SOLUTION STEPS:

1) Create users - consultant, customer, project owner and developer

2) Create groups - consultant, customer, Developer

3) Create project roles based on the users and groups - Consultant, Developer,
Customer, Project Owner

4) Create a new permission scheme for the project, and assign the individual
project permissions to the respective project roles that were just created

5) Create the new project

6) Update the project to use the new permission scheme

7) Assign the respective users and groups to each of the project roles for that
project

8) Log in as each user and make sure everythings conigured correctly.
