Incorporated in June 6, 1988 (RC 113617), Prudential Guards Limited (PGL) is a privately owned
wholly Nigerian company. Incorporation and related CAC documents are provided in the technical
response.
PGL is a licensed, category A, principal security services provider for major international oil
companies, NGOs, financial institutions, and diplomatic missions, industrial and commercial
organizations in Nigeria since 1988. Since its inception, the company has successfully provided a
broad range of security services to some of largest and most security sensitive organizations in
Nigeria. PGL is a national brand.
PGL subscribes to and operates under the United Nations Guiding Principles on Business and
Human Rights (UNGP).
Having more than 30 years’ experience and a nationwide strategically located network of branches,
including Lagos Head Office, Abuja Northern Regional Office, Port Harcourt South-South Regional

Business Ethics
The PGL’s business ethics is based upon legal and moral principles. As a signatory to International
Code of Conduct (ICOC) for Private Security Service Providers, and an active member of the ICOC
Association, Prudential adheres to codes of the association. PGL will comply with applicable law,
which may include International Humanitarian Law (IHL), and International Human Rights Law
(HRL) as imposed by applicable national law.
PGL adopts the full disclosure approach in contract pricing. All elements of pricing are disclosed in
the price schedule for transparency and accountability.
How We Work
Based on initial discussions and security survey, or specific request for proposals, we assess needs
and submit technical and financial proposals, including project implementation plans, and in
accordance with requirements set out in tender or RFP documents. Upon acceptance of proposals
and finalization of terms, service level agreements are executed which form the basis for service
delivery and performance evaluation.
We provide operational, administrative and quality control necessary to the deliver agreed services.
Project teams are established under team leaders in accordance with the nature, scope and
complexity of each project.
Staff Selection
We prescreen applicants based on criteria applicable to each engagement including physical and
psychological attributes, communication ability and relevant job-related prior experience. Right of
first refusal offer of employment may be extended to incumbent personnel subject to client
approval. Consideration may also be given to meet local community employment quota where
required. Police administered background check is also carried out on prospective employees.
Contract of Employment
All field PGL employees are issued letters of employment setting out, with detailed terms and
conditions of employment reflecting terms agreed with the client to which each employee is
deployed. Standard conditions of employment include HMO administered health insurance, life
insurance, contributory pension scheme, end of year bonus, annual vacation, severance payment.
Our services are provided in accordance with our understanding of client requirements and
instructions. We therefore recommend that client operating and other specialized instructions as
they pertain to each area of required services, including incident reporting and management
procedures and other operations and administrative requirements of the client be in written form
to guide in training, deployment, and operational supervision and control of deployed personnel.

We also recommend that key performance indicators (KPIs), including operations reporting
requirements be agreed for each area of services to monitor performance and guide remedial
actions when necessary.
Training
In keeping with our safety slogan, we work safe in doing our work as it should be done. We also
recognize that we have a responsibility to maintain a safe working environment not only at our
corporate and regional offices but also at various work sites. Based on the differences and
variability in client environment, we take special care in sensitizing our employees of their
responsibility for maintaining a safe working environment in accordance with each client's safety,
health and environment policies and procedures. The company is committed to maintaining an
incident-free work place at all its own facilities, as well as at client offices, work sites and premises.
Employ its best efforts to eliminate incidents at its offices and work sites.
Integrate client safety, health and environment policies in the instructions issued to our
staff at each job site.
Partner with each client in enforcing safety, health and environment policies.
Provide emergency procedures, information, training and supervision.
Consult with employees and clients on matters of safety, health and environment.
Take reasonable care of their own health and safety and those of persons who may be
affected by their acts and omissions.
Inform their immediate Supervisor of any work situation that might present a threat to
health and safety.
Notify their immediate Supervisor of all accidents, injuries or incidents that could have
resulted in accidents or injuries and complete an Incident Report form.

