Steps to Reproduce:

PLM > Development Manager > Launch Product Workbench
Set Organization;
Choose Item > Click Actions > Create Change Order
Choose Change Type
Populate Change Name, Description, Item
In the Additional Information block, the Organization Hierarchy remains
blank and the list of values must be utilized to select the hierarchy.

ORDER - Enhancement added to next Release
SolutionThe current functionality is to use the list of values for the organization
hierarchy field that the user will have to populate. The desired feature to have
the organization default into the field is planned for the next release of the
product. This is a new feature introduced in Release 12.0. New features are not
available for backport to previous versions of the application.
