RATIONALE: This Philippine National Police (PNP) Memorandum Circular (MC) provides the guidelines and procedures in the overall strategy on the Police Community Affairs and Development (PCAD) with emphasis on intensifying community support and raising Positive public trust and perception of the organization towards a safer and more secure community through effective crime prevention and crime solution activities. An amendment is necessary to bring forth a more comprehensive policy that adapts to the fast-changing environment amid technological shifts and socio-cultural transformations in an information society, as well as, intensifies police-community partnerships as the key to ensuring security, public order, and safety. 3. SITUATION: The PNP anchors its programs on the Philippine Development Plan (PDP) 2017-2022. Recognizing that peace, security, public order and safety are among the key foundations of economic growth and development, the PNP needs to strengthen its efforts to ensure safe and secure communities. When the PNP is able to deliver its services efficiently and effectively, there will be greater trust in the police organization by the community, which is indispensable in the pursuit of crime prevention and crime solution, Page 1 of 20 The declaration of policy for the PNP under Section 2, R.A. No. 6975 to promote peace and order, ensure public safety, and further strengthen local government capability towards the effective delivery of the basic services to the citizenry was amplified through the concept of Community-Oriented Policing System (COPS), which was institutionalized in policing systems of other countries, such as the "Koban” of Japan and "Neighborhood Watch" of Singapore. in 2002, the Police Community Relations (PCR) Master Plan was crafted to synchronize and harmonize both policies on the information and communication strategy, dubbed as “SANTINIG’; and on community organizing and mobilization, known as “SAMBAYAN". These became the two-pronged strategy implemented for internal and external audiences. In institutionalizing community partnership, the Community and Service- Oriented Policing (CSOP) System was introduced and adopted as part of the PCR programs. The CSOP system is a resolution, which aims to empower the PNP to perform its role as a community and service-oriented agency. Meanwhile, the advent of information communications technology (ICT) has vastly impacted the quality of human life, and thus also shaped the police-community dynamics. ICT has paved the way for the introduction of the internet, which has transformed and revolutionized various processes and transactions, including policing system itself. Hence, the policing system has to inevitably evolve and adapt, in terms of strategies -- from face-to-face mode to the use of cyberspace through social media in policing, and other digital, or technological means. ‘The burgeoning technology has brought about changes from the former PCR two-pronged strategy, "SAMBAYAN" and "SANTINIG,” into a more logical, flexible, and consistent thres-dimensional tools, namely: (1) Information Development Operations (IDO); (2) Public Information (P!); and (3) Community Affairs and Development (CAD) The new face of PCR was then transformed into Police Community Affairs and Development (PCAD), giving a more purposive role in the community and an even more significant contribution to local and national development. Hence, from the PCR Master Pian, it introduces the PCAD Master Plan dubbed as “TAGATAGUYOD.” TAGATAGUYOD, which means to advocate, reflects the inherent Filipino character which stands and leads to make a cohesive community generating a more secure and safe place to live, work and do business. The PCAD Master Plan “TAGATAGUYOD" infuses the importance of social awareness and cultural understanding, such as gender sensitivity, responsive programs. and peacebuilding as among the strong foundation in fostering a cooperative and harmonious community. Thus, TAGATAGUYOD focuses on the strengthening of gender awareness and development, peace-building initiatives in the culturally-diverse setting, including indigenous groups, and in acknowledging the crucial contribution of the family at the core of the community. Page 20120 Moreover, TAGATAGUYOD tailors its strategies according to the growing trends and communication innovations in technology in an effort to enhance community ‘engagement, sustain community support, and deliver better quality of policing; thus making its services more accessible to every common platform available. The new strategy also recognizes the role of the international community and civil society in forging stronger stakeholder relations, in support of the local and global community development, particularly in peace initiatives and policing system. In order to define a comprehensive “blueprint’ for PCAD, hence, the revised Master Pian "TAGATAGUYOD" is established. 4. PURPOSE: This Police Community Affairs and Development (PCAD) Master Plan “TAGATAGUYOD" harmonizes programs, projects and activities to inform, engage, influence, and lead our communities towards achieving a better public order and safety in support of the Quad operational concept: a. To strengthen police community affairs and development programs and activities; b. To hamess citizens’ participation as PNP partners in the maintenance of public order and safety; ¢. To gain higher level of public trust and confidence for the PNP: and d. To make PCR as a basic police competency, the police being a role model and a servant leader in the community. 