MANAGEMENT EXPERIENCE
PGL has over 30 years of operational experience. Its management and operations team include
operatives and managers with background in military, law enforcement, government agencies and
commercial security services. PGL has grown through serving the most security conscious and
prominent diplomatic missions, international organizations and diverse companies in various
sectors of the Nigerian economy.
KEY PERSONNEL
Prior to setting up PGL, Mr. Utah was a Partner at Ernst & Whinney (now Ernst & Young) and was
responsible for the firm’s management consultancy practice in Nigeria. Mr. Utah saw a gap in private
security sector and a need for an indigenous company to provide world class outsourcing services to
multinational companies and diplomatic missions in Nigeria. This resulted in the incorporation of
PGL in 1988.
Tokunbo obtained a Master’s degree in Occupational Health and Safety in 1982 from the University
of Aston in Birmingham and joined PGL in 1992 after ten-years with the Federal Ministry of Health
as an Occupational Hygienist. With membership of the British Health and Safety Society, American
Society for Industrial Security (ASIS), Fellow of the Society of Security Practitioners of Nigeria (SSPN),
Tokunbo provides leadership in managing the vast resources of the company across Nigeria.
Aderemi is a 1989 graduate of the University of Lagos. A Fellow of the Institute of Chartered
Accountants of Nigeria; Associate Member, Institute of Taxation, and Associate Member, Certified
Pension Institute, Aderemi joined the company in 2006.
Ikeagwuchi was called to the Nigeria Bar in 2006 and started his professional career with private law
firms in the North and Western parts of Nigeria. His areas of expertise include: corporate commercial
law, international Law and Investment Law. He holds a law degree from the Obafemi Awolowo
University, Ile-Ife and a LLM in International Trade and Investment Law in Africa from the University
of Pretoria, South Africa.
Martha holds an MBA from the Federal University of Technology, Owerri and has been with our
company since 1990. She currently Principal Manager, Outstations and Quality Management Systems

Chukwuemeka Onyemaechi Azuonye, Principal Manager General Operations
& Administration
Chukwuemeka Holds a BSc in Sociology from the University of Jos. He joined PGL in 1995 and
presently oversees the operations of the company as Principal Manager, General Operations and
Administration.
ORGANIZATION STRUCTURE
Prudential Guards Limited is organized to respond promptly and effectively to the needs of its
numerous clients. At the apex of the organization structure is the Company's Managing Director and
Chief Executive Officer. Reporting to the Managing Director is the Chief Operating Officer.
The core of the organization is made up of Operations Managers, Operations Officers and Supervisors
organized in industrial groups: oil and gas, diplomatic, banking and financial services, and
miscellaneous. The Operations Managers promptly respond to all contractual needs of clients as they
pertain to their respective locations. They also ensure that operatives are well trained and motivated
to perform their duties to the highest standard.
Scheduling of Personnel
Care is taken to ensure that trained and competent personnel are deployed on each assignment. We
schedule personnel for duty, off-duty, annual vacation, and other excused absences, in accordance
with the agreed manning levels, hours of work, and instructions issued by client while also respecting
labor laws of the country and best practice.

Unless otherwise specified by the client, or in response to distress or emergency calls, Patrol
Supervisors visit the locations
Communication Systems
PGL communication network consists of CUG phones, local VHF radio systems configured on
Motorola equipment, repeater stations, mobile and handheld units.

