2. DURING APRIL 18 CALL ON PRIME MINISTER, I TOLD HIM THAT
THE PRESIDENT HAD ASKED ME TO SEND HIS WARM PERSONAL GREETINGS
AND TO CONVEY HIS ADMIRATION FOR ANDREOTTI'S STEWARDSHIP DURING
THIS DIFFICULT TIME FOR ITALY.
2. I WENT ON TO SAY THAT AS A RESULT OF MY CONSULTATIONS WITH
THE PRESIDENT, SECRETARY OF STATE AND DR. BRZEZINSKI, I COULD
REPORT THAT THERE WAS NO CHANGE IN US POLICY TOWARDS ITALY.
SINCE WE BELEIVED THAT OUR VIEW ON THE PARTICIPATION OF

COMMUNIST PARTIES IN ALLIED GOVERNMENTS WAS SUFFICIENTLY

UNDERSTOOD, AND ORDER TO AVOID BOTH INTERFERING IN INTERNAL
POLITICAL EVENTS AND THE APPEARANCE THEREOF, WE WOULD NOT
REPEAT INDICATED HE UNDERSTOOD BUT DID NOT RESPOND.
4. I ALSO TOLD ANDREOTTI THAT WHILE IN WASHINGTON I
HAD EMPHASIZED THE IMPORTANCE OF PROTECTING THE
CONFIDENTIALITY OF DIPLOMATIC SOURCES AND OUR

COMMUNICATIONS. I SAID THAT THE U.S. GOVERNMENT WAS

TAKING MEASURES TO UPGRADE ITS SECURITY IN THIS RESPECT
AND THAT WE HOPED THAT THERE WOULD BE NO LASTING EFFECTS
OF THE QUOTE PERRONE AFFAIR UNQUOTE ON THE RELATIONS
BETWEEN OUR INTELLIGENCE SERVICES. ANDREOTTI SEEMED
VERY PLEASED--AND EVEN SOMEWHAT RELIEVED THAT WE WERE
TAKING THE PROBLEM OF LEAKS SERIOUSLY. COMMENT: I