5, DEFINITION OF TERMS: a. Active Information Development Operations - the integrated use of assigned and supporting capabilities and activities, mutually supported by intelligence, to affect adversary decision makers or to influence others to achieve or promote specific objectives. b. Advocacy — refers to the promotion of the interest of an organization or group for a good cause. c. Amplify - refers to intensification campaigns for the implementation of PCAD- related plans, programs and activities. d. Civil Society Organization - refers to people who join together to provide a service or services to their community. Page 30120 Community Affairs - refers to partnerships among public and private organizations that establish a relationship of trust and understanding between the organization and the community in which both will benefit. Community Development ~ refers to the process where community members come together to take collective action and generate solutions to common problems. It is a collective action being taken at a grassroots level. Community Mobilization — refers to the process of engaging communities which involves. identification of community priorities, resources, needs, and solutions to promote representative participation, good governance, accountability, and peaceful change. Community Engagement - refers to a planned two-way process by which specifically identified groups in the community are given the opportunity to provide inputs that enhance decision-making processes on issues that may impact their well-being or interests. Community Organizing — refers to the process by which people are brought together to act in common setf-interest with the end goal of building a changed ‘community by empowering its community members with knowledge and skill. Community Relations - refers to relationship that an organization, etc. has with the people who live in the area in which programs are implemented. Communication Support Operations - are activities conducted primarily to support the initiatives of the PNP to counter and prevent false information and narratives and present factual narratives about the PNP and government. Engagement — the act of allowing one to be involved in a certain issue or conversation that will lead to exchange of information or interest. Force Multipliers — are organizations outside the government which perform voluntary public safety services in support to existing government public safety functions and programs. Information - refers to the data that have been processed into a document, report, memorandum, graphic or any other materials created to convey a message to the receiver. Information Advocacy - refers to the knowledge obtained from investigation, study, or instruction, made into data and processed to devise strategies, actions taken and solutions proposed to influence decision-making Information Environment (IE) - refers to the aggregate of individuals, organizations, and systems that collect, process, disseminate, or act on information Page 4ot 20 q. Information Development Operation (ID0) — refers to the application, integration, and synchronization of information-retated capabilities to influence the decision making of target audiences to create a desired effect to support achievement of an objective. t. Intemet-based Support Operations - are activities that monitor issues and trends and serve as a platform in disseminating IDO products and activities. s. Issue Management - refers to the process through which an organization manages its policy, identifies and resolves potential problems or issues. t. Lead —refers to cause a person or group of people to move forward in unison for a good cause of the majority. u. Linkages - are relationships and interactions between tasks, functions, departments, and organizations that promote flow of information, ideas, and integration towards the achievement of shared objectives. v. Netizens - refer to people interacting through the use of internet w. Police Community Relations ~ the establishment of connection between the police and the community in order to forge partnership and strengthen collaboration and linkages for a common good. x. Public Affairs - are activities that the organization is doing for the community through the use of various channels and methodologies for identified Target Audience. y. Public Information — refers to the information that may be of interest to ‘the general public about policy, procedures, events such and other newsworthy, ongoing investigations. z. Public Safety Services — are goverment functions that contribute to the attainment of a safe, orderly. and peaceful environment towards the improvement of quality of life. aa, Social Media ~ are channels and forms of communication with the use of internet where netizens create online accounts to create and share content, and participate in sharing information, ideas, personal messages, and other contents, such as videos and pictures. bb.Social Media Engagement - refers to an activity in social media networks where interaction occurs. It comes in the form of metrics, such as Likes, Follows, Shares, Comments, Retweets, and Click-throughs. ¢c. TRIMP ~ refers to an acronym for Television, Radio, Internet, Messaging and Print which are channels/ways of public information. Page Sof 20 6. GUIDELINES: a. General Guidelines: PCR is the heart and soul of policing. This innovative concept has placed the PNP in the forefront of friendly and nurturing