Dear Mayor GARBO,

We are truly thankful that despite of your busy schedule, you were able to accommodate our
request to pay courtesy call and discussed our newly installed Unit as well as our mandates and
missions. Further, we are humbly blessed and grateful for your full support to our cause.

Again, as backgrounder, the Regional Explosive Ordnance Disposal and Canine (EOD/K9) Unit
3 (RECU3) was officially activated and installed last October 5, 2019. The unit’s primary
responsibility is to conduct safe disposal of all bombs and neutralization of hazards to include
Improvised Explosive Device (IEDs) that poses threat to public safety, and conduct of target
hardening measures to vital installations, public utilities, and areas of convergence as well as to
provide EOD and K9 experts to support the local police units in the conduct of their police
operations within the different provinces and cities in Central Luzon.

As we have mentioned during our courtesy call, considering our Unit is still new, we still draw
support from the limited resources from headquarters, however, with our desire to decentralize
our services we activated our Provincial EOD Canine Unit strategically in the province of
Pampanga to have a forward deployment of personnel to be able to respond immediately
whenever the need arises.

In view of the above, may we respectfully request your good office to provide the attached
Office Equipment, EOD and Canine Tools and Equipment, to include one (1) Vehicle that would
enable us efficiently carry out our mission. We look forward to your usual support and
assistance to the PNP in accomplishing our common goal in maintaining and keeping the whole
province of Pampanga a safe place to live, work, invest and do business.
