02:00 - Followed up on $10,000 pledge offer from Samoa. Contacted Charge' Tim Harley regarding the MFA's
. current plans for this money and how to follow up with cable (since' believe they're passed through Wellington).
There was no record of this offer on the regional offers document. Added entry. Will need to transmit an
acceptance cable to GOS.

07:10 - Received Phnom Penh 1539 in which King Norodom Sihamoni conveyed to Charge and USAID Mission
Director his profound condolences and those of King Father Norodom Sihanouk and Queen Mother Monineath for
the destruction, suffering, and loss of life caused by Hurricane Katrina. King Sihamoni then offered a cash
donation of $20,000 on behalf of himself and his parents the King Father and Queen Mother to support the victims
and recovery efforts. Charge accepted the donation in principle. Updated to matrix in TF 3

'08:15 - Forwarded Korean Foreign Ministry Request for USG or Katrina Fund delegation to officially receive GOK
assistance arriving in DFW airport on September 15 via Korean Mil Air to Robert Armstrong and Region VI

2300 Call from Brett Blackshaw in Tokyo and email looking for confinnation from NORTHCOM that they are
aware of Japanese offers of relief teams. Need to find out if they know about offers and if decision has been made
on acceptance. Acceptance is politically important to the GOJ. Blackshaw noted that Brig. General Allen may also
be involved in this decision. Have reached out to NORTCOM - not to Allen yet.

2245 Received OK to accept 10 tons of tarps, diapers, 5 tons of cleaning' supplies from ROK. Conveyed to post
via cable STATE XXX. Other assistance declined at this time. Received phone call from Dan Larsen in Seoul and
oonveyedinfo. '

18:00 Received diplomatic note from Australia with instructions on human remains. The task force is currently
clearing ga circular that will go to all diplomatic missions regarding the identifiCation and disposition of remains,
which should serve to answer the Australian requests in the dipnote. Kaye faxed the dipnoet to the Austrialia
Desk for their info. '

17:72 Spoke with Scott Marciel. Confirmed Thailand is bringing blankets and rice on flight to Little Rock. Advised
Scott to contact OFDA RMC (703-526-2210) to obtain contact at Little Rock AFB to arrange for Thai officials to
arrive at base in advance of the flight. '

17:30Confinned with Kevin Olybrish that the Cambodia $20,000 donation was presented to Embassy Phnom
Penh.

17:25 Confinned with Wendell Albright that Japan donations from Florida are currently at $300,000. Any future
donations will require an additional cable accepting donations and thanking Japan.

1700 Kaye spoke with Lynette Chang from Singapore Embassy (202-465-3380) who clarified that Singapore had
donated the use of 4 helicopters and a total of 41 personnel in the Katrina affected area. The helicopters and
personnel had been stationed in Texas at a National guard facility for long-term training. All four helicopters are
presently deployed and in use, according to Chang. She said that the first three helicopters arrived on 9/1 and the
fourth arrived on 9/4. She asked that press info be corrected. We've updated the matrix to reflect the correct info
(4 vs 3.)

1630 passed to Malaysia desk - matt cenzer-contact info for Julie reynes, ARC reynesj@us8;redcross.org. Matt
talked to Julie reynes and put her in contact with the Malaysian embassy. Malaysian fin hamid will be in DC on
9/26 and the Malaysia desk is attempting to arrange an opp for him to present malaysia's donation to the
president of the ARC or other suitable senior red cross official. .

1530 The Japanese diplomat seeking access to New Orleans thai was stopped by the National guard was
allowed access. Note from Amba Sullivan - Consular access: we ran into a new problem thoday with a Japanese
consular visit to NO in which we had notified state police, but nat't guard and NOPD blocked their entry, indicating
a heightened level of local authority/capacity. After some delay DS was able to facilitate' entry.

-Now, trying to find POC at Little Rock AFB to act as liaison with Thai officials who will be there betorehand
-Melanie Higgins (7-0036) is Thailand Desk Officer.

Republic of Korea
-A much more frustrating situation.
-Still no word from OFDA/ FEMA on shipment.
-Embassy Seoul worries about effect on bilateral relationship (see seoul 4091). With EAP/K's help, we've drafted
a paragraph for Task Force Chair to include in memo for S conversation with DHS Secretary Chertoff. (See below
for text.)

Japan
-Most goods in storage in FL are being transferred to American Red Cross.
- The Japanese have also gotten clearance from FEMA to give generators, also in FL, to the State of Mississippi.
-The only things remaining in storage are water supplies. '
-No word yet on offer of JDF epidemic control personnel.
-A Japanese diplomat trying to enter New Orleans has been stopped by Nat. Guard (see below).

