Diplomacy and Foreign Policy

Introduction

International relations makes diplomacy an important part of relations between


countries. Diplomacy helps to bring interests. With the advent of globalization, today's
diplomacy has changed a little which originally brought other interests including politics,
economy, culture, and ideology. The practice of international cooperation, cultural
transitions, export-import policies, migration of residents, other students and others are
examples of shifting diplomatic objectives previously discussed by the interests of national
security.

Diplomacy

Diplomacy comes from the Greek word "diploun" which means "to fold". During the
Roman Empire the passports used consisted of paper printed on double metal plates put
together in a unique manner called "diploma". With more and more collaboration with ethnic
groups, the more immigrants enter Rome, the return documents will become increasingly
piling up. From there the imperial side thought there must be someone who became a Roman
representative in other ethnic groups. From this story the longer, the word "diplomacy" was
called by the management of international relations. Anyone who is deemed approved as a
diplomat1.

According to experts, diplomacy has the meaning of art or negotiation skills to get an
agreement or maintain an agreement that previously prioritized the interests of his country.
Because when conducting diplomacy a diplomat always puts forward the interests of his
country, the negotiations carried out must be in line with the country's foreign policy. As
someone who represents his country, then a diplomat is required to have to understand about
the latest issues and think about what actions should be taken.

The state as an international actor has the rights and obligations in living life as an
international community. Automatically each country has their respective interests to protect
and improve the quality of the country. Whereas foreign policy is strategies taken by the
government in determining their actions in the international world 2. Meanwhile according to
K.J. Holsti, foreign policy is an action or idea designed to solve a problem or make a change
in an environment3. The form of international policy can be in the form of international
cooperation, the state's response to an issue and the statement of the head of state.

Conclusion

In the international world, diplomacy is used to establish relations with other


countries. Whereas foreign policy is carried out by a country based on the security and
welfare of the country. Therefore Foreign Policy and Diplomacy are indeed inseparable in
their application. Both have in common to bring national interests to international level. Even
when conducting diplomacy, the interests they bring are foreign policy in responding to
certain issues.

Whereas in the current era of globalization, the interests of the country are becoming
increasingly diverse. Issues that were not previously discussed in international studies are
now a new challenge for a diplomat. In addition to new issues, the development of
technology also becomes an easiness to conduct diplomacy without having to meet directly.
This has reduced diplomacy as a state actor to negotiate in other countries.