relations with the community on the premise that every police officer must be a PCR practitioner. This PCR model has evolved into a well-rounded approach known as, Police Community Affairs and Development (PCAD). The paradigm shift is a result of leveling up by sustaining and expanding a sense of community. With this realization, PCAD has translated its local actions to lead and place the human being at the center of community affairs and development. It illustrates the PCAD as the new face of PCR which has three interrelated dimensions used as the major tools to accomplish its (PCAD) programs, activities and projects (PAPs), namely: Community Affairs and Development (CAD), Public Information (Pl), and Information Development Operations (IDO). These three aspects make up a complete PCAD strategy. The PCAD dimensions have target audiences in the community, wherein activities are intended, composed of the Extemal Audiences and the Intemal Audiences. The internal audiences comprise the PNP personnel, while the external audiences are those outside the PNP organization. The new strategy strengthens the linkages between the PNP and its stakeholders, and promotes non-traditional systems of engaging the public, as it lays a stronger foundation in creating active partnerships to achieve lasting peace and sustainable development. Ideally, all these can begin in every community. The three dimensions of PCAD aim to secure the community against the forces that disrupt public safety and security, such as crime, terrorism and insurgency and other forms of hostilities. In the effort to inform, engage and influence, and lead, all activities shall be aligned to support the PNP to counter adversaries and solve crime and public safety problems in the localities. Sustaining the PCAD strategy, IDO, PI and CAD activities shall be carried out with emphasis to complement each dimension, be objective in its purpose, and with high regard in upholding the Rule of Law (ROL) and in respecting human rights. Page 6 of 20 INFORMATION DEVELOPMENT ‘OPERATIONS PuBLIC INFORMATION ‘COMMUNITY AFFAIRS & DEVELOPMENT, Figure 1. PCAD Dimensions The three interlocking dimensions (IDOPICAD) have four results activities - inform, engage, influence and lead. The Public Information and Community Affairs and Development dimensions have inform, influence and engage approaches while the Information Development Operations employs approaches to inform and influence. Towards the end, the community and the PNP come to a point where they align their goals and where the community finally takes the lead in this partnership. The community should be involved in the entire process starting from the identification of crime and public safety problems to developing, implementing, Monitoring and evaluating interventions because an empowered community takes the lead in addressing crime, public safety and development issues in the community. Policing take central stage or leads in the information environment. Three major tools shall be used as guide in conducting PCAD activities, as follows: 1) Community Affairs and Development a) Community Engagement and Arousal; b) Community Organizing; and ¢) Community Mobilizing, Page 7of 20 2) Public Information a) Public Affairs; b) Social Media Engagement; and ©) Information Advocacy and Dissemination through TRIMP and other available platforms. 3) Information Development Operations a) Issue Management; ») Communication Support Operations; ©) Intemet-based Support Operations; and 4d) Product Development. b. Specific Guidell 1) Community Affairs and Development (CAD) CAD focuses in strengthening community cooperation, collaboration and trusts to achieve gains against crime, terrorism and insurgency. It is built on a Positive relationship and active participation between and among the PNP and the members of the community to develop peace and order solutions and sustain an environment that is conducive to live, invest, and do business. It is clustered into three (3) components, commonly known as the AOM model, namely: (1) Community Awareness; (2) Community Organizing; and (3) Community Mobilizing. Its main purpose is to generate community partnerships and forge strong alliances with the community. It was created to strengthen networking, coordination and linkages with people's organizations, LGUs, government agencies and other sectoral groups. In order to achieve its primary goal of organizing and mobilizing the different community sectors, it has to seek the support, trust and confidence of the people in the ‘community by strengthening its linkages. In conducting CAD activities, PNP personnel shall be guided by the following: ) Eligible/Trained PCAD officers shall be developed to lead in carrying out PCAD activities and efforts highlighted in this PNP MC. b) PCAD activities shall be undertaken in different levels: National Headquarters to be led by DPCAD (DPCR) and PCADG Regional Level to be led by RCAD Office Page 8 ot 20 2 e) h) Provincial/City level by PCAD Office MPSICPS to be led by Municipal CAD Office PCAD shall initiate and provide assistance on matters that need Support and coordination, such as disaster relief operations, medical support operations, rescue operations, community-based education and trainings, and other urgentinon urgent assistance that the police can provide aside from law enforcement; Groups and all other entities who intend to partner /collaborate on community programs and concems with the PNP shall be first validated to verify their intentions