Preamble
We, the pupils of Guinaban Elementary School with the help of Almighty God, believing in the
need for a better organized pupil government and in the development of the youth as future leaders of
the nation and the community I do herby promulgate and adopt this constitution and by-laws of the
Supreme Pupil Government that shall advance, implement and maintain our goals and aspiration.
Embody the ideas and principles of freedom, equality justice and democracy and promote the welfare of
all the pupils and the academic standards of our school.
ARTICLE I
General Provision
Section 1. This constitution and by-laws shall be known as the constitution and by-laws of
the Supreme Pupil Government of Guinaban Elementary School
Section 2. For the purposes of this constitution and by-laws, SPG refers to the Supreme
Pupil Government of Guinaban Elementary School
ARTICLE II
Name and Jurisdiction/Domicile
Section1. The name of the organization shall be known as the Supreme Pupil Government
Section 2. The office of the SPG shall be inside the premises of the school
ARTICLE III
Declaration of Principle and Objective
Section 1 The SPG of Guinaban Elementary School shall promote mutual understanding through
social, civic, intellectual, recreational and scientific programs and activities
ARTICLE IV
Membership
Section 1. All bonifide pupils of the school are members of the student body to whom the SPG
shall accountable.
ARTICLE V
Rights of the Pupil
Section 1. Every pupil has the right to enjoy responsible freedom of speech and expression.
Section 2. Every pupil has the right to avail of all the services offered by the SPG
Section 3. Every pupil has the right to conduct and participate in all school activities.
Section 4. Every pupil has the right to inform in all the issues and matters concerning them.
Section 5. Every pupil has the right to vote, to be nominated and be elected into office
Section 6. Every pupil has the right to represented in the different meeting and assemblies of the
school on issues affecting the welfare of the pupils.
ARTICLE VI
Duties and Obligation of Student
Section 1. Every pupil has the responsibility to observe the laws of the republic of the Philippines,
and the rules and regulation of the school at all times.
Section 2. Every pupil shall pay the SPG Development Fee as regulated and approved by the
Department of Education
Section 3. Every pupil shall support and promote the thrust and objectives of the SPG and the
school
Section 4. Every pupil shall abide the SPG constitution and by laws.
Section 5. Every pupil shall participate actively in all Deped recognized school activities and strive
for academic excellence .
Section 6. Every pupil shall exercise his/her right and do his/her responsibilities as an SPG member.
ARTICLE VII
Power and Duties of the Supreme Pupil Government( SPG)
Section 1. The SPG shall be the highest governing body of the pupils.
Section 2. The SPG shall have the following function and responsibilities:
a. Formulate and recommend programs that will address relevant issues and concern
of the pupils.
b. Plan and implement policies and program designed to protect and promote pupils
right and welfare
c. Monitor and evaluate pupils activities in the school and in the community.
d. Create committees necessary to address the needs of the pupils.
e. Make recommendation to school authorities regarding pupils matters, affair and
activities.
f. Serve as representative of the pupil in voicing the opinions, suggestion and
grievances;
g. Participate in the crafting/ formulating of the School Improvement Plan (SIP’s)
h. Act as Coordinating Council of all campus co-curricular organization;
i. Have such other power and duties as the school authorities to the pupils from time
to time grant or delegate, consistent with stated principles, objective and school
policies.
j. Spearhead all Deped mandated thrust, program and activities of the SPG, such as
not limited to anti-drug abuse, anti-smoking, anti-gambling, Brigada Eskwela,
Tutorial Services for the challenge learners and environmental programs
k. Monitor and supervise the election of Supreme Pupil Government Officers for the
succeeding school year.
l. Monitor and coordinate elections of other recognized campus co-curricular
organization;
m. Recommend to the school Head the granting, renewal or revocation of accreditation
of campus pupils organization.
n. Turn over financial assets, papers, documents, properties and other responsibilities
to the coming pupil government officers;
o. Submit financial and accomplishment report to the school authories on a monthly
basis. Yearly report must be submitted to the school authorities and the coming SPG
officers during the turnover of responsibilities
ARTICLE VIII
Composition, Election, Qualification and term of office of the SPG
Section 1. The officers of the SPG are the duly elected president, Vice-President, Secretary,
treasurer, Auditor,Public I or Grade Information officer, Peace Officer, Grade level
Chairperson or Grade Level Representative.
Section 2. The Grade Level representative shall be elected depending on the number of enrolees in
the school pursuant to DECS no.37 s/y2001.
Section 3 SPG Election shall be conducted school wide every 2 nd Saturday of June annually
Section 4 The campaign period shall not be more than5 schools days prior to the SPG Elections,
unless otherwise stipulated in an appropriate DepEd issuance.
Section 7. No residency shall require of the candidates for all SPG elective positions.
Section 8. The officer of the SPG shall hold officer for one academic year
ARTICLE IX
Duties and Function of Officers
Section 1. The President shall be the chief executive officer of the SPG. He/she shall have the following
duties.
a. Presides over all meeting and/or may designate another officer to provide for a specific
meeting.
b. Enforce this constitution and By-Laws and other regulations that may be promulgated.
c. Sign all official minutes, resolutions, correspondence and other official paper of the SPG.
d. Represent the SPG or designate his/her representative for any external or internal
affairs/functions;
e. Head the coordinating Council of School co-curricular organizations;
f. Implement SPG programs and projects
g. Create special committees, as the need arises, the chairperson of which shall be appointed
by the SPG President and;
h. Perform such other functions inherent and incidental to his/her office except for financial
matters.
