प्रस्तावना :-

अपघातग्रस्त रुग्णाांना वेळीच गोल्डन आवर मध्ये उपचार वमळाला व रुग्णाांना जवळच्या
रुग्णालयात स्थलाांतवरत केले तर मृत्यूचे व अपांगत्वाचे प्रमाण कमी होण्यास मदत होईल. ववशेषत:
अस्स्थभांग च्या रुग्णाांना ताांवत्रकदृष्ट्या योग्य पधतीतीने स्स्थर कन न स्थलाांतवरत केल्यास त्यामुळे होणारे
नुकसान टाळता येवू शकेल. तसेच अपघातग्रस्त रुग्णास रक्तस्त्राव होत असेल व अशा रुग्णास वेळेवर
स्थलाांतवरत केल्यामुळे रक्त व रक्तघटक वमळू न रुग्णाचे प्राण वाचतील. तसेच मेंदुला इजा झालेल्या
रुग्णाांना वेळेवर ऑस्क्सजन दे ऊन व योग्य पधतीतीने स्थलाांतवरत केल्यास अशा रुग्णाचा मृत्यू व मेंदूची
इजा कमी होण्यास मदत होईल. अपघात ग्रस्त रुग्णाांना वेळीच गोल्डन आवर मध्ये उपचार वमळावा व
लवकरात लवकर जवळच्या रुग्णालयात स्थलाांतवरत करण्याचे उद्दीष्ट्ट ववचारात घेऊन वदनाांक
16.09.२०20 रोजी पार पडलेल्या मांवत्रमांडळ बैठकीमध्ये स्व. बाळासाहेब ठाकरे रस्ते अपघात ववमा
योजनेस मान्यता दे ण्यात आलेली आहे . त्यानुसार राज्यात या योजनेची अांमलबजावणी करण्याची बाब
शासनाच्या ववचाराधीन होती.

शासन वनणवय:-

राज्यात रस्ते अपघातग्रस्त रुग्णाांना तत्पर (Golden Hour मध्ये) वैद्यकीय सेवा उपलब्ध करुन
दे ण्यासाठी स्व.बाळासाहेब ठाकरे रस्ते अपघात ववमा योजना सांपूणव राज्यात राबववण्यास मान्यता
दे ण्यात येत आहे. सदर योजनेचे स्वरुप व कायवपधतीती खालीलप्रमाणे राहील :-

1) योजनेचे उवद्दष्ट्ट :- अपघातानांतर पवहल्या 72 तासात रस्ते अपघात झालेल्या व्यक्तीस तत्पर
वैद्यकीय सेवा उपलब्ध कन न दे णे.
2) योजनेचे लाभाथी :- महाराष्ट्राच्या भौगोवलक सीमेतील कोणत्याही रस्त्याांवर अपघातामध्ये
गांभीररीत्या जखमी झालेल्या व वैद्यकीय उपचाराची तात्काळ आवश्यकता असलेल्या व्यक्ती
(अवधवासाच्या अटीवशवाय ) या योजनेचा लाभ वमळण्यास पात्र असतील. औद्योवगक अपघात,
दै नांवदन कामातील ककवा घरी घडलेले अपघात व रेल्वे अपघाताने जखमी होणाऱ्या व्यक्तींना या
योजनेचा लाभ वमळणार नाही. तसेच विन क्ती टाळण्यासाठी या योजनेच्या लाभार्थ्यास
शासनाच्या/ शासन अांवगकृत उपक्रमाच्या अपघात प्रतीपूतीच्या इतर कोणत्याही योजनेचा लाभ
वमळणार नाही.
3) योजनेंतगवत दे ण्यात येणारे लाभ:- रस्ते अपघातातील जखमी झालेल्या रुग्णाांची पवरस्स्थती स्स्थर
करण्यासाठी लागणाऱ्या वैद्यकीय सेवा पवहल्या ७२ तासासाठी नजीकच्या अांगीकृत
रुग्णालयामधून ७४ उपचार पधतीतींच्या (पवरवशष्ट्ट-अ) माध्यमातून दे ण्यात येतील. योजनेंतगवत
अपघातग्रस्त रुग्णास पूणवपणे मोफत वैद्यकीय उपचाराांचा लाभ दे ण्यात येईल. प्रवत रुग्ण प्रवत
अपघात रुपये ३०,०००/- (न . तीस हजार) पयंतचा खचव अांवतम केलेल्या package च्या दरानुसार
या योजनेंतगवत अांगीकृत रुग्णालयास ववमा कांपनीकडू न अदा करण्यात येईल. स्थलाांतवरत
करण्यात आलेल्या रुग्णालयात पुढील उपचाराच्या सेवा उपलब्ध नसल्यास अशा सेवा उपलब्ध
असणाऱ्या जवळच्या रुग्णालयात १०८ रुग्णवावहकेने, ती उपलब्ध नसल्यास पयायी रुग्णवावहकेने
रुग्ण स्थलाांतवरत केला जाईल. अशा परीस्स्थतीत package च्या दराव्यवतवरक्त रुपये १०००
पयंत रुग्ण वावहकेचे भाडे ववमा कांपनी माफवत अांगीकृत रुग्णालयास दे ण्यात येईल. रुग्णालय जर
महात्मा ज्योवतबा फुले जन आरोग्य योजना/प्रधानमांत्री जन आरोग्य योजनेंतगवत मान्यताप्राप्त
असेल व रुग्ण सदर योजनेचा लाभाथी असेल व होणारे उपचार योजनेपैकी असून त्याची पूवव
मांजुरी वमळाली असेल तर त्या उपचारासांबांधी या योजनेची रक्कम रुग्णालयास वमळणार नाही.
अशा पवरस्स्थतीत रुग्णालयास महात्मा ज्योवतबा फुले जन आरोग्य योजनेच्या/प्रधानमांत्री जन
आरोग्य योजनेच्या पॅकेज ची आर्थथक तरतूद रुग्णालयास वमळे ल.
4) रस्ते अपघात प्रवतसाद:- अपघात स्थळाच्या जवळ असलेली कुठलीही व्यक्ती १०८ या
क्रमाांकावर दू रध्वनी कन न रुग्णवावहका घटनास्थळी बोलावेल. आपात्कालीन वैद्यकीय सेवा
(MEMS- Maharashtra Emergency Medical Services) ववभागातफे घटनास्थळी