not to be political, personal, and illegal and shall complete the necessary requirements. Partnerships shall be undertaken on mutual consent of the PNP and the Stakeholders; Partnership shall be covered with Memorandum of Understanding (MOU) or Memorandum of Agreement (MOA) so as to define the foles and responsibilities of the parties. MOA/MOU shall be reviewed by the PNP Legal Service/Legal Officers from the PNP. In cases where a partnership does not require an MOU/MOA, it shall be documented with the following requirements: f.1. Letter of intention to collaborate/partner from the proponent; and f2. Barangay Clearance for individual or Certificate of Good standing in the community for Groups. The PNP shalll certify that Stakeholders/Civil Society Organizations (NGOs, Volunteer Groups, Anti-Crime and Advocacy Groups) are Tecognized as support groups of the PNP. These are the groups which intend to partner with the PNP in its advocacies and campaigns in the areas where their activities will be mobilized Certification and recognition as_stakeholders/pariners shall be undertaken by PCAD office in the following levels: NHQ Level PRO Level PPOICPS Level MPSICPS Level The various recognized stakeholders/CSOs after completing the Necessary requirements shall be federated into one umbrella Page 90120 organization named as, “PNP Kasama sa Pagtaguyod or PNP Ka-Taguyod” and shall be supervised by the PCADG; i) The PNP shall strengthen engagementrapport with key ‘communicators in the Barangays to empower stakeholders to share esponsibility in peacekeeping and shall monitor the Barangay Peacekeeping Operations (BPO) as reinforced by Barangay Peacekeeping Action Teams (BPATs) and Pulis sa Barangay (PSB); and ) PNP partnerships shall observe provisions in CSOP to practice institutionalization of community partnership with the Local Government Units’ support in their areas. 2) Public Information Public information provides validated, accurate, and timely reports and information to the public. The information is intended to empower and educate the community to avoid being victimized by crime and other adverse elements. Pl shall be purposive to the community safety and security to encourage them to participate in an information chain that reduces fear and eliminate the prevalence of crime. In conducting Pl activities, PNP personnel shail be guided by the following: a) Eligible/Trained PCAD officers shall lead in carrying out PCAD activities and efforts highlighted in this PNP MC; b) Public information activities shall be conducted prior, during, and after every activity to sustain awareness and the impact to the community; ©) Public information shall utilize various platforms or the appropriate mediums known as TRIMP to amplify PNP narratives such as: c.1. Television ©.2. Radio ¢.3. Internet (Social Networking Sites) 4. Messaging (Mobile Phones) 5. Print 4d) Information shall be verified to be true, factual and approved by the supervisors prior to its dissemination and publication to different platforms/individuals. Information dissemination can be in the form of: Page 10.20 e) 9) h) d.1. Press release/Press statement d.2. Media Interview d.3. Media Guesting d.4. Social Media Posting and Engagement d.5. Round Table Discussions 6. Press Briefing/Press Conference 7. Fora d.8. Formal and Informal Meetings 4.9. Advertisement d.10.TV/Radio Programs 4.11.Flyers d.12.Films: d.13.Books/Comics d.14. Police Information, Communication and Education Only non-classified information shall be disseminated so as not to compromise the safely and security of police operations, individuals and the country as well; Public information shall observe timing to achieve maximum dissemination and impact; RCAD/RPIO shall be the designated persons to be interviewed by the media. In their absence, the Chiefs of Office/Heads of Units or the most senior officer shall be interviewed. In cases where the officers are not available, PIO shall disseminate press statements/press releases to the media; PNP personnel are only allowed to release information of verified and validated information on incidents. Speculations as response to interviews shall be subjected to disciplinary actions; Page 11 20 i) PIO/PCADIRCAD, CAD Officers, Chief of Office/Unit, shall have a regular Monday Media Briefing with the press or in any designated day of the week to keep the public informed and aware of the accomplishments, clarify police-related issues, and provide the media an opportunity to meet and interview the aforementioned officers; i) There shall be PNP recognized Press Corps in the National, Regionai and Provincial/City Level who shall be authorized to cover stories in the area, The Press Corps shall be under the PIO/RPIO; k) The Social Networking Team in different Offices/Units shall be pro- active in conducting social media engagement and shall amplify key messages, including activities to increase public safety awareness among the netizens; 1) Public Information shall ensure dissemination of active hotline numbers at all times and engagement with the community on inquiries on their concerns; m) The conduct of Public Information shall ensure that themes and messages are amplified to lead in the narratives. 