HOW TO STOP LUMPSUM AND INCREASE EMPLOYMENT FOR ENGINEERS

CONSTRUCTION AND OPERATION OF ENGINEERING WORKS BYELAWS,


1987, updated in REGISTRATION POLICY-2017 GUIDELINES FOR NEW,
RENEWAL AND UPGRADATION OF CONSTRUCTORS/ OPERATORS LICENCE
w.e.f JANUARY 01, 2017.
As from BYLAWS, 1987, some paragraph are mentioned below,
2. (b) REC shall award specialization codes to applications of C-6/O-6 to C-3/O-3 category
on the basis of experience of firm & engineers employed by the firm. In case of no
experience of firm in relevant field, code shall be awarded on the basis of relevant
experience of engineer. The experience certificate issued by the firm will be provided by
engineer supported by work/project awarded to the firm.
8. Awarding Specialized Codes: i. Specialization codes will be awarded by the CEC / REC
on the basis of relevant works executed by the firm, supported by experienced engineer of 8
relevant field employed by the firm or on the basis of engineers experience on Nationally &
Internationally known projects. The experience will be certified by a company owning the
projects.
10. Verification of Engineers: Engineer’s verification will be carried out through biometric
system installed at all PEC offices. The firm will be required to submit an affidavit on
stamp paper signed by engineer and owner of the firm regarding his employment with the
firm. The verification of engineers can be made by PEC during the validity of license. On
receipt of complaints, an enquiry committee will be constituted by the
Chairman/Enrolment Committee from time to time to ascertain the presence of engineers
for execution/assurance of quality work. Engineer(s) being
Owner/Shareholder/Partner/Director of construction/operating firms will be 9 exempted
from physical/personal appearance subject to prior permission of Enrolment Committee.
15. Supervisory Certificate In order to give experience of construction industry to fresh
engineering graduates, it will be mandatory for firms of all category to employ engineer(s)
holding supervisory certificate as described in Table A and B. Engineer(s) of any discipline
holding Supervisory certificate will be accommodated by the firms of all categories to
complete PCPs. However, engineer(s) of any discipline holding Supervisory certificate will
be awarded codes of specialization like civil, mechanical, electrical and etc to firms
registered with PEC in category C-6/O-6 and C-5/O-5 to gain experience of construction
industry related projects/works. Supervisory certificate will be valid upto June 30, 2018.
Supervisory licenses will not be renewed.
In the above BYLAWS, 1987, it is justified that firm/company new registration, renewal or
upgradation will be on the basis of Engineer employment or Engineer must be
Shareholder/owner. But unfortunately 70% companies are not filling the employment
requirement of an engineer mentioned in BYLAWS, 1987 and deals with engineer on lump
sum basis involving agents/third party. Pakistan Engineering Council knows everything about
lump sum deals but they are silent spectator and not taking action or making rules to stop this
illegal sale and purchase of licenses to save engineer employment and quality work under
supervision of an Engineer.
WHAT IS LUMPSUM?
The contractors/firms/companies buy an engineer PEC Registration Card in small amount to
register/renew/upgrade his firm/company with the help of agents in market, to set the deal
between Contractor/Firm and Engineer in small lump sum amount rather than monthly salary.
DISADVANTAGES

 1 Engineer card sales means Loss of 1 job.


 Engineers do not get practical experience.
 60% dual job holders sell their cards to get some extra amount of money which
decreases the chances of employment for another engineer.
SOLUTION NO.1

 Unfortunately PEC has no basic data of engineers that either are employed,
unemployed or studying MS. As per PEC Chairman, 50 thousands engineers are
jobless but in reality 90 thousand engineers are unemployed.
The software mechanism given below is simple and easy to implement to stop Lump sum
deals and get engineer data about employment.

SOLUTION NO.2:

 Resign is the basic human right across the world but PEC has made it hard for
engineers rather they will not avail second opportunity of job in the same year if they
resign.
 If PEC make resign process easy for engineers it will stop lump sum deals. For
instance, if a contractor hire an engineer on lump sum basis and he/she resigns in few
months it will be a financial bomb for the contractors and he will take care next time.
SOLUTION NO.3

 If we strictly follow the mechanism of showing bank statement of monthly salary


then we can stop lump sum deals.
 This task has assigned to M.Ilyas but unfortunately he is not checking and observing
which promote lump sum deals.
SOLUTION NO.4

 If contractor pay our salary to PEC and PEC disperse it to engineers account, than
PEC can keep some percentage of our salary to stop lump sum deals.
