Simply said, every individual has their own desires and each of us wants
different things. Thomas Hobbes said that we are governed by these desires.
Naturally, if what we desire are different from each other, then conflicts
would surely arise. One example is if a country wants to declare war but the
other country wants peace. Since the two countries desire different
situations, it would cause misunderstandings and a heated argument between
the two parties involved.