रुग्णवावहका पाठववली जाईल. १०८ रुग्णवावहका उपलब्ध नसल्यास जवळची शासकीय

रुग्णवावहका, ती उपलब्ध नसल्यास खासगी रुग्णवावहकेने रुग्णास जवळच्या अांगीकृत
रुग्णालयामध्ये नेण्याची परवानगी असेल. अपघातग्रस्त रुग्णास रुग्णालयामध्ये वन:शुल्क
वैद्यकीय सेवा व उपचार वदले जातील. व्यक्ती रुग्णालयात भरती झाल्यापासून पवहल्या ७२
तासाांमध्ये वदलेल्या उपचाराांच्या खचापोटी ववमा कांपनी माफवत रुग्णालयाांचे दावे अदा करण्यात
येतील.
5) योजनेंतगवत रुग्णालयात दाखल झाल्यापासून ७२ तासापयंत वनशुल्क अनुज्ञय
े सेवा:- रुग्णालयात
दाखल झाल्यापासून ७२ तासापयंत खालील वनशुल्क वैद्यकीय सेवा अनुज्ञय
े राहतील.
1. जखमेतून होणारा रक्त प्रवाह थाबांववणे, जखमेस टाके घालणे तसेच ड्रेकसग करणे असे प्राथवमक
उपचार करणे.
2. अवत दक्षता ववभाग व वाडव मधील उपचार.
3 अस्स्थभांग, हेड इांज्युरी, पाठीच्या मणक्याला झालेली दु खापत, जळाल्यामुळे झालेली दु खापत
यावरील उपचार.
4. अस्स्थभांग रुग्णासाठी आकस्स्मक परीस्स्थतीत लागणारे इम्प्लाांट्स् दे णे
5. रुग्णास साधारण रक्तस्त्राव झाला असेल तर रक्त (Whole blood) दे णे, अवतरक्तस्त्राव झाला
असल्यास रक्त घटक पी.सी.व्ही. (Packed cell volume) दे णे, अपघातामुळे जळालेला रुग्ण
आल्यास आवश्यकते प्रमाणे रक्त घटक प्लाझ्मा (Plasma) दे णे, अपघातामुळे अवतरक्तस्त्राव
झाल्यामुळे आवश्यकते प्रमाणे ताजे रक्त ककवा रक्त घटक वबस्म्बका (Platelets) दे णे.
6. तज्ञाांनी सुचववलेल्या ७४ प्रोवसजसव मधील ववववध तपासण्या व औषधोपचार (पवरवशष्ट्ट-अ नुसार).
7. रुग्णाच्या रुग्णालयातील वास्तव्याच्या कालावधीत भोजन

