SCHEDULED CASTE and SCHEDULED TRIBES BACKLOG RECRUITMENT – 2021


GUNTUR DISTRICT

PARA – 1:

1.1 Applications are invited through online for recruitment to the Scheduled Caste / Scheduled
Tribes Backlog posts for a total of 43 vacancies from the candidates of Guntur District, within
the age group of 18 - 52 years as on 01.07.2021.
1.2 The candidate shall apply online through https://www.gunturap.in/scst from 05/12/2021 to
20/12/2021.
1.3 The applicant who desires to apply for the above post shall visit the above Website. Once
applicant registers his/her particulars, a Registration Number is generated. It shall be copied
and save for future correspondance.
1.4 The selection to the post shall be made on the basis of the Marks obtained in the Basic
qualifying academic examinations as mentioned at Para Number 1.7 of the notification.
1.5 The applicant is required to visit the above mentioned website regularly to keep himself /
herself updated until completion of the recruitment process. The District website information is
final for all correspondence. No individual correspondence by any means will be entertained
under any circumstances.
1.6 All desirous and eligible candidates shall apply online after satisfying themselves as per the
terms and conditions of this recruitment notification. Any application sent through any mode
other than the prescribed online mode will not be entertained under any circumstances.
Submission of application form by the candidate is considered that he / she has read the
notification and shall abide by the terms and conditions laid down thereunder.

PARA-2: ELIGIBILITY:
2.1 He / She shall be a candidate belongs to Scheduled Caste / Scheduled Tribe community.

2.2 He/ She shall be a local candidate of Guntur District.


2.3 He /She possess the academic and other qualifications prescribed for the post.
2.4 His / Her character and antecedents are such as to qualify him/her for such service.

PARA-3: EDUCATIONAL QUALIFICATIONS:


The candidate should possess the prescribed academic qualification (as specified at
Para Number 1.7) as per the date of this notification. In respect of other than
prescribed Educational Qualifications, claiming equivalence, the decision of the
District Selection Committee shall be final.
Note: If the applicant possesses an equivalence of qualification other than prescribed
qualification in the SC/ ST Backlog notification, applicant should produce a copy of the
Government Orders to the District Selection Committee in advance within 7 days of last
date for submitting applications, failing which their application will be rejected.

PARA- 4 RESERVATIONS:
4.1. There will be reservations in SC/ST Backlog Recruitment in respect of Scheduled Tribes,
Scheduled Castes only.
4.2. Caste & Community: Community Certificate issued by the competent authority in terms of
G.O. Ms No. 58, SW (J) Dept., dt.12/5/1997 should be submitted at appropriate time, as per
A.P. State and Subordinate Service Rules, Rule - 2(28).
4.3. There shall be Reservation to Women horizontally to an extent of 33 1/3% in terms of Rule
22-A of APSSS Rules as per G.O. Ms. No. 63, GA (Ser-D) Dept., dt.17.04.2018.
PARA-5 LOCAL STATUS
5.1 Reservation for Non-local candidates is not applicable as all the posts are reserved
for the Local Candidates of the Guntur district only.
5.2 Single certificate, whether of study or residence as stipulated in G.O.Ms.No.674, General
Administration (SPF-A) Dept., dated:20.10.1975 would suffice for enabling the candidate to
apply as a "LOCAL CANDIDATE" and also follow the guidelines laid in G.O.Ms.No.168, G.A.
(SPF.A) Dept., dt.10-3-1977.

5.3 Candidates who migrated from Telangana to Andhra Pradesh between 2 June, 2014 and

1 June, 2021 as per G.O.Ms.No. 130, General Administration (SPF&MC) Department,
Dated 29.10.2019 and as per terms laid down in Circular Memo No.4136/SPF & MC/2015-5,
Dated 20.11.2017 of Government of Andhra Pradesh shall obtain the Local Status

Certificate from competent authority and produce at the time of verification.
5.4 The candidates shall produce study certificates from Class 4th to 10th and up to their academic
qualification prescribed for the post they have applied for, and also produce any certificates
as specified in the GOs for this purpose to claim their local status.

