Part 1. Opening
A. Good morning! We are here purposely to conduct an interview relevant to our
ongoing thesis study entitled “FACTORS AFFECTING THE DISMISSAL,
NON-FILING AND FILING OF CRIMINAL CHARGES IN
ZAMBOANGA SIBUGAY”, your narrative responses and positive answers
about the questions ask by the interviewer will be of great help in realizing the
objectives of our study, in the same manner your answer will be on great part for
an enlightenment to every individual to know the factors affecting the dismissal,
non-filing and filing of criminal charges.
B. Just feel comfortable and answer the question honestly according to your personal
experiences encountering some factors affecting the dismissal, non-filing and
filing of criminal charges and all your answers will be considered confidential and
your identity as participant will not be publicly disclosed.

Factors Affecting the Filing of Criminal Cases

1. Will you please elaborate to us, what are the prevalent factors that affects
the filing of criminal cases?
- Why do you think these are the causes that affect the filing of criminal
cases?
2. Delayed resolution of cases emanates from inefficiency, incompetence,
sloth or laziness, corruption or conflict of interests of these officials
considered as human failings? Could you please explain to us why?
3. Are there some factors arising from the adversary nature of the judicial
process and the constitutional requirements of due process of law also
cause judicial delays? How and why?
4. How could be media can be used to complicate a simple case under trial?
