Republic of the Philippines Department of Education Region | SCHOOLS DIVISION OF ILOCOS SUR Sa EEeneeeeens ee Office of the Schools Division Superintendent DIVISION MEMORANDUM No. 189, s. 2021 ‘To: Assistant Schools Division Superintendent Chief Education Supervisors Education Program Supervisors /Area Supervisors /District Consultants Public Schools District Supervisors District Coordinating School Heads Public Elementary and Secondary School Heads All others concerned RESULTS-BASED PERFORMANCE MANAGEMENT SYSTEM (RPMS) GUIDELINES AND UPDATES FOR S.Y. 2021-2022 To ensure the proper implementation of the Results-based Performance Management System (RPMS) Cycle in the Schools Division of Ilocos Sur, this Office hereby reiterates the guidelines regarding RPMS Cycle for S.Y. 2021- 2022, to wit: A. RPMS Cycle The RPMS Cycle shall be implemented based on DepEd Order No. 2, 8. 2015 - Guidelines on the Establishment and Implementation of the Results-based Performance Management System (RPMS) in the Department of Education. Particularly, DepEd RPMS shall follow the four- stage performance management system cycle as prescribed by the Civil Service Commission (CSC): Phase I: Performance Planning and Commitment. Phase Il: Performance Monitoring and Coaching Phase III: Performance Review and Evaluation Phase IV: Performance Rewarding and Development Planning For School Year 2020-2021, the timeline of activities was based on DepEd Order No. 12, s. 2021 entitled Amendment to DO No. 7, s. 2020 - School Calendar and Activities for School Year-2021 and Regional Memorandum No. 293, s. 2020 entitled Adjusted Timelines on the Implementation of Results-based Performance Management System for School Year 2020-2021. Below are the general guidelines for school heads and non-teaching personnel: a. In the development of the school Office Performance Commitment and Review (OPCR) Forms, school heads are encouraged to refer to the Philippine Professional Standards for School Heads (PPSSH) enclosed in DO 24, s. 2020 in crafting their Key Result Areas (KRAs) and Objectives. In addition, the said KRAs and Objectives may also include division and school targets agreed upon by the Rater and Ratee. b. The said KRAs and Objectives shall be agreed upon by the Rater and Ratee. ¢. Public Schools District Supervisors (PSDSs) are advised to assist school heads in the performance target setting, development of OPCR Form, and initial development planning during Phase I. School heads are advised to do the same to all school-based non-teaching personnel. d. School heads who have teaching loads or Teachers /Master Teachers who have designations as Officer In-Charge or Teacher In-Charge (OIC/TIC) shall prepare both OPCR and IPCR Forms. 3.