Quality Control Assurance
We operate a Quality Control and Assurance system which aims at continuous monitoring and
reinforcement of performance and taking appropriate, proactive measures to ensure that the
performance of the security officers, and the security system as a whole remain within acceptable
professional standards. The quality control system, we have ensures that each location covered
adheres to all the requirements of our Clients through the following:
Comprehensive Documentation
Site Supervisors and Security Guards are all required to keep detailed activity records, and
submit daily reports, all tailored to the requirements at each site.
The reports are also submitted to the Clients’ Security Manager and to the Senior Operations
Manager, at our Head Office.
Operations Managers independently visit divisional offices and client site unannounced at no
additional cost to the Clients. These are independent inspection visits, which cover any area of
the services. The visit is followed by discussion with the Client Security Manager, other senior
executives of our Client review the observations made and other pertinent issues relating to the
contract.
Centralized Quality Control Managers
Our Head Office quality inspectors are scheduled to visit the locations periodically to review
every aspect of the guard force performance. Inspection reports with observations and
recommendations are sent to the Senior Operations Manager, and responsible Site Supervisors
for follow up.
Prompt Response
All matters discovered in the course of the inspection or any issues of concern to the clients are
attended to promptly. Indeed, our company has built its excellent reputation on its ability to
respond very promptly to client requests.
Operations Control
The Senior Operations Manager of the concerned department exercises management control over
each contract. He is answerable to the Client Security Manager, and to the Chief Operating Officer of
Prudential Guards Limited. The Site Supervisors provide the following reports to him:

Quarterly
Discipline
Our aim is to provide services by deploying well-trained and disciplined personnel. Accordingly, all
those to be deployed are instructed in the company’s code of conduct, and the rules and regulations
that form the basis of the disciplinary control. Any infractions observed by us or reported to us by
the client are investigated and appropriate disciplinary actions taken. Infractions such as sleeping on
duty, persistent lateness for duty, unexcused absences will attract a warning letter. Four warning
letters result in termination of appointment. More serious offenses could result in suspension from
duty without pay and/or termination of appointment without notice.
Security Officers found to be incompetent or fraudulent are dismissed from our organization. They
are not reassigned to another client location. In all cases, disciplinary actions are not arbitrary, but
are subject to due process which includes adequate investigation and right of appeal. However,
security personnel who are being investigated for serious offenses are removed from their posts until
their cases are determined.

INCIDENT DESCRIPTION
At about 11:30hrs on September 26. 2020 one of our offshore personnel off Lagos coast (ERHA) was involved
in a safety related incident while on board a platform.
According to the report received, while climbing the stair case the victim missed the step and fell down hitting
his shoulder on the floor.
ROOT CAUSES
The victim was flew down to Bristow Terminal, at Ikeja, for proper case Management and medical
attention
Deployment of a reliever to cover up for duties.
Stand down was conducted for all the personnel on board

The organisational chart of PGL related to services to Client and incorporating HSE
inter-phases is presented in Figure 4.1 below and outlined in the following subsections.

