Rashtriya Arogya Nidhi (RAN) and Health Minister's Discretionary Grants (HMDG)
1. Introduction
The Fund will provide financial assistance to patients, living below poverty line who are
suffering from major life threatening diseases, to receive medical treatment at any of the super
speciality Hospitals/Institutes or other Government hospitals. The financial assistance to such
patients would be released in the form of ‘one-time grant’, which will be released to the Medical
Supdt. of the Hospital in which the treatment has been/is being received. In a bid to speed up the
assistance to the needy patients, the Scheme has been modified in January,1998 and an advance
of Rs. 10 to 40 lakh has been kept with the Medical Supdts. of All India Institute of Medical
Sciences (AIIMS), New Delhi, Dr. Ram Manohar Lohia Hospital, New Delhi, Safdarjung
Hospital, New Delhi, Lady Harding Medical College(LHMC) & Smt. S.K. Hospital, New Delhi
and Post Graduate Institute of Medical Education & Research (PGIMER), Chandigarh,
Jawaharlal Institute of Post graduate Medical Education & Research (JIPMER) Puducherry, to
enable sanction of an amount up to Rs. 1,00,000/-( as substituted from Rs. 50,000/- w.e.f. 02-06-
2008) in each deserving case reporting for treatment in the respective Hospital/Institute. The
advance amount would be replenished as and when the reports of its utilisation are received from
the Hospital/Institute. National Institute of Medical Health and Neuro Sciences(NIMHANS),
Bangalore and Cittaranjan National Cancer Institute, Kolkata, Sanjay Ghandhi Post Graduate
Institute of Medical Sciences, (SGPGIMS) Lucknow, Gandhi Memorial & Associated
Hospitals(KGMC)Lucknow, North Eastern Indira Gandhi Regional Institute of Health & Medical
Sciences (NEIGRIHMS), Shillong, Regional Institute of Medical Sciences (RIMS), Imphal have
also been given similar advances with suitable instructions to implement the Scheme.

The following States/UTs have not yet set up the States Illness Assistance
Fund in spite of repeated reminders.

5. Orissa
6. Nagaland
It has also been provided in the scheme that Union Territories (which
do not have legislature) will be sanctioned a budget outlay out of the NIAF, as
and when the UT administrations set up Illness Assistance Society/Committee. It
was decided in the first meeting of the Managing Committee held on 21-10-98 that
each UT will be sanctioned a budget outlay of Rs. 50 lakhs. Accordingly the
following UTs have been sanctioned a budget outlay of Rs.50 Lakhs each, during
the year1998-99.

4. Andaman & Nicobar Islands
5. Chandigarh

(i) Only for persons below the poverty line suffering from specified,
lifethreatening disease.
(ii) Assistance admissible for treatment in Government Hospital only.
(vi) Patient taking treatment in his State has to avail assistance from State
Illness Fund (where such fund has been set up) provided medical
estimate does not exceed Rs.1.50 lakh.

4.1 How to utilize the Health Minister’s Cancer Patients Fund (HMCPF) :

4.2 Eligibility for Health Minister’s Cancer Patient Fund (HMCPF) within RAN :
(i) The fund will provide financial assistance to patients, living below poverty
line who is suffering from Cancer.
(ii) Assistance is admissible for treatment in 27 Regional Cancer Centre(s)
(RCC) only.
(iii) Central Govt./State Govt. /PSU employees are not eligible for financial
assistance from HMCPF.
(iv) Re-imbursement of medical expenditure already incurred is not permissible.
(v) Grant from HMCPF would not be used where treatment /facilities for cancer
treatment are available free of cost.
4.3 Requirement to be fulfilled by the Regional Cancer Centre(s) for further release
of Revolving Fund:
4.4 All the Rules, Regulations and the Guidelines framed for running the RAN
Scheme would apply to the Health Minister’s Cancer Patient Fund (HMCPF)
with in RAN.

1. An application in the enclosed format with medical report on the page no. 2 of the
attached proforma duly signed /stamped by the treating Doctor and Head of
Department and Counter signed by Medical Supdt. in original from the
Government Hospital where you receive the treatment and page 1 of the proforma
should be filled in respect of all columns.
3. A full copy of the ration card (BPL) along with its cover page of all the family
members issued by the Food and Supply Department of the State Government
duly attested by a Gazetted Officer with seal bearing the name and designation
of the Officer and Department where working.

The broad criteria laid down for sanctioning such grants are :
(iii) Central as well as State Government employees are not eligible for grant .
under rules
(iv) Only those having annual family income up to Rs.75,000/- and below are
eligible for financial assistance from Health Minister’s Discretionary Grant.
(vi) The applicant has to submit to the Ministry of Health & Family Welfare an
application in the prescribed Proforma duly filled in by the treating Doctor/HOD and
countersigned by the Medical Superintendent of the Hospital where the patient is
receiving the treatment, alongwith income certificate in original from the BDO/
Tehsildar/Collector /SDM/ SDO (Proforma at enexure-I)
1. A copy of the prescribed proforma application with the request that the same duly
filled in by the treating Doctor/HOD and duly countersigned by the Medical
Superintendent of the Hospital from where the patient is receiving the treatment, may
please be submitted to this Ministry.