६) अांगीकृत न ग्णालये:- Emergency आवण Polytrauma sevices दे ण्याची सोय असणारी सवव
शासकीय आवण इच्छु क खाजगी रुग्णालये तसेच महात्मा ज्योवतबा फुले जन आरोग्य योजनेमधील
Emergency आवण Polytrauma sevices साठी इच्छु क अांगीकृत रुग्णालयाांना या योजनेंतगवत
अांगीकृत करण्यात येईल. १०८ रुग्णवावहकेिारे ककवा ती उपलब्ध नसल्यास इतर पयायाने
अपघातग्रस्त रुग्णास अांगीकृत रुग्णालयात स्थलाांतवरत केले जाईल. अांगीकृत रुग्णालयाांची GPS
िारे mapping केली जाईल. उपलब्ध उपचार सुववधेच्या आधारे रुग्णालयाची Level 1 (Super
Specialty Care), Level 2 (Secondary care) and Level 3 (First referral care) अशी
वगववारी करण्यात येईल. ही योजना ववमा कांपनी माफवत राबववण्यात येणार असून वनववदा पधतीतीने
वनवडण्यात आलेली ववमा कांपनी व राज्य आरोग्य हमी सोसायटी तसेच ववमा कांपनी व इच्छु क
रुग्णालये याांमध्ये करार करण्यात येईल.

७) स्वतांत्र सांगणक प्रणाली:- ही योजना ववमा कांपनी माफवत राबववण्यात येणार असून ववमा कांपनीस
थडव पाटी प्रशासक (TPA) नेमण्याची मुभा असेल. रुग्ण नोंदणी, रुग्णालय अांगीकरण, उपचारपूवव
मान्यता, दाव्याांचे प्रदान यासाठी स्वतांत्र सांगणक प्रणाली ववकवसत करण्यात येईल. ववमा कांपनीकडू न
अांगीकृत रुग्णालयास उपचारासाठी मान्यता (Preauthorization) ६ (सहा) तासात वदली जाईल.
तथावप अपघातग्रस्त रुग्णावर रुग्णालयाने उपचार सुरु करावेत त्यानांतर सांगणकीय प्रणालीवर
उपचारास मान्यता घ्यावी असे अपेवक्षत आहे . अांगीकृत रुग्णालयाने सादर केलेल्या दाव्याांचे प्रदान
ववमा कांपनीकडू न १५ वदवसाांमध्ये केले जाईल.
8) ववमा कांपनीने सादर करावयाच्या प्रीवमअम बाबत अटी:- ववमा कांपनीने प्रती व्यक्ती प्रती वषव असा
प्रीवमअम सादर करणे आवश्यक राहील. दाखल होणारा रुग्ण सांदभाधीन क्रमाांक 5 येथील वदनाांक
26.02.2019 शासन वनणवयानुसार महात्मा ज्योवतबा फुले जन आरोग्य योजनेचा/प्रधानमांत्री जन
आरोग्य योजनेचा लाभाथी असेल, रुग्णावरील उपचार योजनेच्या उपचारापैकी असेल व रुग्णालय
योजनेंतगवत अांगीकृत असेल तर रुग्णालयास या योजने अांतगवत पॅकेज रक्कम दे य नाही. महात्मा
ज्योवतबा फुले जन आरोग्य योजनेतील/ प्रधानमांत्री जन आरोग्य योजनेतील उपचारात समावेश,
रुग्णालय अांगीकृत असणे, लाभाथी महात्मा ज्योवतबा फुले जन आरोग्य योजनेतील/ प्रधान मांत्री जन
आरोग्य योजनेतील असणे या वतन्ही बाबी ववचारात घेऊन खालील तक्त्याप्रमाणे सहा शक्यता असू
शकतात. त्यानुसार शक्यता क्रमाक १ ते ५ मधील बाबी ववचारात घेऊन ववमा कांपनीस प्रीवमअमची
रक्कम नमूद करणे आवश्यक राहील.

९) कॉल सेंटरसाठी मनुष्ट्यबळ:- योजनेची मावहती प्राप्त करण्यासाठी तसेच सेववे वषयी तक्रार
नोंदववण्यासाठी टोल फ्री क्रमाांक असेल. योजना राबववण्यासाठी आवश्यक अवधकारी व कमवचारी वगव
कांत्राटी तत्वावर राज्य आरोग्य हमी सोसायटी माफवत वनयुक्त करण्यात येतील. यावशवाय आवश्यक
शासकीय अवधकाऱ्याांची प्रवतवनयुक्तीने शासनाकडू न वनयुक्ती केली जाईल.