3) information Development Operations (IDO) Information Development Operations involve the development and application of non-lethal means to influence perception and decision making of specific target audience (TA) in support to the strategic communications of the government. The interplay of words, symbols/images, and actions is employed in the process to reinforce favorable attitudes and behaviors; redirect unfavorable attitudes and behaviors and make them favorable; and to transform neutral or passive attitudes and behaviors to become favorable. It has three classifications, namely: a) Offensive which simply means the conduct of proactive measures on anticipated or emerging issues before it becomes a crisis; b) Defensive which refers to controlling the crisis or situation from scaling; and ©) Extensive which is a day-to-day routine of crafting and developing products that conveys strong message in the forms of visual aids such as memes, infographics, infomercials, printed materials derived from facts and plain news. a) Eligible/ Trained PCAD officers shall lead in carrying out PCAD activities and efforts highlighted in this PNP MC; b) Target Audience and Issue Analysis (TAIA) shall be conducted; Page 12.0120 ©) The conduct of 1DO shall ensure that appropriate Themes and Messages are developed; and 4) IDO shall serve as a link to connect PI and CAD activities for the integration and synchronization of operations. The 1D0 will provide support for the Strategic Communication (StratCom) to orchestrate actions, words and images to achieve our strategic goals and to advance the organization’s interest, policies and objectives. The main objective of Strategic ‘Communication is to address real-time issues which affect the national status quo, The plans and activities are being crafted and developed for the consumption of a specific Target Audience (TA) in order to introduce and eventually influence the cognition of the public towards an issue-affecting national state of public order. In carrying out the activities for StratCom, PNP personnel shall be guided by the following: a) Eligible/Trained PCAD Officers shall lead in carrying out PCAD activities and efforts highlighted in this MC; b) StratCom plans and activities, in terms of objectives, shall be developed and shall be achievable, measurable and time-bound; ©) These shall be crafted in order to affect positively the cognition/thinking faculties and eventually the behaviors of the purposely predetermined Target Audience; ¢) Target Audiences shall be classified as either Internal or External to the PNP. This will aid the StratCom crafters to appropriately identify their plan of actions as well as the useful tools; e) The production/development of themes and messages shall be incorporated in the StratCom for its implementation; f) Themes and messages shall be produced in the form of words, actions and images or a combination thereof specific to each classification of target audience and they can be expressed through the following channels using various IDO IRCs: 1) Social Media Platforms; 2) Television; 3) Radio; and 4) Print (LTE, Press Release, leaflets, glossy sheets, broadsheets, tabloids, infographics, etc.) Page 130120, g) In using social media platforms, PNP personnel as an influencer shall have a minimum of four (4) posts daily to achieve the necessary objective of effecting change in the public’s cognition; and h) There shall be a monitoring and evaluation mechanism by the concemed section of IORC to measure the effectiveness of every StratCom Pian being implemented c. Responsibilities: y Directorate for Police Community Relations (DPCR) a) OPR in the implementation of this MC; b) Evaluate and make necessary modifications and adjustments, if there are any, in order to ensure the successful implementation and attain the objectives of the MC; ¢) Supervise and assess the PCAD accomplishments as well as weaknesses and errors of the tasked units/offices; d) Undertake, in coordination with HRDD, PCAD courses/trainings/modules/seminars targeting _all__ personnel undergoing basic recruitment, mandatory and specialized courses; e) Monitor and supervise personnel responsible in conducting community organizing and mobilization, f) Establish and Coordinate with various agencies and NGOs concemed in development programs/projects; 9) Monitor and evaluate the PCAD activities; h) Supervise and monitor the crafting of themes and messages; and i) Perform other tasks as directed Directorate for Operations (DO) a) Provide accomplishments of the offices/units on a regular basis; b) Provide necessary operational support to ensure the successful implementation of this MC; and c) Perform other tasks as directed. Page 14.01 20 3) Directorate for intelligence (D1) a) Provide timely and updated intelligence reports to all tasked units necessary for PCAD in coordination with DPCAD; b) Assist the operating units by providing documents on the illegal activities of criminal syndicates and the atrocities of the communist terrorists with the end in view of informing the public of the effects of the evils of criminality and terrorism; ©) Provide data on erring police officers on a regular basis; d) Provide accomplishments of the offices/units on a regular basis; and €) Perform other tasks as directed. 4) Directorate for Investigation and Detection Management a) Provide updated investigative data/report to tasked units in coordination with DPCAD in the implementation of this MC; b) Provide updated list of wanted persons; and ©) Perform other tasks as directed. 5) Directorate for Comptroltership (DC) a) Allocate necessary fund support in the implementation of this MC; and b) Perform other tasks as directed. 