1. Identify TWO government programs for the community that promoted the
process/value of capability building approach.
The government programs which I think aligned to the Capability Building Approach
(CBA) are;
 Responsible Parenthood and Reproductive Health (RPRH), and
 The Resettlement Program.

2. Identify the stakeholders in the programs.


A. Responsible Parenthood and Reproductive Health (RPRH)
 The Department of Health, and other health-related or concerned agencies
 All Filipino Family
B. Resettlement Program
 National Housing Authority, and other housing provider agencies
 Informal Settler Families
3. How was capability building approach manifested in the programs?
 RPRH activities are conducted in the community levels. There are sessions
related to the family planning like Pre-Marriage Counselling Program at the local
level, and communication campaign for responsible parenthood using
multimedia platforms. Other activities in Brgys. are integrated with lectures
related to teenage pregnancies, and family planning. Communities also then
consulted to the health centers for knowledge about these and when problem
arises along their married life.

 The Resettlement Program is aligned to the CBA through proper coordination


with affected Informal Settler Families by the government infrastructure. For
instance, prior to demolition and eviction activities, the Presidential Commission
for the Urban Poor will conduct pre-demolition conference as compliance to rules
and proper proceedings of the activities. The informal settler families will be
relocated provided that the government will shoulder the expenses of
transportation for the relocatees as well as their belongings.

4. How long have these programs existed?


 The Responsible Parenthood and Reproductive Health has been existed since
2021, while the Resettlement Program existed already in the 1970s. The huge
number of populations for relocation were in between 2003-2011. Resettlement
projects are needed for 93,000 families affected by the North-South Railway
infrastructure project.

5. Were the programs sustainable? Why or why not?


RPRH is relevant to current situations in the Philippines. The country has recorded a
total of 180,916 live births among adolescents aged 10 to 19 in 2019, according to the
data from the Civil Registration and Vital Statistics System of the Philippine Statistics
Authority. The figure is equivalent to 495 live births per day in the 10 to 19 age group

Addressing this issue is indispensable for economic development. The mortality rate is
higher. Teenagers are forced to face burden in their early life. Therefore, providing
awareness and knowledge through integration of these to any programs or activities at
local levels are ways in addressing the issue. The program is sustainable when the
LGUs will work on to strengthen it, i.e. devise training programs and other related-
interventions.

The Resettlement Program is sustainable since it provides one basic need of the
Filipinos. Infrastructure projects are good for economic development, and so affected
shelters are inevitable. Through this program, the affected Informal Settler Families will
have options, and they have incentives when they are relocated.
