The World Health Organization (WHO)
is a specialized agency of the United
Nations (UN) that is concerned with
international public health. It was
established on 7 April 1948, with
headquarters in Geneva, Switzerland. Its
predecessor, the Health Organization, was
an agency of the League of Nations. The
constitution of the World Health
Organization had been signed by all 61 countries of the United Nations by 22
July 1946, with the first meeting of the World Health Assembly finishing on 24
July 1948

Since its creation, WHO has been responsible for playing a leading role in
smallpox eradication, which is an acute, highly infectious, often fatal disease
caused by a poxvirus. Its current priorities include:

 Communicable diseases, in particular, Coronavirus, HIV/AIDS, malaria, and

tuberculosis;
 The mitigation of the effects of non-communicable diseases such as cancer and
heart disease;
 Sexual and reproductive health, development, and aging;
 Nutrition, food security, and healthy eating;
 Substance abuse.

WHO also drives the development of reporting, publications, and networking. It is

responsible for the World Health Report, a leading international publication on

6.Explain the following statement “All persons deprived of their liberty shall be treated with
humanity and with respect ” in 150 words using specific reasons and examples to support
your answer. (20p)

First of all, I would like to start with the definition of a person deprived of liberty. The person
deprived of liberty is the person sentenced to imprisonment or life imprisonment, pre-trial
detention, as well as to the one sanctioned with the educational measure of the detainees in a re-
education center. Starting with the statement “All persons deprived of their liberty shall be
treated with humanity and with respect” I can say that I do not totally agree with this statement.
Once a person deprived of liberty has committed a crime and is behind bars, all humanity and
respect for those around him are lost inside him. Its interior turns into chaos, where only evil and
hatred predominate. It is very rare for people to have the power to overcome this evil, in order to
overcome it they need strength of character and, lastly, the desire to do it. From all of the above a
question came to my mind “ Why should we respect them, but they should not respect us?”
First of all, we deserve to be respected because we only bring benefits to the state for example
the state is based on the backs of free people, we free people bring taxes to the state, we work for
the benefit of the state. An inmate only brings expenses to the state. The expenses reach up to
several thousand lei for food, maintenance, medical insurance. I know a good example, an
acquaintance worked at the company "Franzeluta" where he delivered bread for detainees, the
most painful thing is that detainees are given only fresh bread, if there is bread from detainees is
distributed through stores.
In prisons they just rest, they don't work, they feel like a sanatorium. Most detainees, after
release, commit another crime to return to prison. In conclusion, I want to say that it is not worth
to respect them. Until they got behind bars they were aware of what they were doing and what
the consequences would be