Overall responsibility for HSE in PGL rests with the Board of Directors of the company.
The Board of Directors delegates this responsibility to individual Operations Managers
for the purposes of the day to day running of the site or group of sites to which they are
assigned with the direct assistance of individual line managers and supervisors.
HSE Manager has overall group responsibility for reviewing and making
recommendations on all matters relating to HSE.
The Supervisor, the most senior officer at the site will serve as HSE focal point while on
duty and will have overall responsibility for the day-to-day HSE implementation at the
site.
The HSE Manager/Site HSE focal point will ensure through the management
organization that:
All assigned security personnel receive adequate health and safety training. In
addition employees will receive adequate instruction and supervision to enable them
to undertake their work in a safe manner.
All machinery and equipment, including patrol vehicles, radios and other
communication equipment, guard electronic monitoring devices, metal detectors and
other specialized security equipment issued by the client are suitable for their
intended purpose and that they are maintained in a safe condition at all times.
All persons working on site, whether or not employees of the company, are
adequately notified of all known hazards and protective measures.
That the company risk assessments, along with all other safety documentation, are
brought to the attention of all relevant parties.
All employees are required to comply with their legal requirements under current
National statutory provisions. All staff must co-operate with the management of the
company to allow it to comply with the legal requirements for health and safety.
Individual members of staff, who have any concern regarding their own safety, or that
of a third party, are responsible for reporting the matter to their manager without
delay.
All members of staff will receive a copy of this safety policy and will be required to
sign to state that they have read and understood it. New members of staff will be
required to read and sign a copy of this safety policy before they start work and their
manager will familiarize, explain and assist them to begin work in a safe manner.
Company personnel carrying out services shall undergo medical examination
covering requirements of services to be performed only medically fit personnel shal
be engaged to perform the services
The HSE responsibilities of the Site Supervisor (relating to those described in section
4.1) are:
Implementing and monitoring all elements of the established HSE Plan.
Providing a safe place of work.
Ensuring the safety of all workers associated with the Contract/Site.
Ensuring that work activities at the Contract/Site do not affect the health, safety and
environment of others, e.g. the public, third parties and, communities.
Conducting HSE inspections.
Advising employees on HSE matters.
Providing and monitoring the safe use of appropriate tools and equipment.
Ensuring worker competence for allocated tasks.
Attending and participating in HSE meetings.
Developing job safety analysis (JSA) for risk critical tasks.
Participating in accident investigations.
Delegating his HSE authority to a competent deputy during any absence.
Promoting a positive HSE culture among the Contract workforce.
The PGL HSE Manager shall provide overall HSE direction for the services provided to
Client. The specific HSE responsibilities (see those described in section 4.1) are:
Provide Contract Management with current HSE procedures, practices, information,
knowledge, regulations and other relevant communications.
Advise Management of unsafe acts and conditions requiring their attention.
Conduct and record the results of inspections. Analyzing inspection data and
highlighting problem and/or potential problems, making suitable recommendations
for solutions.
Coordinates the implementation of the Contract/Site’s HSE Plan.
Support with the Contract/Site Management in the development of required revisions
to existing procedures, rules and regulations, submitting proposed changes where
necessary.
Participate in the review of all HSE incidents and assists in investigating accidents.
Support with the Contract/Site Management in the development and preparation of
the agenda for the weekly HSE meeting.
Support the Site Manager and Operations Manager in making a pre-job HSE survey
prior to the commencement of the job.
Ensuring the correct selection and use of all personal protective equipment (PPE)
used in work activities, evaluating effectiveness and suggesting improvements where
necessary.
Conducting independent inspections to observe compliance with the established HSE
Plan and evaluating the effectiveness of each individual element.
Monitoring the HSE performance of subcontractors to ensure their compliance with
the Contract/Site HSE Plan.
Ensuring that the Contract/Site workforce is trained and competent in the Job Safety
Analysis (JSA) system and that JSAs are in force for all relevant work activities.
Delivering HSE induction/orientation courses to all employees.
Delivering HSE awareness course and toolbox talks.
All Security Officers must read and be familiar with this plan and ensure that its
principles and objectives are observed whilst at work.
It is their duty to:
Look after the Health, Safety and Welfare of themselves and others whilst carrying
out their duties.
Fully co-operate with Employer and Client regarding all matters of Health and
Safety ensuring they cause no risk to health, to themselves or others due to their
acts and omissions.
Ensure that any hazard found in the course of their duties which could affect the
safety of fellow officers/employees, clients’ members of staff or visitors is reported
to the site Security Manager / Supervisor who will then liaise with the Client/Client
Representative as soon as is practicable.
Monitor all contractors and maintenance personnel to ensure that they are carrying
out their work in accordance with agreed procedures and that they do not create
hazards for any person working in the Client premises.
Ensure prompt reporting of any spillage within the building or outside areas to the
Client, then mark clearly as a hazard and arrange to be cleared up as soon as
possible.
Ensure that all escape routes and fire exits are kept clear of any obstructions at all
times and that all emergency lighting and fire doors function correctly with all
defects being reported to the site Security Manager / Supervisor who will then liaise
with the Client/Client Representative as soon as possible.
Ensure that checks on all Fire systems and equipment are carried out at regular
intervals in compliance with procedures and maintain a record of all checks carried
out.
Report any unsafe working practices not complying with the client Health and
Safety requirement and site rules i.e. unsafe machinery and unsafe equipment that
are used by security in the course of their duties to the site Security Manager or
Supervisor immediately.
Ensure that any Personal Protective Equipment issued for use in the course of the
Security Officer’s duties is worn at all times, stored correctly and if damaged is
replaced immediately.
Whilst on duty refrain from horseplay and practical jokes which might endanger
themselves or others.
Inform Company management of any change of their health whether temporary or
permanent, which may affect their ability or suitability to carry out allocated tasks
safely.
Ensure that they comply with company Risk Assessments, Health and Safety
Briefings, Method Statements, Site Rules and all associated Health and Safety
documentation.
All employees:
Must act in a responsible and safe manner.
Must wear appropriate personal protective equipment and use appropriate safety devices.
Shall conform to all health and safety instructions given by their line managers / supervisors,
or client’s safety representative.
Will report to their superior all hazards, accidents, damage and near miss incidents, whether
persons are injured or not.

