REORGANIZATION OF THE MUNICIPAL INCIDENT COMMAND SYSTEM (MICS)
STRUCTURE, COMPOSITION AND DEFINING ITS ITEM FUNCTIONS AS AN ON-SCENE
DISASTER RESPONSE AND MANAGEMENT MECHANISM, AND IS ACTIVATED ONLY
IN RESPONSE TO DISASTERS OR EMERGENCIES AND SITUATIONS APPROACHING
CRISIS LEVEL.

WHEREAS, the new RA 10121 IRR Rule 7(h) “Philippine Disaster Risk Reduction and
Management Act of 2010” provided for the establishment of an Incident Command System
(ICS) as part of the country’s on-scene disaster response system to ensure the effective
consequence management of disasters or emergencies;

WHEREAS, the new law has restructured the roles of key players during disaster giving
local government units the capacity to manage disaster as “first responders and manage the
adverse effects of emergencies and carry out recovery activities”;

WHEREAS, in the implementation of such roles requires the structuring of an incidence


command system that will govern responses and appropriate actions for pre-disaster, during
disaster and post disaster response;

NOW THEREFORE, I Jane V. Plaza Municipal Mayor of Carmen, Surigao del Sur by virtue
of the powers vested in me by law do hereby order the REORGANIZATION OF THE
MUNICIPAL INCIDENT COMMAND SYSTEM (MICS) STRUCTURE, ITS COMPOSITION,
DEFINING ITS TEAM FUNCTIONS, which shall be the following:
Functional responsibility:

Command = overall responsibility


Operations = direct tactical actions
Planning = collects/analyse data and prepare action plan
Logistics = provide support
Finance/Administration = Cost accounting and procurement

The Operational Planning Cycle


The Incident Command System will follow the standard operational planning cycle from
incident/event, notification, initial response and assessment to planning meeting to tactics
meeting.
Incident Command Post

Incident Command Post will be located with the incident base where primary command
functions are performed or other incident facilities. The incident command post will be at
Rural Health Unit Building of the municipal government unit.

The MUNICIPAL INCIDENT COMMAND SYSTEM (MICS) STRUCTURE is shown below


and shall the following responsibilities:

Incident Commander: Mary Michelle R. Paganpan (Health)


Incident Commander: Renato A. Erlina (Fire)
Incident Commander: Ariel R. Sajulan (Insurgency)
Incident Commander: Sylvi A. Sumod-ong (Planned Event)
Incident Commander: Angel Cadeliña (Peace & Order)
Incident Commander: June E. Jaramillo (Natural Disaster)

Basic Functions of the Incident Commander

o The Incident Commander is responsible for overall management response


operations;
o Determines incident objectives and strategies. These objectives are reviewed and
new ones are identified for each Operational Period as the incident’s situation
changes;
o Establishes priorities in consultation with the staff;
o Establishes Incident Command Post (ICP);
o Establishes appropriate ICS organization based on the situation;
o Ensures planning meeting are scheduled as required;
o Approves and authorizes the implementation of the Incident Action Plan;
o Ensures that adequate safety measures are in place;
o Coordinates with key people and officials;
o Has overall authority and responsibility for conducting incident operations;
o Ensures availability of resources and will serve as link to higher authorities;
o Prepares an incident briefing using the ICS 201 Incident Briefing form facilitates
response objectives, situational awareness, resource deployment, and documents
actions during the initial response;
o Authorizes release of information to the news media;

COMMAND STAFF

Sylvi A. Sumud-ong -Public Information Officer (PIO)

o Responsible for communicating with the public and media and/or with other agencies
with incident-related information requirements;
o Conduct media briefings;
o Arrange for tours and other interviews or briefings that may be required;
o Ensure that community relation activities are effectively coordinated with other
Command and General Staff functions;
o Obtain Incident Commander’s approval for media releases.

Laury P. Lauron -Liaison Officer (LOFR)

o Be a contact point for Agency Representatives;


o Maintain a list of assisting and cooperating agencies and Agency Representatives;
o Participate in planning meetings and provide current resource status, including
limitations and capabilities of assisting agency resources.

Angelou Esmejarda-Safety Officer (SOFR)

o Participate in meetings as required;


o Identify hazardous situations associated with the incident;
o Provide safety message at operations briefing and conduct safety briefings in the
field;
o Exercise emergency authority to prevent or stop unsafe acts;
o Investigate accidents that have occurred within the incident area;
o Review and approve the medical plan;
o Conduct safety briefings;
o Accomplish the ICS Form 208 (Safe Message/Plan);
o Inform appropriate Agency Representatives of any accidents requiring follow-up
actions for their personnel.

GENERAL STAFF

Carmelito E. Valeroso- Operation Section Chief (OSC)

o Conducts operational briefings with operational staff;


o Develop operations portion of IAP and complete ICS 215 Operational Planning
Worksheet;
o Communicate and share situational information with the Planning Section;
o Determine the need for additional resources, and place requests through Logistics;
o Plan for demobilization;
o Coordinate planned activities with the Safety Officer to ensure compliance with safety
requirements, both regulatory and polic
June E. Jaramillo - Search, Rescue, and Retrieval Task Force Leader
Angel G. Cadeliña - Security, Law, and Order Task Force Leader
Jhonamie S. Manawatao - Clearing Operations Task Force Leader

Virgilio J. Bomediano- Planning Section Chief (PSC)

o Prepares the ICS Form 202;


o Collect, process, and display situation information about the incident;
o Supervise preparation of, and provide inputs into, the Incident Action Plan (IAP);
o Report any significant changes in incident status (escalating, stable, declining);
o Compile and display incident status information;
o Oversee preparation and implementation of Incident Demobilization Plan;
o Incorporate plans, (e.g., Traffic, Medical, Communications, Site Safety) into the IAP;
o Continually communicate and share information with the Operations Section.

