1. What isthe pilot bar examinations?
For the 2021 Bar Examinations, the Supreme Court ofthe Philippines, through
‘the Office of tha Bar Chairperson, is institting amajor reform onthe modality
of test administration: from traditional handvriten testing to a computer
based testing system. Further, the Supreme Cour is cognizant that the 2021
‘Bar Examinations will be conducted during a global pandemie, which requires
redistributing thousands of anticipated exam-takers to more testing sites in
compliance with national and local health dicetives.
To ensure the safe and successful conduct of the 2021 Bar Examinations, the
Office ofthe Bar Chairperson will administer the Pilot Bar Examination, @
controlled simulation of the proposed reforms for the 2021 Bar Examinations

testing system and the feasibility of holding simultaneous synchronized
‘examinations in separate locations using the computer-based testing system,

protocols to ensure the safety of all relevant stakeholders under pandemic
situations.

Supreme Court offices, primarily the Office of the Bar Confidant and the
Management Information Systems Office, with the cooperation of the
Philippine Association of Law Schools, the Asia Foundation, and ExamSof,
Inc.

As the Pilot Bar is a controlled simulation, it will generally follow the
‘traditional schedule of one Sunday of the Bar Examinations: a first exam
covering one subject in the morning, from 8:00 A.M. to 12:00 N.N. and a
second exam covering another subject inthe afternoon fom 2:00 P.M. 0 6:00
P.M. Forthe Pilot Bar, the momning exam wll cover Political and International
Law; and the afternoon exam will cover Criminal Lav. Further, although
participation in and results ofthe Pilot Bar shall in no way affect or give undue
advantage to the participants all attendees are strictly enjoined to follow the
tues of conduct thatthe Office of the Bar Chairperson will impose for the
Pilot Bar Examinations,

The morning exam from 8:00 A.M, to 12:00 NN. will cover Politieal and
International Law. The afteroon exam from 2:00 P.M. to 6:00 PM. will
‘cover Criminal Law.

‘The Philippine Association of Law Schools has furnished alist othe Office
of the Bar Chair of qualified pilot bar participants. Only the participants
‘qualified by the Philippine Association of Law Schools and their respe
law schools may participate in the Pilot Bar.
6 Tam a qualified pilot bar participant. How do I register forthe pilot bar?
Qualified pilot bar participants must register forthe Pilot Bar using the Online
Application System. Instructions will be provided to the participants
separately via e-mail,
Persons not qualified to take the Pilot Bar are stictly prohibited ffom
registering for the Pilot Bar. Violators of this rule will be subject to
disciplinary action, which may negatively affect any petition to take the Bat
Examinations that they may file inthe future
Registration using the Online Application System requires a valid e-mail
addres, Since confidential and personal information will be sent through &-

7. What are the documentary requirements 10 be submitted for my pilot bar
‘pplication?
‘The following documents must be submitted to succesfully register for the
Pil Bar:
1) Petition to take the 2021 Bar Examinations (completed and signed)
For the purpose of the Pilot Bar, the Petition need not be
notarized
2) 2in. by 2 in. photo

printed with a nameplate;

= Taken within 6 months prior to uploading
3) Certification from the dean ofthe partcfpant's law school confiming
the participant's qualification to take the Pilot Bar
4) Birth certificate issued by the Philippine Statistics Authority, oF (forthe
purpose ofthe Pilot Bar ony) a seanned copy ofthe information and
Signature pages of valid passport. Participants should ensure that the
‘name they registred with on the Online Application System matches
the name in the birt certificate or passport; and

Since the Online Applicaton System is digital, all documentary requirements
‘must be in Portable Document Format (PDF). ‘The photograph must bein an
‘mage format readable by the Online Applicaton System.
8 Is there afee to register forthe Pilot Bar?
‘The applicant shall be requited to deposit One Hundred Pesos (Php 100.00)

Payment must be made through an overthe-counter deposit with the Land
Bank of the Philippines. No other mode of payment shall be accepted forthe
Pilot Bar. Payment instructions will be provided through the Online
Application System.
‘After the Pilot Bar, the participants may have the fee reimbursed. They are
thus advised to keep the deposit slips afer payment
9. How will I know if my application was successful?
‘Suocessful registrants will receive an e-mail communication ftom the Office
of the Bar Confidant confirming their registration. The e-mail will contain
thei Notice oF Admission and ar Permit; Undertaking to Abide by the Rules
‘of Conduct forthe Pilot Bar Examinations; and instructions to register forthe
computer-based testing system, ExamSof
