & Building to Accommodate
Earthquake Loads (for Non-Structural Parts & Components)
Compliance with relevant standards
The Queensland Building & Construction Commission (QBCC) have recently undertaken a number
of site audits in South East Queensland (SEQ) to ensure that ‘non-structural parts & components’
have been designed and installed to meet the seismic requirements outlined in AS1170.4.
Generally speaking, all Bedford Built projects need to be designed and constructed in accordance
with AS1170.4. The only projects that are exempt from AS1170.4 are:
+ Domestic structures of class 1a or 1b that are 8.5m or less in height
+ Importance Level 1 structures (e.g. farm buildings and sheds, isolated minor storage
facilities, minor temporary facilities).
Non-structural components need to be considered
A common misconception in the building industry is that only the primary structural frame of a
building needs to be considered for earthquake actions, this is not the case. Non-structural
components of a building and their fastenings need to be designed for earthquake forces as
required by AS1170.4.
Clause 8.1.4 provides a comprehensive list of architectural (non-structural) components that require
consideration for earthquake loads being:
(i) Walls that are not part of the building structure.
(ii) Appendages, including parapets, gables, verandas, awnings, canopies, chimneys,
roofing components (tiles, metal panels) containers and miscellaneous
components
(iii) Connections (fasteners) for wall attachments, curtain walls, exterior non-
loadbearing walls
(iv) Partitions
(v) Floors (including access floor systems, where the weight of the floor system shall
be determined in accordance with clause 6.2.2
(vi) Ceilings
(vii) Architectural equipment including storage racks and library shelves with a height
over 2.0m

The Australian Standard also stipulates that a number of mechanical, electrical and hydraulic
‘components commonly found in our building also require consideration of their capacity to
accommodate earthquake loads for example:
(i)
‘Smoke control systems.
Emergency electrical systems (including battery racks).
(iii) Fire and smoke detection systems.
(iv) Fire suppression systems (including sprinklers).
(v)
Boilers, furnaces, incinerators, water heaters, and other equipment using
(vi) Combustible energy sources or high-temperature energy sources, chimneys, flues,
‘smokestacks, vents and pressure vessels
(vii) Communication systems (such as cable systems motor control devices, switchgear,
transformers, and unit substations).
(viii) Reciprocating or rotating equipment.
(ix) Anchorage of lft machinery and controllers.

Lift and hoist components.
(xi) Escalators.
(xi) Machinery or Mechanical Plant.
(xii) Lighting fixtures.
(xiv) Electrical panel boards and dimmers.
(xv) Conveyor systems (non-personnel)
(xvi) Ducts, cabling and piping distribution systems.
(xvii) For a comprehensive listing of all components referenced by AS1170.4 which
require consideration for earthquake loads please refer to the Australian Standard.
The only exception to the above, are the supports for individual ducts, cabling or piping in the
following situations:
(A) _Instructures classified as being in EDC | (Earthquake Design Category — is often
detailed on the notes page of the structural drawings. If not, please request from the
Project Engineer)
(8) For all ducts and piping suspended by individual hangers 300 mm or less in length,
(C) For gas piping less than 25 mm inside diameter.
(D) For piping in boiler and mechanical rooms less than 32 mm inside diameter.
(E) For alll other piping less than 64 mm inside diameter.
(F) For all electrical conduit less than 64 mm inside diameter.
(G) For all rectangular air-handling ducts less than 0.4 m2 in cross-sectional area.
(H) For all round air-handling ducts less than 700 mm in diameter.
Responsibilities for Subcontractors
Ultimately Bedford Built and our subcontractors will be responsible for ensuring that all buildings
comply with the requirements of AS1170.4. To ensure this is the case, we will require the
following information to be provided on all Bedford Built projects prior to Practical Completion
being achieved by the respective subcontractor.
