1. GENERAL INFORMATION
1.1. Project Overview
Reports Compliance Monitoring System (RCMS) is a web-based application that
will facilitate the submission and monitoring of the policy compliance reports coming
from the field offices. It also provides graphical user interface that: (i) generates reports
on a particular level, (ii) sets frequencies such as monthly, quarterly, semestral and
annual; and (iii) provides deadline for each frequencies. The reports generated by the
application system will be consolidated and analyzed for easy access by the top
management and oversight agencies. It is designed particularly for the needs and
context of Planning Service in the Department.

1.2. System Overview


1.2.1 Reports Compliance Monitoring System
It is web application system that envisioned to facilitate the storage,
management and tracking of all policy compliance reports in the Department.

1.2.2 System Features


 Report Management. It facilitates the process of creating, submission,
validating and approving the policy compliance reports.
 Policy Compliance Report Monitoring. The system provides a feature that
can easily monitor the status of every compliance in LGU.
 Report Tracking. It facilitates the tracking of reports complied by the LGU
to record and track any actions that have been made.
 System Generated Report Facility. The application can generate standard
or customized reports.
 Graphical Representation. Dashboard that quickly shows the statistics and
status of the reports.

1.2.3 User Roles


 Super Administrator
- Has overall control in the system.
 Administrator
- The user who monitor the policy compliance reports and has limited
control in the system.
 Regional User
- The user who approves the policy compliance report in the regional
level.
 Provincial User
- The user who can validate the submitted policy compliance reports in the
provincial level.
 City/Municipality User
- The user who can submit the policy compliance report in the
city/municipality level.

1.3. Acronyms and Abbreviations


 DILG - Department of the Interior and Local Government
It is the executive department of the Philippine government responsible for
promoting peace and order, ensuring public safety and strengthening local
government capability aimed towards the effective delivery of basic services to the
citizenry.
 RCMS - Reports Compliance Monitoring System
It is web application that facilitates the storage, management and tracking of all
policy compliance reports throughout the Department.

2. GETTING STARTED

2.1. Sign in and Sign up

To start using the application, you should log-in first. Open your web browser,

and type “https://rcm.dilg.gov.ph” to the address bar and the log-in page of the DILG

Intranet will be displayed (Figure 1).

Dashboard menu was included in the administrator navigation pane as shown in
Figure 3 number 1. Click the “DASHBOARD” menu to display the statistics and
status of the policy compliance reports through charts and graphs as shown in the

a. To view the list of reports, click the menu for “REPORT” as shown in the figure
14 number 1.
b. To search a report, click the panel for “ADVANCED SEARCHING”. The search
form will display, enter or select the field and click the “SEARCH” button to
display the results.
c. To create a new report, click the “CREATE” button as shown in the figure 15.
The form for creating a report will display as shown in the figure 16.
d. After saving the report, the report details will display as shown in the figure 17.
e. To update a report, click the “UPDATE” button in the figure 17.

i. To add a requirement in a report, click the tab for requirements and the “ADD
REQUIREMENT” button of the as shown in the figure 20.
j. A form will display to add a requirement. Update the requirement details and

3.1.3.2 Deadline
To display the list of deadline for the report submission click the submenu
“DEADLINE” in the report management as shown in the figure 14 number 2. The
list of deadlines is shown in the figure 22.

To display the list of requirements for the report submission click the submenu
“REQUIREMENTS” in the report management as shown in the figure 14 number

3.1.3.4 Options
To display the list of options for the report submission click the submenu
“OPTIONS” in the report management as shown in the figure 14 number 4. The

a. To view the list for the status of policy compliance reports, click the
submenu for “STATUS” under policy compliance menu as shown in the
figure 25 number 1. The list of status will display as shown in the figure 26.

b. To search a record, enter or select a field in the search area. The results of
the searched data will display.
c. To view the report details, click the “VIEW” button on the left side of the
record.

a. To display the list of policy compliance reports, click the submenu for
“COMPLIED” under policy compliance menu as shown in the figure 25

a. To display the list of the submitted reports, click the submenu for
“SUBMITTED” under policy compliance menu as shown in the figure
25 number 3. The list of complied reports will be displayed as shown in
the figure 29.

a. To display the list of the validated reports, click the submenu for
“VALIDATED” under policy compliance menu as shown in the figure
25 number 4. The list of validated reports will be displayed as shown in
the figure 31.
b. To search a report, click the advanced search panel. Enter or select a field
and click the search button to display the results.
c. To view the details, click the “VIEW” button of the selected record.