१०) अांमलबजावणी पधतीत व यांत्रणा:- अपघातग्रस्त न ग्णाांना ववमा सांरक्षण उपलब्ध कन न दे ण्यासाठी ही
योजना ववमा कांपनीमाफवत राबववण्याचे प्रस्ताववत आहे . सदर योजनेची अांमलबजावणी यांत्रणा ही राज्य
आरोग्य हमी सोसायटी, वरळी, मुांबई असणार आहे. वनववदा पधतीतीने ववमा कांपनीची वनवड कन न

ववमा कांपनी व राज्य आरोग्य हमी सोसायटी याांच्यामध्ये योजना कायान्वीत करण्याकरीता करार
करण्यात येईल.
अपघातग्रस्त न ग्णाांना वैद्यकीय उपचार पुरववण्यासाठी ववमा कांपनी व इच्छु क सेवा
पुरवठादार न ग्णालये याांच्यात करार करण्यात येईल.
योजनेची अांमलबजावणी करण्यासाठी आवश्यक ते वनयम तयार करण्याची जबाबदारी राज्य
आरोग्य हमी सोसायटीची राहील. तथावप, योजनेच्या प्रभावी अांमलबजावणीसाठी आवश्यक ते बदल
करण्याचा अवधकार शासनास असेल.
राज्य आरोग्य हमी सोसायटीच्या अवधकाऱी/कमवचारी याांच्या वेतनावरील खचव, कायालयीन
खचव आवण ववमा कांपनीस ववमा हप्ता अदा करण्याचे अवधकार राज्य आरोग्य हमी सोसायटीस
राहतील.
१1) ववमा कांपनीची वनवड/ववमा हप्ता:- सदर योजनेच्या अांमलबजावणीसाठी वनववदा पध्दतीने साववजवनक
क्षेत्रातील ववमा कांपन्या बरोबरच खाजगी ववमा कांपन्याांनाही सहभागी होता येईल, मात्र साववजवनक
क्षेत्रातील ववमा कांपन्याांना प्राधान्य दे ण्यात येईल. खाजगी ववमा कांपन्याांच्या न्यूनतम दरास मॅच
करण्याची सांधी साववजवनक क्षेत्रातील सध्याची ववमा कांपनी ज्याांचेमाफवत महात्मा ज्योवतबा फुले जन
आरोग्य योजना राबववण्यात येत आहे याांना राहील. यासांदभातील अटी व शती आवण वनकष वनवित
करण्याचे अवधकार अपर मुख्य सवचव (ववत्त) याांच्या अध्यक्षतेखाली ववमा कांपनी वनवड सवमतीस
राहतील. ववमा कांपनीस प्रवत वषव वनवित केलेला ववमा हप्ता अदा केला जाईल.

१2) कॉल सेंटर:- योजनेची मावहती प्राप्त करण्यासाठी तसेच सेववे वषयी तक्रार नोंदववण्यासाठी टोल फ्री
क्रमाांकासह कॉल सेंटर कायान्वीत करण्यात येईल. योजनेची मावहती प्राप्त करण्यासाठी तसेच
सेववे वषयी तक्रार नोंदववण्यासाठी 24 X 7 टोल फ्री नांबर असेल. सध्या महात्मा ज्योवतबा फुले जन
आरोग्य योजना व आयुष्ट्यमान भारत-प्रधानमांत्री जन आरोग्य योजनेंतगवत कॉल सेंटर राज्य आरोग्य
हमी सोसायटीमाफवत चालववण्यात येत आहे.म्हणून नवीन योजनेचे कॉल सेंटर प्रभावीपणे कायवरत
ठे वण्याची जबाबदारी राज्य आरोग्य हमी सोसायटीची राहील.