1. Organizational Structure
Prudential Guards Limited is organized to respond promptly and effectively to the needs of its
numerous clients.
At the apex of the organization is the Managing Director and Chief Executive Officer. Reporting to
the Managing Director is the Chief Operations Officer, Followed by the General Manager,
Assistant General Manager and the Principal Managers.
The core of the organization is made up of Operations Managers, Operations/Quality Control
Officers and Supervisors organized in service groups.
The Operations Managers in charge of our client’s locations in the Airport will promptly respond to
all AVSEC needs/requirements as they pertain to their respective locations. They also ensure
that the operatives are well trained and motivated to perform their duties at the highest standard.
Administrative support will be supplied by an efficient headquarters staff that provides logistics,
communication, computerized information systems for accounting and financial controls on a local
area network (LAN).
Andrew is a 1979 graduate of the Wharton School, University of Pennsylvania and founder of the
group in 1987. A former partner in Ernst & Whinney (now Ernst & Young) who was responsible for
the firm’s management consultancy practice in Nigeria, Andrew saw the need early in the 1980s to
provide world-class outsourcing services to international companies operating in Nigeria. He is a
fellow of the Society of Security Practitioners of Nigeria.
Tokunbo obtained a master’s degree in Occupational Health and Safety in 1982 from the University
of Aston in Birmingham and joined Prudential Guards Limited in 1992 after ten-year tenure with the
Federal Ministry of Health as an Occupational Hygienist. With membership of the British Health and
Safety Society, American Society for Industrial Security (ASIS) Society of Security Practitioners of
Nigeria and provides leadership in managing the vast resources of the company across Nigeria.
Crescent has MSc. In Public Administration, He joined the company in 1998 and has worked in
different departments of the Organization such as Operations, Quality Control, Clients Services and
currently the Principal Manager Quality Control & Business Initiatives.
Martha holds an MBA from the University of Technology Owerri and has been with our company
since 1990. She is currently the Principal Manager QMS and Outstations

General orders as set forth in this manual, specify the general operating standards of
performance for all security officers employed by Prudential Guards Limited. These
orders have been developed after giving consideration to the company’s operating
environment and the general requirements and expectation of the client we serve.
These orders therefore are to guide you in the way you are to perform your duties in
order to fulfill the objectives of the relationship between the company and the client to
which you are assigned and to do so at the very high standard which the client expects
and to which the company is held accountable.
Post orders or standard operating procedures (SOP) are the set of duties you are to
carry out in respect of the post or beat to which you are assigned. The post orders are
specific written instructions of the client company on the ways and means of carrying
out security services at each post in the location(s) covered. The instructions are to
be carried out without any exception. Any changes to the post orders must be
approved by the client’s chief security officer or any one assigned responsibility for the
security function. If you violate any aspect of the post orders in respect of the post to
which you are assigned, you will be subjected to a disciplinary action which may lead
to the termination of your appointment.
From time to time special events may take place at the location to which you are
assigned. Special Instruction may be issued by the client directly to you or through
your supervisor in memorandum form specifying the event, the role you will be
expected to play, and exactly how you are to play the role assigned to you.

