Republic of the Philippines CITY OF PARANAQUE Office of te City Mayor EXECUTIVE ORDER NO, 2020-032 Series of 2020 AN ORDER EXTENDING THE PERIOD OF SUSPENSION OF ALL LICENSES/PERMITS TO SELL AND/OR TO SERVE LIQUOR AND OTHER INTOXICATING AND ALCOHOLIC BEVERAGES IN LIGHT OF THE EXTENSION OF THE ENHANCED COMMUNITY QUARANTINE IN METRO MANILA. WHEREAS, sale of liquor by business establishments in the City of Paranaque is a privilege granted under Paranaque City Ordinance No. 09-02 or An Ordinance Levying a Liquor License on Businesses that Manufacture, Distribute, Sell, and Serve Alcoholic Drinks Within the City of Paranaque, and prescribing, the rates thereof; WHEREAS, the office of the City Mayor is authorized, under the said city ordinance to suspend a liquor license and any special permit with just cause while giving the Business Permits and Licensing Office (BPLO) the authority to recommend such suspension; WHEREAS, Executive Order No, 2020-24, Series of 2020 or AN ORDER SUSPENDING ALI, LICENSES/PERMITS TO SELL AND/OR TO SERVE LIQUOR AND OTHER INTOXICATING AND ALCOHOLIC BEVERAGES AMID THE IMPOSED ENHANCED COMMUNITY QUARANTINE BROUGHT ABOUT BY THE CONTAGION OF COVID-19 was signed on 21 March 2020 in light Presidential Proclamation No, 929 declaring a State of Calamity throughout the Philippines due to Corona Virus Disease 2019 (COVID-19); WHEREAS, upon recommendation of the Inter-Agency Task Force on Emerging, and Infectious Disease, the Enhanced Community Quarantine (ECQ) in Metro Manila was extended until 15 May 2020; WHEREAS, in view thereof, there is a need to extend the period of suspension of Permit to Sell and Service Liquor to coincide with the period of Enhanced Community Quarantine in the City of Paranaque asa measure of implementing STRINGENT SOCIAL DISTANCING to deter the spread of COVID-19 contagion, NOW THEREFORE, |, EDWIN L. OLIVAREZ, City Mayor, by virtue of the powers vested to me by law, do hereby order: SECTION 1, Suspension of Permit to Sell and Serve Liquor. - That all liquor permits allowing business establishments to sell and/or serve liquor, and other intoxicating and alcoholic beverages in the City of Paranaque shall remain SUSPENDED,SECTION 2. Duration of Suspension. - That the suspension shall remain in effect until 15 May 2020 uniess the Enhanced Community Quarantine is cartier lifted or revoked of otherwise further extended, And In case the ECQ is further extended, the suspension of permit to sell and serve liquor as herein ordered shall remain in effect until the expiration of such extension and thenceforth, SECTION 3. Covered establishments - All establishments including but not limited to convenience stores, sari stores, restaurants, groceries, and supermarkets and all other establishments issued with liquor permits, SECTION 4, Extent of suspension - Only permits for selling/retailing and serving liquor, and other intoxicating and alcoholic drinks are suspended by virtue of this Order: SECTION 5, Regulation and Inspection. - The BPLO, Barangays, and the PNP. are tasked to enforce this Order. SECTION 6. Sanctions. - Any and all penalties and sanctions under City Ordinance No, 09-02 and City Ordinance No, 19-29 as amended shall be imposed on all who are found violating this Order.