PARA- 6 AGE:
Minimum 18 years & Maximum 52 years as on 01/07/2021
N.B.: No person shall be eligible if less than 18 years and is more than 52 Years
PARA - 7 HOW TO APPLY:
7.1 The applicant who desires to apply for the post shall visit the website
https://www.gunturap.in/scst
7.2 Go through the instructions furnished in website under “ONLINE REGISTRATION
PROCESS” before filling up of the online application.
7.3 By clicking “APPLY ONLINE” you will found “INSTRUCTIONS TO FILL ONLINE
APPLICATION” and read carefully the instructions.
7.4 After reading the instruction, you’ll find “Proceed to Application”. By clicking it you’ll be
forwarded to “APPLICANT DETAILS ENTRY”. Select Post applying for and then select
the Caste Category and then click on “PROCEED”. Now you’ll be shown the online
application to enter your complete details. Fill up the details carefully and read the
declaration and then click on “SUBMIT”.
7.5 Once Submitted the online application, you’ll be shown the “APPLICATION RECEIPT”.
Print the application receipt and preserve it for future correspondence.
7.6 Applicant can check the details submitted online by clicking on “VIEW YOUR
APPLICATION”.
7.7 If any changes in the submitted application, candidate can go to the “EDIT
APPLICATION DETAILS” option provided in Home page. After satisfying the details
entered, the applicant can take a print of the online application by clicking “PRINT
APPLICATION” and preserve it for future correspondence.
NOTE:
A. Online Application Registrations and Edit Application Details are permitted from
05-12-2021 10:00 AM to 20-12-2021 05:00 PM only. Any changes made by the
applicant at a later date shall not be considered for the notification on hand
B. The District Selection Committee is not responsible for any omissions made by the
applicant in bio - data particulars while submitting the application form online. The
applicants are therefore, advised to strictly follow the instructions before submitting the
application.
C. Incomplete/incorrect application form will be summarily rejected. The information if
any furnished by the candidate subsequently will not be entertained by the District
Selection Committee under any circumstances. If any lapse is detected during the
scrutiny, the candidature will be rejected even though he/she comes to the final stage of
recruitment process or even at a later stage and also liable for punishment.

PARA - 8: PROCEDURE OF RECRUITMENT


8.1 The Process of Recruitment shall be made by the District Selection Committee.
8.2 There shall be No Written examinations and Interviews (Oral Tests) as per G.O.
Ms.No.98 General Administration (Services-A) Department dated: 06.09.2021.
8.3 The Selection of the candidate will be made only on basis of the marks obtained in the basic
qualifying academic examinations as specified in Para Number 1.7.
8.4 The Marks obtained in the Group subjects of the Basic academic qualification shall be
considered for the calculation of merit to the posts of Junior Assistant and in addition to that
technical qualifications as specified at Para No.1.7 of the notification shall be considered for
Typist/Junior Steno posts. The marks obtained by the candidate in Language subjects shall
not be considered for calculation of the Merit.

8.5 If two or more candidates get equal total number of marks in the Provisional Merit List, those
candidates shall be bracketed. Candidates within the same bracket shall then be ranked 1,
2, 3 etc., according to age i.e., oldest being considered for admission. In case there is tie in

age, the person who possesses educational qualification at earlier date would be
considered.
8.6 Proficiency Test in Office Automation with usage of Computer and associated Software shall
be conducted for the Shortlisted Candidates for the post of Junior Assistant/Typist/Junior
Steno vide G.O.Ms.No.133, General Administration (Services-D) Department dated:
12.05.2014. The above Proficiency Test is a qualifying test. The Marks obtained in the
Proficiency Test shall not be included in calculating the Merit
8.7 The appointment of selected candidates will be subject to their being found medically fit in
the appropriate medical examination and if he/she is of sound health, active habits and free
from any bodily defect or infirmity.