3.1.4.5 Approved
a. To display the list of the approved reports, click the submenu for
“APPROVED” under policy compliance menu as shown in the figure 25
number 5. The list of approved reports will be displayed as shown in the
figure 32.

a. To display the list of the returned reports, click the submenu for
“RETURNED” under policy compliance menu as shown in the figure 25

c. To view the details, click the “VIEW” button of the selected record.

a. To view the list policy and legal basis, click the submenu for “POLICY”
under maintenance menu as shown in the figure 34 number 1. The list of

3.1.6 Report Tracking


One of the features of the system is the report tracking which the user can
monitor the actions made in the report. The system can tracks and monitors the
current status of the reports. It also shows the statistics of the tracked reports by
status.
a. List of Tracked Reports
 To display the list of tracked reports, click the “REPORT
TRACKING” menu as shown in the figure 3 number 5. It will display
the policy title, actions, sources, name of the user who made the action,
date, and the status of the tracked reports as shown in the figure 45.

b. Latest Tracked Reports


 To display the list of latest tracked reports, click the “LATEST” button
as shown in the figure 45.
 It will display the list of latest tracked reports as shown in the figure
48.
 To search a policy compliance report, click the advanced searching
panel. Enter or select a field and click the search button to display the
search results.
 To view the detailed information of the tracked report, click the
“VIEW” button of the selected record.

c. Statistics
 To display the statistics of the tracked reports, click the

 To display the list of policy compliance reports by frequency and level,
click the submenu for “FREQUENCY MONITORING” under the report
menu as shown in the figure 50 number 1.

b. Policy Compliance Reports by Requirements


 To display the list of policy compliance reports by requirements, click the
submenu for “BY REQUIREMENTS” under the report menu as shown in
the figure 50 number 2.
 The list of policy compliance reports will display as shown in figure 53.
 To search a report, select a report and wait to show the results.
 To view the summary of numeric fields in the selected report, click the
“BY NUMERIC” button.
 To view the summary of selection fields in the selected report, click the
“BY SELECTION” button.

c. Policy Compliance Reports By Level and Source


 To display the list of policy compliance reports by level and source, click
the submenu for “BY LEVEL AND SOURCE” under the report menu as
shown in the figure 50 number 3.
 The list of policy compliance reports will display as shown in figure 56.
 To search a report, select a level and the source by region, province and
city/municipality then click the search button.
 Click the view button to display the status of each reports by frequency as
shown in the figure 57.

d. Non Compliance Reports


 To display the list of noncompliance reports, click the submenu for
“NONCOMPLIANCE” under the report menu as shown in the figure 50
number 4.
 The list of noncompliance reports will display as shown in figure 58.
 To search a report, select a report title, level, frequency or year then click
the search button.
 Click the view button to display the noncompliance reports by level and
source as shown in the figure 59.
 In figure 59, search a level, frequency or LGU the click the search button.
 Click the view button in the selected record to display the status of policy
compliance reports.

3.2.1. Dashboard
The dashboard of the Reports Compliance Monitoring System is depend on
the roles of the user such as regional, provincial and city/municipality user. To
view the dashboard, click the menu for “DASHBOARD” in the navigation
menu as shown in the figure 61 number 1.

 Regional Level
In the dashboard of regional level, it shows the number of submitted, for
revision, validated and approved reports in the region. It has a regional
statistics of policy compliance reports by status per provinces in the region.
A statistics panel by status is also included in dashboard. It has also a
monthly statistics of policy compliance reports by status in the region. The
regional dashboard is shown in figure 62.

 Provincial Level
In the dashboard of provincial level, it shows the number of submitted,
for revision, validated and approved reports in the province. It has a monthly
statistics of policy compliance reports by status. A statistics panel by status
is also included in dashboard. It has also a provincial statistics of policy
compliance reports by status per city and municipality in the province. The
provincial dashboard is shown in figure 63.

 City/Municipality Level
In the dashboard of city/municipal level, it shows the number of
submitted, for revision, validated and approved reports in the
city/municipality. It has a tabular chart for the monitoring of policy
compliance reports by frequency and status per reports. A statistics panel by
status is also included in dashboard. It has also a monthly statistics of policy
compliance reports by status in the city and municipality. The
city/municipal dashboard is shown in figure 64.