3.3 Responsibilities
While on duty you are required to display honesty, alertness, loyalty and intelligence
in performing your duties as a security officer. These qualities: honesty, alertness,
loyalty and intelligence are ESSENTIAL in the performance of your duties.
3.4 Attitude
Complete interest in your job and in the protection of both lives and property at your
assigned location are necessary for the most efficient performance of your assigned
duties. Display more interest in your position and maintain the right attitude by doing
the following:
3.5 Habits
In performing your duties, you will come in contact with both members of the general
public, visitors, client vendors, customers and employees of the client. You will be
more effective in interacting with them if you maintain a dignified, yet polite, behavior
at all times. Smoking, eating and drinking while on duty are prohibited.
3.6 Discipline
You will promptly and willingly obey all orders and instructions pertaining to your duties
issued by the designated representative of the client or Prudential Guards Limited.
3.7 Appearance
Operatives will be provided with the regulation uniforms of the company and standard
equipment prescribed for the contract to which you he/she is assigned. They are
responsible for the proper care and maintenance of the uniforms and equipment
issued to you. You are to maintain reasonable standards of neatness at all times.
3.8.2 The regulation uniform must be kept in good repair, clean and ironed.

3.8.4 The cap must be worn at all times while on duty. The cap must be worn at “squared”,
not titled to the side or facing backwards. Berets must be worn in the proper slant.
3.8.5 The complete prescribed uniform and equipment must be worn while on duty.
The assigned work station will not be used for storing clothes, personal equipment or
property. Loitering is prohibited in this area. The work station must be kept clean and
orderly at all times.
An important part of your duty involves public relations. In your capacity as a security
officer, you are usually the first person contacted by visitors to the facility. The
impression created by you has a direct bearing on the opinion formed of the company
or organization. It is your responsibility to ensure that this opinion is highly favorable.
Your actions should be firm and determined, yet polite in all dealings with employees
and visitors. A cheerful “Good morning” or “Good evening” in greeting visitors or
company executives or employees, sets a favourable impression of your performance.
Courtesy and tact are essential in dealing with company employees. Arguing with
employees is not an acceptable behavior and will not be tolerated. All violations of the
rules and regulations of the company must be immediately reported.
When answering the telephone, immediately identify yourself as follows: state your
name, location or post. Where the caller did not identify himself, inquire: “May I have
your name please?”
3.11.1 Confidentiality
You will handle all matters pertaining to your duty in the strictest confidence. You are
not a spokesman for the client to which you are assigned. As such your interaction
with third parties (the public) and the information you disclose to them will be limited
to what you have been specially permitted and which is absolutely necessary in the
performance of your duty.
3.12 Duties
General Duties
Duties at the facility to which you are assigned involve the protection of
company property and personnel, traffic control and reporting violations to the
organization’s rules and regulations.
Also the duties will include the prevention of unauthorized access, protection
of life and property, maintenance of order, deterrence of criminal attacks
against the locations to be covered.
The duties will be performed at various posts/beats as specified and defined by
the client.
The duties will be carried out in accordance with post orders issued by the client
and covering, but not limited to the following:
You will be punctual in reporting for duty at least 30 minutes before the
commencement time of the shift to which you are assigned. This creates
sufficient time for you to properly take over duties from the guard(s) you will
relieve.
You will take/handover duties directly together with the person relieving you.
On no account are you to leave your post until you have been properly relieved
by the security guard duly assigned to your post.