PARA -10 RESOLUTION OF DISPUTES RELATED TO MERIT AND OTHER


MATTERS:
10.1. The District Selection Committiee (DSC) would publish the information on District website at
each stage of the recruitment i.e., Publication of Provisional Merit List, Disposal of
Objections, Final Merit List etc.,
10.2. If any objections received between 01-02-2022 to 03-02-2022 (5:00 PM) on provisional list,
only those will be considered by the District Selection Committee and a final decision will be
taken and it will be posted on the website. Objections received after the above time limit will
not be accepted.

PARA -11 NOTE ON IMPORTANT LEGAL PROVISIONS GOVERNING THE


RECRUITMENT PROCESS:

11.1. Vacancies: The recruitment will be made to the vacancies notified only. There shall be no
waiting list. The number of vacancies mentioned above may vary.
11.2. The Recruitment will be processed as per this notification and also as per the Rules and
Instructions issued by the Government and also as decided by the DSC from time to time.
11.3. The whole recruitment and selection process is carried out with utmost regard to
transparency, so as to ensure that the principle of merit is scrupulously followed.
11.4. The persons already in Government Service/ Autonomous Bodies/ Government Aided
Institutions etc., whether in permanent or temporary capacity or as work charged employees
are however required to inform, in writing, to their Head of Office/ Department that they have
applied for this recruitment.

11.5. A candidate shall be disqualified for appointment, if he/she, himself/herself or through


relations or friends or any others has canvassed or endeavored to enlist for his candidature,
extraneous support, whether from official or non-official sources for appointment to this

service.
11.6. The Degrees obtained through Open Universities / Distance Education mode must have
recognition by the Distance Education Council, Government of India. Unless such Degrees
have been recognized by the Distance Education Council. they will not be accepted for
purpose of Educational Qualification. The onus, in case of doubt of Proof of recognition by
the Distance Education Council. that their Degrees / Universities have been recognized,
rests with the candidate. Candidates may also refer G.O.R.T.No.143, Higher Education (EC)
Dept., Dated:11.07.2018 and the Supreme Court judgment dated:03.11.2017 in this
connection.

PARA-13: DISTRICT SELECTION COMMITTEE’S DECISION TO BE FINAL:

The decision of the District Selection Committee in all aspects and all respects pertaining
to the application and its acceptance or rejection as the case may be, and at all consequent
stages culminating in the selection or otherwise of any candidate shall be final in all respects
and binding on all concerned. District Selection Committee also reserves its right to alter and
modify the terms and conditions laid down in the notification and the Time lines mentioned at
Para Number 9 on any administrative reasons or withdraw the notification at any time duly
intimating details thereof, as warranted by any unforeseen circumstances arising during the
course of this process, or as deemed necessary by the District Selection Committee at any
stage.

INSTRUCTIONS TOCANDIDATES:
1. The applicants are required to go through the Application carefully and
satisfy themselves as to their eligibility for this recruitment before
applying and enter the particulars completelyonline.
2. Applicant must compulsorily fill-up all relevant columns of application and
submit application through website only. The particulars made available
in the website will be processed through computer and the eligibility
decided in terms of notification and confirmed accordingly.
3. The applications received online in the prescribed proforma available in
the website and within the time shall only be considered and the DSC will
not be held responsible for any kind of delay/discrepancy on part of the
candidate.
4. Applicants must compulsorily upload his/her own scanned photo
and signature through .jpg format only.
5. The applicants should not furnish any particulars that are false,
tampered, fabricated or suppress any material information while making
an application through website.
6. Important: Hand written/typed/Photostat copies/printed application form
will not be entertained.
7. The applicant shall produce all the essential certificates issued by the
competent authority, for verification by the DSC, as and when called for.
If candidates fail to produce the same, his/her candidature shall be
rejected / disqualified without any further correspondence.
