CHAPTER ONE
1.1 BACKGROUND

Kombolcha prisoner office found at the town of kombolcha which is found in amhara region,
south wollo. the modern prison station was established in Ethiopia during drug regime in 1967
E.C to give peace and security of citizens living in urban cities, establishing prisoner station in
such cities is crucial. kombolcha city is also one of the beneficial of this modern prisoner
currently. kombolcha prison station has enough man power to manage crimes that act on citizens
living within it. Crime management is possible in a city Even though it is not automated with
current technology like computers.

The ultimate goal of the prison satiation can be achieved through the newly developed prisoner
record system the aim of this project is to developing an prisoner record system, which is easily
accessible to the public.

// Peoples need their basic needs for survive their life in a good condition. For their
achievement of basic need the peoples need peace and security to full fill their basic need then
peace and security is the key concept in the living environment for any work that you help for
your life. Governments and peoples support to peace and security for their sustainable
development for their country. Government and society needs to control any activity that face the
development in a worst condition. The basic thing that fall the development of the county due to
crime. The solution those problem by automating the manual system into computerized system to
make satisfactions and secured and also modernized the prison.

1.2. Statement of the problem


Kombolcha city prisoner’s station applies manual way of prisoner’s record system and
processing of tasks. Due to this reason, the existing manual processing has the following
problems.

 It takes much efforts and time to retrieve prisoner information.

 File control mechanism and Pretension of prisoner is very tedious, Complicated and not
secured.
 High material resource wastage (written materials) and much cost are expanded for
handling records.
 The same detail of prisoner information is recorded in multiple places (documents), this
indicates redundancy.
 Pretension’s (visitors) material( electronic devices, legal gun, money, wallet, any
documents) is not secured .
 Shortage of counseling the prisoner.
Thus to address those problems there is a need of developing prisoner record system in
kombolcha prisoner offices.

1.3. Objective of this project


1.3.1. General objective
Our major objective is to develop an Online Prisoner Record System for Kombolcha city
prisoner’s station.
1.3.2. Specific objectives:
To achieve the general objectives of the project, the proposed system consists of the following
specific objectives:
 Review the current system and its problem
 Collect data and analyze the system requirements and identity problems of the
existing system.
 Design the artifacts of the proposed system for the overall view of the structure
implement the system
 Finally testing the system to overcome the system function.

1.4. Scope and Limitation of the Project


Scope
Online crime management system covers only the prisoner record system in kombolcha city
prisoner office.

The proposed system is only applicable on:


 Record new prisoner.
 Record decision files.
 Add and view FIR(first information record)
 Add, delete &view missing person &most wanted person.
 Record newly arrived prisoner’s cases, view prisoner report.
 Update, delete pigments of prisoners.
 View proposal of picket is that possible or not possible to pretension the prisoner.
 Finally the pretension ………………………..
 View prisoner’s left days to leave the prison.

Limitation
 Our project not concern how the court gives decision and also not include undecided
prisoners.

 Not focus on how to hold the criminal.





 The system will be limited to users who have internet access and devices that are able to
access internet.

1.5. Methodology and tools


1.5.1. Data collection methodology
 Interview technique: During interview we get the necessary information
from the employees.

 Document analysis: we try to discover all the written documents about the
organization areas relevant to the system.

1.5.2. System development methodology


 This project is developed by the object oriented programming (OOP)
 It is clear and modified in class models and object oriented
 It uses methods and functions easily.
 The program must inherit in different functions and methods.
 Support the polymorphism in the programming factor.

1.5.3. Programming tools

This project developed by PHP.


1.5.3.1 software to be used
 mySQL to develop database.
 Microsoft word 2007 for documentation, power point, adobe reader.
 Star UML diagram and Edraw max for analysis
This is used to draw different UML (unified modeling language) that are necessary to
structure the system.
 Windows (ultimate, 7, 8, 10)
 Notepad++
 Adobe Photoshop
 Wampserver 2.0
 Any browser(internet explore, Google chrome, fire fox, baidu, torch).

1.5.3.2 hardware to be used


 Any computer(personal computer and desktop) which have minimum 50GB hard disk by
1.5 CPU and 2GB RAM.
 At most 2GB( memory, flash, DVD CD).

A feasibility study is a test of system proposal according to its workability, impact on the
organization, ability to meet user needs and effective use of resources.

1.6.1. Economic Feasibility


Economic justification is generally the basic consideration for most systems. Economic
justification includes a broad range of concerns that includes cost benefit analysis. In this section
we weight the cost and the benefits associated with the candidate system and if it suits the basic
purpose of the organization i.e. profit making, the project is making to the analysis and design
phase.

The financial and the economic questions during the preliminary investigation are verified to
estimate the following:

 The cost to conduct a full system investigation.


 The cost of hardware and software for the class of applications being considered.
 The benefits in the form of reduced cost.
 The proposed system will give the minute information, as a result the performance is
improved which in turn may be expected to provide increased profits.
 This feasibility checks whether the system can be developed with the available
funds.

Generally, the automated online Crime Management System does not require enormous amount
of money to be developed. This can be done economically, so it is economically feasible.

1.6.2. Technical feasibility


This is a study of resource availability that may affect the ability to achieve an acceptable
system. This evaluation determines whether the technology needed for the proposed system is
available or not.

 Can the work for the project be done with current equipment existing software
technology & available personal?
 Can the system be upgraded if developed?

 If new technology is needed then what can be developed?


 This is concerned with specifying equipment and software that will
successfully satisfy the user requirement.

1.6.3. Operational feasibility


It is mainly related to human organizations and political aspects. The points to be considered are:

 What changes will be brought with the system?


 What organization structures are disturbed?
 What new skills will be required? Do the existing staff members have these skills? If
not, can they be trained in due course of time?
The system is operationally feasible as it very easy for the End users to operate it. It only needs
basic skill about computer system.

1.7. Significance
This system has the following significance
o Makes information easily accessible.
o Reduce resource wastage and easy to get back up.
o Fast decision making by generating report easily.
o Creates satisfaction to the user.
o Easy to know the record user.
o Save time to accomplish one task.

The proposed system has a lot of benefits some of the tangible and intangible benefits are listed
