leaders, bureaucrats and technocrats, professional groups, religious organizations, commerce and industry,
communities and individuals are all involved. It is a decentralized, planned process that aims to enable change for
development by bringing together a variety of participants to work on connected and complementary projects. It
considers people's perceived needs, upholds the key value of community engagement, and tries to empower
individuals and organizations to take action.

audiences, creating interpectoral support, and establishing cross-professional partnerships. While many
development programs use the components of the process on a daily basis, they are often used in isolation from
one another. The goal of social mobilization as a whole is to carry out a series of activities within a wide strategic

people's active participation in the development process, from recognizing a need to execution and assessment.
Bureaucrats and technocrats must work together, as well as a broad coalition of partners from diverse non -
governmental organizations, to achieve any change-oriented development.
