Relentless Custodial Torture in Jharkhand needs to be curbed

There has been a sharp upsurge in the cases of custodial torture in Jharkhand. Complaints of
abuse of power and torture of suspects in custody by the police and other law enforcing
agencies have been the concern of the State. Custodial crimes and torture of persons in police
custody are heinous and revolting as they reflect betrayal of custodial trust by a public
authority against the defenseless citizen, such practices violate fundamental rights and human
rights. There is a pressing need to control this malady.
An incident marked on May 1, 2021, marked police authority in question with brutality. A
50-year-old man died purportedly after police thrashed him when he was out with his wife
and younger brother during the lockdown. The deceased’s wife filed a complaint with the
Chouparan police station in this respect. The deceased’s body was transported to Hazaribagh
for a postmortem examination. The concerned authorities also assured to take an action.
However, the matter remains untouched till date. In addition, a matter was also reported, in
which the man suffers a heart attack after the custodial violence. The police authority does
not able to take an immediate action when the man was in the nascent stage of his heart
attack. The authorities does not cite a concrete reasoning for the abovementioned defense and
was seen staling from the controversy.
Taking in account much recent controversy held on August 25, 2021, the prime city Ranchi
witnessed a police cruelty on a four-year boy and his father (Deep Gupta and Sandeep Gupta
respectively). The incident took place in the Sukhdev Nagar police station. The police
authority gauge attention of the matter when the wife alleged a complaint against her
husband. Subsequently, it was reported that the accused was treated punitively in the police
custody. The matter underwent inquiry but results no action against the authorities.
In consolidation, there was also a delay by Latehar police to lodge an FIR against security
forces who allegedly shot dead a villager after accusing him of being a Maoist. The
Jharkhand Janadhikar Mahasabha has been forced to take the step as it has been three weeks
since Jiramani Devi submitted an application with the Garu police station demanding that an
FIR be registered against security forces allegedly responsible for the death of her husband
Bramhadev Singh. Later, the CID (Crime Investigation Department) took the cognizance on
the matter. However, the matter still does not yield a fruitful outcome.
I hereby intend to gauge your attention to the unlawful activities by the police authorities in
the state of Jharkhand. In pursuance, I request you to take the cognizance of the matter and
accordingly, take an adequate step to curb the violence offered by ‘custodial torture’. I look
forward to your reply and a resolution to my problem.