Singapore
-Correction needed to press reports re: donated helicopters.

Malaysia
~EAP/J (Wendell Albright) believes they have a better contact at the American Red Cross. If he is able to come
up with some names, please pass them on to Malaysia Desk Officer.

Call from Joe Bookbinder of State's Foreign Press Center (202-504-6554) concerning a call from the Singapore
Press Attache, Lynette Chang ~ ~ Ms. Chang wants to correct an error in our press release detailing B(j
foreign offers of assistance. Accormng to MS. hang, Singapore has offered four helicopters, not three.

Received following from EAPIK, which I gave to Task Force Coordinator for inclusion in memo to S for her
conversation with Chertoff:

The South Korean government, stung by accusations late last year that it had responded slowly to the
Tsunami, has been touting its rapid response. with full engagement by the Prime Minister, to the .
devastation wrought by Hurricane Katrina. They have offered $30m in assistance, inclUding 100 tons of
in-kind assistance, to be delivered rapidly. Unfortunately, as we have postponed their in-kind assistance
and the Korean public has witnessed neighboring countries delivering assistance (not entirely accurate or
fair), the public perception is growing again that the government has managed confirm Korea's weak self-
image and is relegated to being a second-tier ally of the U.S. The Korean in-kind offer is based directly on
our original guidance of what was needed and they are prepared to deliver it on Sep. 15 to Little Rock
AFB. The Desk and Embassy Seoul will endeavor to strip out the food portion in the Korean offer, if
FEMA can be persuaded to accept the rest of the material. The Koreans need a clear indication that it will
be accepted both to plan and to allow the government to fulfill its commitment to assist the U.S. in time of
need. The Secretary will meet with FM Ban on Sep 16 in New York on the margins of UNGA.

Received call from Japanese consular officer who is trying to get access to New Orleans. LA national guard is
apparently not permitting him to enter, despite receiving authorization from Amb. Sullivan. I asked the official if he
had also coordinated with the LA'State Police, but was cut off before he could answer. He had not given his
name.

Called Ms. Lester back with information about the Thai team that is traveling with the PM's plane (see below). She
then asked how future offers of forensic assistance should be handled. After speaking with Task Force head, I
told Ms. Lester that while no guidance has been sent to our embassies, we are asking that such offers be put on
hold, for now. Future offers of forensic assistance from foreign governments can be addressed to the Task Force,
or - if they want something more formal- to S and through her staff, to us.

Spoke with OFDA rep re: Thai and Korean offer. No word from FEMA. They are still "considering" the offers,
according to he OFDA rep, but don't really want such in-kind contributions. Related the news to an
understandably frustrated Andrew Hyde at the Korea Desk. Things look better for the Thai rice offer, which likely
will go through. The sticking point now, according to PM rep, is that the Thais would like two officials to go to Little
Rock AFB to be there for receipt of shipment, but no-word who the POC would be. Have contacted North Com for
more information.

There Is a possibility that the Department may ask Amb. Charles Ray to travel to Dallas to accept the donation on behalf of

Today His Majesty King Norodom Sihamoni offered a personal


contribution on behalf of himself and his parents, King Father
Norodom Sihanouk and Queen Mother Monineath Sihanouk, to the
relief efforts for the victims of Hurricane Katrina in the U.S. In
accepting this generous donation, Charge d'Affaires of the U.S.
Embassy in Phnom Penh, Mr. Mark C. Storella, expressed the heartfelt
gratitude of the U.S.· government and the American people for His
Majesty's noble gesture. His Majesty's donation follows on the heels
of the $20,000' donation that the Royal Government of Cambodia
made on Friday. Even more than this important material support, we
appreciate the goodwill and friendship that these donations represent.
The American people have a long tradition of extending a hand to

See, this is weird - the cable I list on the sheet is the response to the King's donation,
as well as "Cambodia's" in the cable text. It's -strange that you've responded to a
tasker for the national gavt offer but not to the King~ but the only cable I can find is
one responding to the King, not the national govt: Feh.

Phnom Penh 1539 (dated September 13) states that the RGC donation was credited per
instructions. This donation should be marked as "received." Per taksing, we sent a
response up to the Line on September 14.

In addition to the RGC contribution, the King (Narodom Sihamoni) presented $20,000 in cash
(Phnom Penh 1539). I will clarify with post whether this amount has now been deposited.
I have not yet seen a tasker for a response on this offer.
