Woodlawn, Chicago, Cook County, Illinois Victim 1 – University of Chicago Police Officer The people expect the evidence to Show: On 1-18-2022 in the morning, D Wilson, who was having mental health issues, contacted his cousin and told him where he was. D’s cousin found D Wilson and noticed that D was crying and talking about killing himself. D Wilson was not on his medication. D Wilson is reported by family to suffer from PTSD, schizophrenia, and mood swings. At some point, D ran away from his cousin who then followed him. D Wilson pulled out a gun and his cell phone. D Wilson called 911 and identified himself by name, clothing description, and location. D told the 911 dispatcher that he needed police because a suicidal man is walking up 52nd and Woodlawn with a gun. He told the dispatcher that the man was him. He said that he wanted to go out by suicide by cop and that he just wants to die and he’s ready. He said that he had a loaded gun and that he is shooting in the air and that he isn’t going to hurt anyone but a cop. While on the phone with 911, D Wilson shoots the ground, in the direction of his cousin, who is following him, and in the air multiple times. This can be heard on the recorded 911 call.
V1, a University of Chicago Police Officer, was in uniform and
was driving a marked squad car down Woodlawn Avenue when he observed D Wilson holding a gun. There was a vehicle in front of V1’s squad car and W1 was in her vehicle behind V1’s squad car. W2 was approximately half a block away in his vehicle behind V1’s squad car. W3 was inside his residence and heard gun fire. W3 looked out his window and observed D Wilson shooting in the air. D Wilson then pointed the gun towards V1, who was in the driver’s seat of his squad car. V1 saw this and he jumped out of his squad car while it was still in drive. D Wilson shot at V1 as V1 moved for cover. Multiple witnesses observed V1 jump out of his squad car to take cover. As V1 ran towards parked cars on the other side of the street, D Wilson fired at V1. V1 ran onto a front door stoop and used the brick side of the house for cover. At that point, V1 fired at D Wilson. V1 ordered D Wilson to get onto the ground multiple times. V1 moved from the stoop because D Wilson was moving down the street, and to get to a better point of safety, V1 moved towards a parked car.
V1 continued to order D Wilson to get on the ground. D Wilson
was continuously moving toward V1’s squad car and in the middle of the street. V1 shot at D Wilson again. D Wilson was struck and ultimately collapsed. D Wilson had 2 gunshot wounds to his right thigh, 2 gunshot wounds to his right lower leg, and 1 gunshot wound to his groin. V1 was not hit by gunfire. V1 then approached D Wilson who was on the ground. D Wilson kept saying that he wanted V1 to let him bleed out. D Wilson’s gun was recovered near him. W1, who was directly behind V1’s squad car in her vehicle, reversed down the street and pulled over to call her husband. W1 realized she had a bullet hole in her windshield near the roof of her car. W1 was in the line of fire when D Wilson was shooting at V1. W1’s car also had bullet hole damage to the front hood. Part of this incident is captured on video. There were 10 fired cartridge cases located at the corner, where D Wilson was firing at V1. There is no video of the corner where D Wilson was standing while shooting at V1.
