2. Maam PA: the committee is convinced that the respondents of this case did not actually
benefited financially to the wrongdoings of Mr. Luna
3. : we are reminded that we have to be always diligent in our jobs.
4. : lawyers of the respondents stressed on the non profits received by the respondent
5. : the governor is extending a very compassionate hand. Let the full hand of the law reach out
the perpetrators
6. : however, since it already reached 9 months before discovery, there must have been negligence
on their part.
7. : the little details that we often neglect because of the simplicity of the task might lead you to
some serious repercussions.
8. :it suggested that a recommendation to the governor must be made so as not to burden any
further for the resolution of the case.

19. Considerations (according to atty. villarico):
a. first time offender
b. work load of miss May
c. limited role of mr. actub (although according to maam PA, mr actub being a division
head, he must have knowledge of the inconsistencies)
d. present everyday in work, tantamount to the absence of neglect of work.
e. the target was almost attained so they were confident that the system was observed
f. the prosecution did not prove satisfactorily that the respondents are grossly negligent