Chris Ann R. Desaca - Resource Unit Leader (RESL)


Members: Queven P. Tisbe, Solamita Datoy

o Prepare Organization Assignment List (ICS Form 203) and Organization Chart (ICS
Form 207);
o Prepare appropriate parts of Division Assignment Lists (ICS Form 204);
o Maintain and post the current status and location of all resources;
o Work with Operations to complete Operational Planning Worksheet (ICS Form 215);
o Attend Planning and Tactics meetings;
o Work with the Logistics Section Chief to determine resources ordered.

Elvie B. Tangcaag-Situation Unit Leader (RESL)


Members: Zairha S. Pude, Joan Arniego

o Provides photographic services and maps;


o Acquire, distribute, and provide analysis of weather forecast;
o Report procedures and schedules for field operations;
o Provide weather, tidal/flow and any other current information.
Teofila G. Cabatuan- Demobilization Unit Leader
Members: Catherine Arienza, Benelyn Arado

o Review incident resource records to determine the likely size and extent of
demobilization effort;
o Identify surplus resources and probable release time;
o Evaluate logistics and transportation capabilities to support demobilization when
directed;
o Develop an Incident Demobilization Plan detailing responsibilities and release
priorities and procedures;
o Supervise execution of the Incident Demobilization Plan;
o Brief the Planning Section Chief on demobilization progress.

Keneth Dayo-Documentation Unit Leader


Members: Djoanna Saladaga, Kathleen Jay U. Orozco

o Set up work area; begin organization of incident files;


o File all official forms and reports;
o Review records for accuracy and completeness; inform appropriate units of errors or
omissions;
o Document the incident thru photos and videos;
o Store files for post-incident use.

Belinda R. Dico - Logistics Section Chief (LSC)

o Participate in IAP preparation;


o Identify service and support requirements for planned and expected operations;
o Provide input to, and review, Communications Plan, Medical Plan, and Traffic Plan;
o Coordinate and process requests for additional resources;
o Review IAP and estimate section needs for next operational period;
o Provide input to Demobilization Plan.

Support Branch

Isabelita C. Ansing- Supply Unit Leader (SPUL)


Members: Glory Jean Plaza ,Maria Rowillyn A. Mission

o Participate in Logistics Section/Support Branch planning activities;


o Provide administration and office supplies all Sections;
o Arrange for receiving ordered supplies;
o Order, receive, distribute, and store supplies and equipment, and coordinate
contracts and resource orders with the Finance Section;
o Receive and respond to requests for personnel, supplies, and equipment using the
ICS form 213;
o Maintain inventory of supplies and equipment.

Alain P. Cabanilla -Ground Support Unit Leader (GSUL)


Members: Joseph Reyes, Alejandro Kindica, Elmer Feleciano

o Develops and implements the Traffic Plan;


o Arranges and supports fueling, repair, and maintenance of ground resources;
o Maintains records and inventory of support and transportation vehicles;
o Maintain incident roads;
o Provides transportation for personnel, supplies, food, and equipment;
o Notifies the Resource Unit of status changes
Service Branch

Maria Antonette Reyes-Communication Unit Leader (COML)


Member: Ray Mark S. Mainit

o Advise on communications capabilities/limitations;


o Prepare and implement the incident Radio Communications Plan (ICS Form 205);
o Ensure the communications systems are installed and established;
o Ensure an equipment accountability system is established;
o Ensure personal portable radio equipment from cache is distributed according a radio
plan;
o Ensure equipment is tested and repaired;
o Recover equipment from relieved or released units.

Joigie Cabatuan-Food Unit Leader (FDUL)


Member/s: Gloria dela Peña, Mary Jane Cantutay, Laury P. Lauron
Community Volunteers

o Determine location of working assignment, and number and location of personnel to


be fed;
o Obtain equipment and supplies to operate food service facilities;
o Set up food preparation and serving equipment;
o Prepare menus to ensure incident personnel receive well-balanced meals;
o Ensure that potable water is available to meet all incident needs;
o Ensure that food hygiene standards are adhered to;
o Supervise caterers;
o Keep inventory of food and receive food orders.

Reno Vladimir Arreza -Medical Unit Leader (MEDL)


Member/s: Sanang Bantugan, RHU personnel

o Determine level of emergency medical activities performed prior to activation of


Medical Unit
o Prepare the Medical Plan (ICS Form 206)
o Prepare procedures for a medical emergency
o Respond to requests for medical aid from incident personnel
o Respond to requests for medical supplies
o Ensure close coordination with Safety Officer

Nathaniel G. Garas - Finance/Administrative Section Chief (FSC)


Members: MAIAS Personnel

o Attend briefing with responsible agency to gather information;


o Attend planning meetings to gather information on overall strategy;
o Manage all financial aspects;
o Secure funding source according to appropriations and authorities;
o Provide input in planning sessions on financial and cost analysis;
o Participate in all demobilization planning;
o Review all funding documents to ensure that they are prepared and completed;
o Provide finance updates for the situation report.

Marilou A. Aspril-Procurement Unit Leader (PRUL)


Members: MTO Personnel
o Over all in-charge of the procurement processes;
o Facilitate/coordinate invoice payment.
This executive Order shall take effect immediately.