Prior to assignment, you will be given a general orientation of the facility to which you
are assigned. From the orientation you will know:
Work location of key personnel.
Location of telephone lines, including emergency phones.
Location of alarm pull boxes
Where all stairways and doors lead
Where materials are stored
Location of all firefighting equipment
Location of all light switches
Location of control rooms and shut off switches for air conditioning
and ventilation systems
Location of all valves controlling the water supply to the sprinkler
System
Location of fuse boxes, power control switches, steam valves, water hydrant
and other control devices.
In performing patrol duties, it is essential that all critical areas are checked. Do
not follow the same route. Alternate your patrol route in order to make your
movement unpredictable.
Patrol in accordance with the patrol instructions you are issued with respect to
patrol points, number of visits, and specific item to check for in the course of
the patrol.
Make entries in the logbook to document your findings after completing patrol
route.
Guards must conduct periodic routine inspection (patrol) on their areas of
responsibility and immediately report any unusual incident, circumstance or
emergency situations to patrol supervisor or call the control room at HQ:

Guards must remain at alert and vigilant at all times which mean that he must
not sleep on duty.

Our company recognizes that it has a responsibility to maintain a safe working environment not only
at its corporate and regional offices but also at its various work sites. Because of difference and
variability in client environment, the company takes special care in sensitizing its employees of their
responsibility for maintaining a safe working environment in accordance with each client’s safety,
health and environment policies and procedures. The company is committed to maintaining an
incident free work place at its own and client offices and premises. Accordingly, we will
Eliminate incidents at our offices and work sites
Integrate client safety, health and environment policies in the
instructions issued to our staff at each job site
Partner with each client in enforcing safety, health and environment
policies
Provide emergency procedures, information, training and supervision.
Consult with employees and clients on matters of safety, health and
environment.
Take reasonable care of their own health and safety and those of persons who may be
affected by their acts and omissions.
Inform their immediate supervisor of any work situation that might present a threat to health
and safety
Notify their immediate supervisor of all accidents, injuries or incidents that could have
resulted in accidents or injuries and complete an Incident Report Form.
Personal Protective Equipment: Safety boots, rain boots, rain coat, batons, whistles, torch
light and batteries, jackets (optional).
Site Equipment: Radios, hand-held metal detectors and scanners, guard tour equipment
(These are optional equipment and are paid for separately by the client)
Uniforms: Regulation shirts and trousers (two sets per annum), belts, berets, and identification
badges.
Provision is made in the remuneration of the security personnel to enable them clean their uniforms
regularly.

Our guard tour monitoring, incident reporting and management system consists of a rugged smart
phone with TrackTik guard tour management software application on it.
The phone serves as a scanner used for scanning NFC Check Point tokens that are programmed
to remind guards of all they are required to check at each point as they patrol.
Patrol times are also programmable and alerts are sent both to the guards and the operations control
whenever a patrol round is due and has not commenced. This enables the supervisor or control
officer to call and ensure that the guard proceeds as required and reduces the rate of patrol failures.
Guards duty performance is enhanced and reduces the risk of unnoticed intruders hence security
breaches at the site.
Incident reports are also generated real time and various reports can be generated and regularly
submitted as required.
This software application and tool will enable us provide high quality of security performance at
CREATIVE locations.
With these:
We have real time online and GPS monitoring of guard operations at our locations from our
control room with immediate corrective instructions from the CROs or Supervisors.
Incidents can be promptly reported and photographs embedded where necessary.
Client contact persons can receive required periodic email reports/alerts of scheduled
operations.
We carefully prescreen each candidate to ensure compliance with the following minimum general
standard:
Height measurement: 5ft 6ins.
Written test: must be able to read and write English language.
Aptitude test: must demonstrate basic intelligence attributes, be personable and enthusiastic.
Oral interview: must demonstrate effective verbal communication.

A personnel file is opened and maintained for each security personnel deployed to the clients.
Reports of background investigations carried out, guarantors’ letters, records of previous
employment, posting orders and disciplinary records are kept in the file.
Each employee is issued a letter of employment that contains the terms of employment and salary
details. In addition, a document of the conditions of service is also issued.
We carry out background investigation of every successful candidate from the prescreening
process. The investigation is to ascertain that the candidate

9.0 TRAINING
Basic/Pre-assignment Training
Each security personnel will complete two weeks induction and basic training course consisting of:
Introduction and orientation to the company, its administrative and operational procedures,
forms, reports, company organization and chain of command, ethics, deportment and code of
professional conduct.
Legal powers and limitation.
General security duties: perimeter security, area security, building security, alarms, fire control
and safety, CCTV systems, protective lighting, parking lot security, theft prevention and controls,
investigations, and access control for personnel and vehicles.
Basic fire and safety procedures.
Basic first aid.
Radio communication.
Incident reporting and record keeping.
Handing and taking over duties.
Completion and maintenance of logbooks.
Public relations and customer service
Patrolling and writing incident reports.
Dress code.

