1.0 PURPOSE
The purpose of this procedure is to ensure that all Swiber Offshore Construction Pte Ltd
(SOC) employees, contract personnel and third party workers are kept away from the
harmful effects of alcohol and narcotic substances. This procedure also clearly demarcates
the contraband items that are prohibited from entering the worksite.

2.0 SCOPE
This procedure applies to all SOC work locations, offshore and land-based, where there
exists a probability for substance abuse.

4.0 RESPONSIBILITIES

4.1 ALL PERSONNEL


• Ensure that the Drug and Alcohol Policy is strictly observed and adhered to at all times

4.2 BARGE SUPERINTENDENT AND SUPERVISORS


• Ensure that personnel adhere to the contents of this procedure at all times.
• Facilitate and assist in random drug and alcohol tests on board.
• Ensure that all personnel are trained in occupational health topics based on substance
abuse.
• Ensure that no contraband is carried by any personnel on the vessel.

4.3 BARGE DOCTOR


• Conduct random drug and alcohol tests on the barge and maintain records
• Coach personnel on barge on the occupational health perspectives of substance
abuse.

4.4 SHORE BASED HSE


• Ensure all Company vessels are suitably equipped with drug test kits.
• Supervise the Occupational Health Awareness (OHA) program on the vessels

5.0 GENERAL PROCEDURE

5.1 MEDICAL SCREENING OF PERSONNEL.


• All personnel will be sent for pre-employment medical checks as specified in the
Minimum Health Management Standards and Medical Examination Procedure.
• Subsequent drug and alcohol tests will be carried out by the attending physician as per
the Medical Examination Procedure.
• The barge doctor shall conduct random drug and alcohol test on mobilisation and at
regular intervals thereafter.
• It is prudent to conduct a similar test after any incident involving consciousness and
orientation of personnel.
• The barge doctor must ensure that the water inlets in the hospital lavatory are sealed
prior to sending personnel for urine samples and if required, record the temperature of
the urine sample to rule out any tampering.
• As certain prescription medications may lead to positive drug tests, the examining
doctor must carefully take the history of the person who is being tested.

5.2 POSITIVE TEST RESULTS


• In a situation where a person tests positive for any psychotropic substance, the barge
doctor must maintain complete confidentiality and report the results only to the Barge
Superintendent.
• Samples tested positive for drugs or alcohol must be stored under refrigeration and
sent to the shore base for further investigations.
• The test strips which tested positive must also be retained by the doctor.
• A repeat drug test may be carried out on the instructions of the Barge Superintendent.

5.3 CONTRABAND
Following items are regarded as contraband on all SOC locations:
• Alcohol and other psychotropic substances.
• Weapons (excluding rigger’s knives used by riggers)
• Tobacco and tobacco products carried for the purpose of selling on board.
• Products of chemical / animal origin which can pose a health threat to personnel.
• Subversive books and hate literature.
• Live animals.
• Fire crackers and explosives.
• Video cameras (camcorders), cameras and cell phones with cameras (If not manifested
by SOC)
• Chewing gums (in Singapore)

5.4 LONG CREW CHANGES


• No alcohol or any other psychotropic substances must be carried or consumed on crew
boats.
• It is the responsibility of the Supervisors to ensure that voyagers observe a strict no
drug and alcohol policy on crew boats.
• Non-compliance to the above is subject to immediate termination of service.

6.0 RECORDS
All records of drug and alcohol tests conducted must be maintained by the vessel doctor
and the shore based HSE for a period of three years.