१3) अवधकारी व कमवचारी:- सदर योजनेची अांमलबजावणी व सांवनयांत्रण राज्य आरोग्य हमी
सोसायटीकडू न करण्यात येईल. त्याकरीता सोसायटी स्तरावर आवश्यक अवधकारी व कमवचारी
कांत्राटी तत्वावर वनयुक्त करण्यात येतील. यावशवाय आवश्यक शासकीय अवधकारी/कमवचारी याांची
शासनाकडू न प्रवतवनयुक्तीने वनयुक्ती केली जाईल.
१4) सवमत्या:- योजनेच्या सांवनयांत्रणासाठी खालीलप्रमाणे सवमत्या असतील :-

अ) महात्मा ज्योवतबा फुले जन आरोग्य योजना व प्रधानमांत्री जन आरोग्य योजनेचे सांवनयांत्रण

करण्यासाठी मा. मुख्य सवचव याांच्या अध्यक्षतेखाली वनयामक पवरषदे ची स्थापना सांदभावधन क्र. 3
वदनाांक 21.09.2018 च्या शासन वनणवयामधील पवरच्छे द 4 नुसार पुनगवठीत करण्यात आली आहे.

सदर वनयामक पवरषद या योजनेसाठी दे खील लागू राहील. योजनेच्या स्वन पानुसार सांबांवधत
ववभागाचे अपर मुख्य सवचव/प्रधान सवचव/सवचव याांचा समावेश सदस्य म्हणून वनयामक पवरषदे मध्ये
राहील.

ब) महात्मा ज्योवतबा फुले जन आरोग्य योजनेंतगवत वदनाांक 16.09.2016 च्या शासन वनणवयान्वये
अपर मुख्य सवचव (ववत्त) याांच्या अध्यक्षतेखाली ववमा कांपनीची वनवड करण्याकरीता नेमण्यात आलेली
सवमती या योजनेसाठी दे खील लागू राहील. योजनेच्या स्वन पानुसार सांबांवधत ववभागाचे अपर मुख्य
सवचव/ प्रधान सवचव/सवचव याांचा समावेश सवमतीमध्ये करण्यात येईल.

क) यावशवाय राज्य स्तरावर, राज्य आरोग्य हमी सोसायटी स्तरावर व वजल्हा स्तरावर ववववध
सवमत्याचे पवरवशष्ट्ट-ब नुसार गठण करण्यात येत आहे. सदर सवमतींच्या बैठका तीन मवहन्यातून
एकदा ककवा आवश्यकतेनुसार आयोवजत करण्यात येईल.

२. रस्ते अपघात ववमा योजनेत उपचाराांस नकार दे णे ककवा कमी दजाची सेवा दे णे या अवनयमीततेच्या
बाबतीत अांगीकृत रुग्णालयाववन धती सांदभाधीन क्र. 3 येथील वदनाांक 21.09.2018 च्या शासन
वनणवयातील पवरच्छे द 3 नुसार कारवाई करण्यात येईल.
३. ववत्तीय भार:- सदर योजनेसाठी प्रवतवषव आवश्यक आर्थथक अनुदान शासनाकडू न राज्य आरोग्य हमी
सोसायटीस उपलब्ध कन न दे ण्यात येईल.
४. खचाचे अवधकार:- राज्य आरोग्य हमी सोसायटीच्या अवधकारी/कमवचारी याांच्या वेतनावरील खचव,
कायालयीन खचव आवण ववमा कांपनीस अदा करावयाचा खचव याांचे अवधकार राज्य आरोग्य हमी
सोसायटीस राहतील.
५. योजनेचा करार:- योजनेची अांमलबजावणी करण्याच्या अनुषांगाने वनवड केलेली ववमा कांपनी आवण
अांगीकृत करण्यात येणारी रुग्णालये याांचेशी करार करण्याचे अवधकार राज्य आरोग्य हमी
सोसायटीस राहतील.
६. इतर तत्सम समान स्वरुपाच्या अन्य योजना सांबवधत ववभाग/कायालयाकडू न राबववण्यात येत
असतील तर लाभाची विरुक्ती टाळण्याकवरता ज्या वदनाांकास सदरील योजना सुन होईल त्या
वदनाांकास सांबवधत ववभागाांनी त्या बांद कराव्यात.
७. महाराष्ट्र मोटार वाहन वनयमानुसार अपघातग्रस्ताने अपघात घडल्यानांतर नुकसान भरपाईचा दावा
दाखल करतेवळ
े ी सदर योजनेचा लाभ घेतला आहे ककवा नाही हे नमूद करणे व तसे घोवषत करणे
गरजेचे आहे , अशी दु न स्ती महाराष्ट्र मोटार वाहन वनयम, 1989 ( Maharashtra Motor Vehicles
Rule-1989)मध्ये आवश्यक असून सदर कायववाही गृह (पवरवहन) ववभागाकडू न करण्यात येईल.

८. सदर शासन वनणवय गृह ववभागाच्या सहमतीने व वनयोजन ववभाग अनौपचावरक सांदभव क्र. 138/1472
