Rationale

The Department of Education understands that the quality of teaching has a significant
impact on the quality of learning. As a result, it is critical for the Department of
Education to hire good quality teachers and to help them advance in their careers as
educators.

1. aid teachers in the construction of new knowledge about instruction through the
use of most effective instructional strategies and materials to teach the identified
content objectives,
2. assist teachers in making instructional decisions based on the outcomes of
formative assessments reflected in the lesson plan, 
3. sincerely promote their students' holistic development and learning.
