Webinar series organized by the Interim National Peace and


Order Council Secretariat in connection with the celebration of the
National Peace Consciousness Month and the 30th Anniversary of
the Local Government Code
NATIONAL PEACE AND ORDER COUNCIL SECRETARIAT LECTURE SERIES CONCEPT NOTE

I. RATIONALE

Section 5 of the 1987 Philippine Constitution stipulates that the maintenance of


peace and order, the protection of life, liberty and property, and the promotion of the
general welfare are essential for the enjoyment by all the people of the blessings of
democracy. Further, Section 11 provides that the State values the dignity of every human
person and guarantees full respect for human rights.

Republic Act No. 7160 or the Local Government Code of 1991 particularly, Section
16 mandates all local government units to ensure and maintain peace and order within
their respective areas of jurisdiction, among other concerns. In addition, Section 116
thereof states that a Peace and Order Council (POC) shall be established in every
Province, City, and Municipality.

The National Peace and Order Council (NPOC) was bolstered by virtue of
Executive Order No. 773, also known as Further Reorganizing the Peace and Order
Council which stipulates that the NPOC shall contribute to the strategies of the National
Security Council that would effectively respond to peace and order problems, coordinate
and monitor peace and order plans, and provide a forum for inter-disciplinary dialogue
and deliberation of major issues and problems affecting peace and order.

It is widely acknowledged that peace engenders and enables development which,


in turn, nurtures and ensures an enduring and assuring peace, and that a committed and
sustained cross-functional collaboration in government with the citizenry is highly
essential towards this end. This is the impetus behind the conduct of the Lecture Series
on Peace and Local Government in solidarity with the celebration of the National Peace
Consciousness Month on September and the 30th Anniversary of the Local Government
Code on October.

The Interim NPOC Secretariat deemed it significant to conduct the Lecture Series
using the Zoom teleconferencing application for the 1,715 Provincial, City, and Municipal
POCs and the 17 Regional POCs with their respective Secretariats. Aside from this, the
public will also have the opportunity to take part in some of the lectures through Facebook
live.

II. GENERAL OBJECTIVES

The Lecture Series aims to bring significant information on the concept of peace
and the elements of local government operations from the lenses of the national
government agencies, the local government units, the civil society organizations, and the

academe for joint learning, information sharing, and exploration of collaboration points in
terms of peace initiatives and other best practices.
Specifically, it also aims to further develop the capacities of all the Peace and
Order Councils nationwide and their Secretariats concerning the following topics:

• Government and Civil Society Peacebuilding


• Civil Society Peace Efforts in BARMM
• Conflict Resolution
• Youth, Peace and Security
• Women, Peace and Security
• Local Government Units’ Best Practices
• Project Management
• Technical Writing
• Document Handling

It is anticipated that after the Lecture Series, the POC Secretariats will be able to
the apply their learnings in the provision of technical assistance to the Council and in the
crafting of their respective Peace and Order and Public Safety (POPS) Plans.

Additionally, it is also expected that the Lecture Series will be able to raise the
awareness and influence the attitude of the attendees concerning the concept of peace
which is applicable not just on the performance of their duty as part of the POC but also
on their career as a civil servant.

III. INDICATIVE SCHEDULE AND TARGET AUDIENCE

In accordance with the celebration of the National Peace Consciousness Month


on September, the topics will be opened to the public through the Facebook page of the

TOPICS DESCRIPTIONS
Government This area will provide principles, guidance, and updates undertaken
Peacebuilding by the Office of the Presidential Adviser on the Peace Process
(OPAPP) concerning their mandate to oversee, coordinate, and
integrate the implementation of the comprehensive peace process in
the country. The lecture will cover the following topics:

• Six-Point Peace and Development Agenda


• Efforts on National Action Plan on Women, Peace and Security
(NAP WPS) Mainstreaming
• National Action Plan on Youth, Peace and Security (NAP YPS)
Formulation
• Conflict-Sensitive and Peace Promoting Approaches (CSPP)

Civil Society This area will cover the range of programs undertaken by The Asia
Peacebuilding Foundation in Asia specifically, the Philippines, including, but not
limited to, the following:

• Approaches to conflict prevention and peacebuilding


• Characteristics, modalities, and effectiveness of Asian
peacebuilding support
• CSOs’ challenges for peacebuilding efforts
• Peacebuilding initiatives of the civil society
• Multisectoral collaborations for peacebuilding
• Undertaking advocacy and policy works geared towards
peacebuilding
• Peacebuilding best practices

Civil Society This area will cover the peace initiatives of the Nagdilaab Foundation,
Peace Efforts Inc. in the Bangsamoro Autonomous Region in Muslim Mindanao
in BARMM (BARMM) including the following projects and activities:

• Prevention Against Violent Extremism (PAVE) Program


• Bantay Bayanihan sa Kapayapaan
• Collaborating with the local Peace and Order Council

Conflict This area will cover action points on regulating conflict and reducing

Youth, Peace In support for the crafting of the National Action Plan on Youth, Peace

Presidential Adviser on the Peace Process (OPAPP), this area may

• Theoretical dimensions and approaches for the YPS


• United Nations Security Council Resolution (UNSCR) 2250
adopted on December 9, 2015 on YPS
• Academe’s participation and contribution on the formulation
of the NAP YPS
• Recommendations for the crafting of NAP YPS
• Suggestions on the localization of the NAP YPS
• Youth, Peace and Security best practices

Women, This area will tackle the lessons learned on the crafting and
