NATIONAL SEMINAR On “EMERGING ISSUES IN LAW & JUSTICE IN THE PERSPECTIVE OF GLOBALIZATION” Organised by COMMITTEE TO ORGANIZE SEMINARS, WORKSHOPS, EXTRA-MURAL AND SPECIAL LECTURE of DR RAM MANOHAR LOHIYA NATIONAL LAW UNIVERSITY, LUCKNOW Sponsored by DEPARTMENT OF HIGHER EDUCATION, GOVERNMENT OF UTTAR PRADESH On 19™-20™ FEB, 2022 Venue: Dr. Ram Manohar Lohiya National Law University, Sector D-1, LDA Colony, Kanpur Road Scheme, Aashiyana, Lucknow - 226012 CONCEPT NOTE Globalization is the term used to refer to the process of the growing interdependence of the world cultures, populations and most importantly economies. Globalization has shrunk the world into a global village. It has made countries interdependent on each other such that not only the economic system, but political, legal and social systems have also become intertwined with each other. Meaning and dynamics of globalization have evolved over the years. Yet, sovereignty and struggle for power remain as dominant as ever and shape international relations and governance. The idea of justice has also been evolving over time and new dimensions of human rights are continuously shaping it. The COVID -19 pandemic has shown the importance of the evolving ideas of justice and also the continuous need to critically examine them. As the world was brought to standstill by an errant virus that did not know borders, the top decision makers of the global world reiterated that “we are in this together”. Despite this proclamation, two years of pandemic have shown that pandemic has affected the already marginalized of the world more acutely than the rest of the world. For instance, when country after country closed their borders and imposed lockdowns, the brunt of being a refugee or a migrant in a global world became more apparent than ever. Though the borders closed and movement stopped, the world did not stop but tured digital however the tools to access this digital world remained concentrated in the hands of the few while the rest watched from the side-lines as their lives and livelihoods came to a standstill. Even as lockdown and other restrictions were imposed in the name of public health, right to health became elusive for the have-nots of the world. In fact, even today, adequate vaccination remains inaccessible to the large populations of the world as global decision makers debate on intellectual property rights of the few or health for all. Thus, right to health for all continues to grapple with accessibility barriers because of the international agreements. Similarly, right to education continues to be impaired for learners across the world because of lack of access to digital tools and materials thereby limiting their ability to engage with the world. “No one is safe until everyone is safe” is the lesson given to the world by COVID -19. The world in which access to resources is limited to the privileged few is not global in the true sense. The world can become truly global only when it is accessible to all in an equal manner. And to ensure this, there is an urgent need to ensure that the global world becomes more inclusive, pluralistic and accessible. This necessitates critical engagement with the ideas and developments that shape our understanding of globalization, law and justice ABOUT THE SEMINAR The world may be global but it is not accessible to all. Accessibility remains limited by various stakeholders, institutions and processes of the global world. To that end, it is important to critically engage with the idea of justice in the context of globalization and explore how law may truly facilitate justice in the global world ravaged by a vicious pandemic. The Seminar aims to provide a platform for this and enable holistic exchange of ideas between various stakeholders, including academicians, lawyers and students. The Seminar seeks to analyze changing dimensions of justice by engaging with diverse academic discourses and research papers as to how these ideas maybe given right direction so that justice- political, economic and social may be actualized in this era of globalization.
