• It is a term that refers to an institutional measure aimed at reshaping the current pattern of
land ownership, tenancy, and management. It entails a redistribution of land rights away
from large landowners and toward cultivators with very limited or no landholdings. It
encompasses measures and policies aimed at land redistribution, rent regulation, tenant
improvement, cooperative organization, and agricultural education, among others.

2. What is constitution ? (10 Points)

• A constitution is primarily a set of rules and principles that specify how a country should
be governed, how power should be distributed and controlled, and what citizens' rights
should be. The constitution is significant because it safeguards individual liberty. The
constitution vests citizens with power over the government. It constrains the government's
authority and establishes a system of checks and balances.