Emergency situations.
Prior to commencement and immediately after deployment, we provide the security personnel with
additional training based on the general and post specific security orders issued by the client.
This training also provides orientation to the client’s premises and method of operations.
PGL operatives working in the Aviation industries were trained on Aviation Security Awareness
while personnel to be deployed to a new client in the industry are to be trained on Aviation Security
Awareness prior to deployment.
On-The-Job Training
The initiative for on-the-job training comes from two areas. Firstly, it could be recommended by our
Quality Inspectors based on findings from their inspection.
Secondly, on-the-job training could be recommended by the Assigned Operations Manager during
his visit to the locations. Whatever the impetus, the site Supervisor/Manager responsible for the
location usually carries out the training. The training will be in those areas where deficiency was
observed or in which more emphasis is required.
Once every month following the commencement of services, officers of our company meet with the
security personnel to review their performance based on the company’s performance standards for
security, safety, health and environment and official comments/observations made by officers of the
client.
During the monthly review meeting, which includes discussion of issues that are likely to affect the
security of the client, security plans, techniques, and procedures are updated as necessary. Based
on the review, the company provides remedial training where necessary, and recommendation
made of appropriate proactive counter measures to be taken by the security personnel.
Fire safety, Emergency Evacuation and Executive Protection Specialists undergo specialized
training in addition to the basic security training.

We operate a Quality Control and Assurance system which aims at continuous monitoring and
reinforcement of performance and taking appropriate proactive measures to ensure that the
performance of the security officers, and the security system as a whole remains within acceptable
professional standards.
The quality control system we have ensures that each location covered adheres to all the
requirements of our Clients through the following:
Comprehensive Documentation
Site Supervisors and Security Guards are all required to keep detailed activity records, and submit daily
reports, all tailored to the requirements at each site.
The reports are also submitted to the Clients’ Security Manager and to the Senior Operations Manager,
at our head office.
Proactive Management Oversight
Our General Manager, Managing Director, and the Operations Manager, independently visit divisional
offices unannounced... These are independent inspection visits, which cover any area of the services.
The visit are followed with discussion with the Client Security Manager, other senior executives of our
Client to review observations made and other pertinent issues relating to the contract.
Centralized Quality Control Managers
Our Head Office quality inspectors are scheduled to visit the locations periodically to review every aspect
of the guard force performance. Inspection reports with observations and recommendations are sent to
the Senior Operations Manager, and responsible Site Supervisors for follow up.
The client will issue procedures that are to be implemented and the specific role to be
implemented and carried out by security guards in the event of unlawful interference and or
emergencies such as natural disaster, fire outbreak, armed robbery, civil unrest, etc. You will
participate in procedure and any related training in accordance with the role assigned to you.
Where the instructions in the Guard Orders are not clear, the first person to notice such
incident will immediately notify the supervisors who will instantly notify the CSO and also
create the necessary awareness to the appropriate quarters

When an incident occurs within your post area, you will immediately do the following:
a. Contact your supervisor and/or the chief security officer
b. Where possible take necessary steps to contain the incident without endangering your
life, safety and those of others
c. You may be asked to render assistance by the chief security officer or the site supervisor,
do so to the extent of your ability without endangering your life and safety.
d. After the incident has been contained, record the incident in your logbook and prepare an
Incident Report making sure your report addresses the following questions:
The incident report should be precise and focused on the four areas above.
Sign and date the Incident Report and submit it to your Supervisor