3.2.3. Submit a report


To submit a report, click the menu for “SUBMIT A REPORT” in the
navigation menu as shown in figure 61 number 3. The list of reports that need
to be complied will display as shown in the figure 66.

 In submission of policy compliance report, the user must select a report to


comply by clicking the view button as shown in the figure 66.
 Fill out the form to answer the requirements in the policy compliance
report as shown in the figure 67.
 Click the submit button to save the information and the view page of the
complied report will be displayed as shown in the figure 68.

 To modify the details of the complied report, click the update button. Edit
the information and click the submit button to save the changes.
 To delete the complied report, click the delete button.
 To submit the complied report, click the submit button. A submission form
will display as shown in the figure 69.
 Enter the remarks and click the submit button to save the information.
 The view page of the submitted report will be displayed.

3.2.4. For Submission


The picture displayed in the figure 70 is the list of policy compliance
reports that are already complied but not yet submitted. To submit a report, click
the view button of the selected record then the view page of the report will
display. Click the submit button in the view page and proceed to report
submission.

3.2.5. Validate a report


To validate a report, click the “VALIDATE A REPORT” menu in the
navigation menu as shown in the figure 61 number 5. The list of reports for
validation will display as shown in the figure 71.

 Click the view button of the selected record then the view page will
display as shown in the figure 72.

 If validated, click the “VALIDATE” button and a form will display as


shown in the figure 73. Enter the remarks and click the submit button.
 If declined, click the “DECLINE” button and a form will display then type
the reason and click the submit button.

3.2.6. Approve a report


To validate a report, click the “APPROVE A REPORT” menu in the
navigation menu as shown in the figure 61 number 6. The list of reports for
approval will display as shown in the figure 73.

 Click the view button of the selected record then the view page will
display as shown in the figure 74.

 To approve a report, click the “APPROVE” button then an approval form will
display. Enter the remarks and click the submit button.
 To disapprove a report, click the “DISAPPROVE” button then a form will
display. Enter the reason and click the submit button.
 The view page of report will display.

3.2.7. For Revision


To view the returned reports for revision, click the “FOR REVISION”
menu in the navigation menu as shown in the figure 61 number 7. The list of
reports for revision will display as shown in the figure 75.

 Click the “REVISE” button to update the submitted report then click the
submit button to save the changes.

3.2.8. Policy Compliance Reports


 To view the policy compliance reports by status, click the “POLICY
COMPLIANCE REPORTS” menu in the navigation menu as shown in the
figure 61 number 8.
 The submenu of policy compliance reports by status will display as shown
in the figure 76.

 Select a submenu to display the list of policy compliance reports by


selected status as shown in the figure 77.

3.2.9. Report Tracking


 To display the list of tracked reports, click the “REPORT TRACKING”
menu as shown in the figure 61 number 9.
 It will display the policy title, actions, sources, name of the user who made
the action, date, and the status of the tracked reports as shown in the figure
78.

 To view the information of tracked report, click the view button then the

3.2.10. Consolidate a report


The provincial and regional user has the capability to generate
consolidated reports of validated and approved reports by clicking the
“CONSOLIDATE REPORT” menu as shown in the figure 81.
 Click the button for by numeric to consolidate the numeric fields of the
validated and approved reports.
 Click the button for by selection to consolidate the selection fields of the
validated and approved reports.

3.2.11. Deadlines
 To view the deadlines of report submission, click the “DEADLINE”
menu then the list of deadlines will display as shown in the figure 82.
 Click the “SUBMIT” button to comply in the policy, then the form will
display.
 Fill out the form and click the submit button.
 The view page of the complied report will display.
 Click the submit button in the view page, then enter the remarks and
click the save button.

3.3. User Panel


The user panel contains the Profile Setting menu and the Sign out button of an
account as shown in the figure 83.

3.3.1. Profile Setting


Profile Setting contains the profile, account information, and the
office/position/designation history. To view the profile setting, just click the
“Profile Setting” button in the user panel as shown in the figure 83 number 1.

3.3.2. Sign out


To sign out the system, click the “Log out” button in the user panel as
shown in the figure 83 number 2.
