This request for Expression of Interests follows the General Procurement Notice for this
Project that appeared in United Nations Development Business (UNDB) Issue No.
OP00057061
The Government of United Republic of Tanzania has received financing from the World
Bank towards the cost of the Resilient Natural Resources Management for Tourism and
Growth Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the services”) are expected to cover three lots Lot 1 Mikumi, Lot
2 Nyerere, and Lot 3 Ruaha), although each lot will have a separate team of staff, all lots
will have only one Project manager. Other services are general setting out, quality control
and as-built drawings; the supervision services shall include conducting site meetings,
drawing up of monthly progress reports, including the status of compliance with the
Environmental and Social Management Plan, Health & Safety Management Plan (HSMP),
Sexual Exploitation and Abuse (SEA), Sexual Harassment (SH) guidelines and other plans
as stipulated in the contract document for 14 airstrips. The duration of the assignment is
expected to be fourteen (14) and twelve (12) calendar months for Construction
supervision and defect liability period respectively. The estimated level of effort is 138.00
professional staff-months.

The Tanzania National Parks (TANAPA) now invites eligible consulting firms (“Consultants”)
to indicate their interest in providing the Services. Interested Consultants should provide
information demonstrating that they have the required qualifications and relevant
experience to perform the Services. The shortlisting criteria are: (i) Experience in Similar
Assignments - successful preparation of at least 3 similar projects (by size and complexity)
in the last ten years - information to be provided should include name of assignment,
name and full contact address of the client, contract value (in equivalent US dollars) and
period (dates) of execution of assignment; (ii) Experience in Similar Conditions; and (iii)
Technical and managerial capability of the firm (Provide only the structure of the
organization, general qualifications and number of key staff. Do not provide CV of the key
staff. Experts will not be evaluated at the shortlisting stage.
Note that: The REOI for this Airstrip infrastructures supervision consulting services
is being advertised concurrently with REOI for the Buildings
infrastructure supervision consulting services and Roads infrastructure supervision
consulting services and all assignments will be executed simultaneously. Hence, a
firm shortlisted in two or three assignment to be contracted for either two or three
assignments; it must propose separate Key Experts for each assignment in both
Technical and Financial Proposals.
The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s
Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits
& Grants by World Bank Borrowers, dated January 2011, revised July 2014. (“Consultants
Guidelines”), setting forth the World Bank’s policy on conflicts of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-
consultancy to enhance their qualifications but should indicate clearly whether the
association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint
venture, all the partners in the joint venture shall be jointly and severally liable for the
entire contract, if selected. Therefore, each member of JV shall independently meet the

A Consultant will be selected in accordance with Quality and Cost Based Selection (QCBS)
method set out in the Consultant Guidelines.

their REOI via e-mail must get confirmation of the receipt of their documents from
