Gold's Gym PTRP Sports/Fitness Trainer as Consultant (2016). 2.0 RATIONALE BJMP Physical Ability Test (PAT) influences strength, endurance, speed, agility, flexibility, balance and coordination thus it is imperative for jail officers to undergo such test because jail officer’s work requires continuous physical readiness in its day to day duties. One should always be alert physically and mentally to be able to respond smartly to emergency situations, hence the body should always be conditioned to any physical compulsion. PAT measures the physical ability of all active Jail Officers in performing a particular task and it will measure stamina and strength of specific muscle groups or strength in general. Also, this will be the official BJMP test in lieu of “Physical Fitness Test or PFT" or Strength and Agility Test or SAT”. DEFINITION OF TERMS The following terms as used in this Circular shall denote the following, unless otherwise stipulated: CANDIDATES - are Jail Officers who are candidates for promotion to the next higher rank and shall undergo PAT after medical evaluation. STUDENTS | - are Jail Officers enrolled in NJMPTI undergoing career courses. SCOPE/COVERAGE This policy shall govern all students in NJMPTI and BJMP trainees and applicants, and all active BUMP personnel for purposes of annual physical evaluation and as part of the process for promotion, The current Physical Fitness Test (PFT) will be in transition to the new Physical Ability Test (PAT) particularly for the personnel of NHQ and respective regional offices and jail units, to include candidates for promotion until such time that the PAT has been introduced and fully implemented BJMP-wide. Availability of recommended standard equipment to be utilized during the test will be taken into consideration on its implementation. NJMPTI shall implement the policy to its students particularly among the JBRC trainees harmonizing it with its own policies and guidelines for students as soon as the adequacy of equipment and facilities is addressed and training of instructors is established. ADMINISTRATION The Directorate for Health Service will be the office primarily responsible for the conduct of the Physical Ability Test in coordination and in collaboration with the Directorate for Human Resource Development (DHRD) and Directorate for Personnel and Records Management (DPRM) and their regional counterparts. For NJMPTI, the Applied Training Division and its designated instructors will facilitate the PAT. The Physical Ability Test Service Unit (P.A.T. Service Unit) shall be created under the supervision of the DHS through its Human Resource Management Section under its Administrative Division. Likewise, the DHRD shall prepare and coordinate with the DHS and NJMPTI the list of personnel and trainees who will be enrolled in the training center expected to perform PAT as part of their respective courses'training, P.A.T. Service Unit members shall act as the facilitators and examiners of the activity and shall specifically undertake the following: - Facilitate the conduct of PAT and be responsible to identify the venue for its, facilitation, and coordinate proper scheduling of activities. - PAT examiners shall utilize the standard score sheet, record and evaluate the scores as properly executed by the examinees, compute and report the scores garnered by the examinees. - Assign a time keeper for each event and guarantee safety of every participant and examiner alike. - Ensure that proper equipments are available for utilization and conduct of PAT. - Ensure that all BUMP personnel who will undertake the PAT are qualified and fit to perform each event based on the classification accorded to them. All 5 stations should be completed and performed spontaneously or consecutively within an average of 90 seconds, each station will have a 30 meter run interval with or without obstacle.