6) Directorate for Logistics (DL) a) Provide the necessary logistical support to ensure the successful implementation of this MC; and b) Perform other tasks as directed 7) Directorate for Human Resource and Doctrine Development (DHRDD) a) Make necessary modification in the evaluation of performance of police units to ensure success in the implementation of the MC; b) Include the PCAD Module in all Mandatory and Specialized Courses especially during the Public Safety Basic Recruit Course (PSBRC); and Page 18 of 20 ©) Perform other tasks as directed. 8) Directorate for Plans (DPL) a) Make necessary modifications in the evaluation of performance of police units to ensure success in the implementation of the MC; and b) Perform other tasks as directed. 9) Directorate for information, Communications and Technology Management a) Provide the necessary technical and administrative support to ensure the successful implementation of this MC; and b) Perform other tasks as directed. 10)Directorate for Research and Development (DRD) a) Provide the necessary technical and administrative support to ensure the successful implementation of this MC; and b) Perform other tasks as directed. 11)Directorate for Personnel and Records Management (DPRM) ‘a) Implement a career program for PCAD officers including therein necessary incentives and rewards for their professional growth and development; b) Provide timely reportidata re PCAD positions and personnel ‘occupying PCAD positions to DPCAD and concerned units; and c) Perform other tasks as directed 12)Police Community Affairs and Development Group (PCADG) a) Act as the lead operating unit in the implementation of this MC; b) Prepare IMPLAN in the successful execution of this plan; ©) Organize a Speakers Bureau and supervise, control and support its employment; d) Support the various Radio/TV programs maintained by the PNP; ) Design and produce leaflets, information materials, ete for distribution to the community; f) Provide public affairs support to PROs and NSUs; Page 16 of 20 9) Enhance the capability of the Complaints Referral and Information Verification Center (CRAC) through the use of information technology; h) Establish linkages with CSO/NGA/NGOs in the conduct of PCAD activities; Conduct Police Community Affairs and Development activities; Supervise the Federation of all recognized NGOs/NGAs/CSOs and other groups; k) Responsible for the documentation of the DPCAD related activities and submit necessary report; ) Provide public information and advisories particularly through social media (.¢., Facebook and Twitter); and m) Perform other tasks as directed. 13)PNP Public Information Office (PNP-PIO); a) Act as the mouthpiece of the PNP at the national level; b) Disseminate information either through press releases, press conference, interviews and the like, to clarify issues and answer questions involving the interest of the PNP: c) Establish close links with personalities in the media industry; ) Provide timely information thru social media, including live ‘streaming; ) Provide accomplishments of the offices/units on a regular basis; and 1) Perform other tasks on order. 14)National Support Units (NSUs) a) Prepare IMPLAN in the successful execution of this MC; PROCEDURES: The PCAD Master Plan framework is a visual graphic and narrative to serve as a valuable guide to explain the process. PCAD Framework Page 18.01 20, The framework presents ways of thinking on how to successfully achieve the PCAD objectives and outcomes. It is a structure that works in a cyclical process to be followed by PCAD Officers: 1, Collect data from various reliable sources in both the internal and external environment and multi-media sources, including social media platforms; 2. Evaluate and analyze the collected/gathered data to determine their relevance to PCAD strategies/initiatives; 3. Formulate policies, plans and programs, as well as relevant themes and strategic messages, press releases, and Infographics based on the collected data. (For NHQ and PROs levels only); 4. Develop and design strategies and initiatives based on target audience (Le., traditional communities and social media communities, as well as intemal and extemal stakeholders) using various channels and methodologies for activities and programs based on relevant considerations, whether to advocate/organize, influence, amplify/inform, engage, and lead. (For all levels, NHQ down to the MPS/CPS), 5. Implement PCAD plans, activities and programs (PAPs) through the use of focused strategies and initiatives in order to: increase awareness on the PNP’s crime prevention program; improve crime rate resolution; increase in positive social media sentiments and other relevant social media metrics; increase in the approvalitrust rating of the institution; increase in number of sectoral organizations mobilized in crime-prone areas; decrease in crime victimization survey figures; and contribute to decrease in VAWC and reduce incidence of crimes against chastity. Such efforts are expected to result in improved crime rate efficiency, improved sense of safety and security by the community, enhanced public trust and confidence of the public towards the PNP; strengthened PCR; increased community support and engagement; and an empowered and responsive community; 6. Monitor and evaluate the effectiveness of implementation of the PCAD PPAs through organizational audits, surveys, social media metrics, and other analytics; 7. Analyze/assess the results of monitoring and evaluation; and 8. Utilize the result of the assessment as an input/data to start another process and/or recalibrate strategies/initiatives. ADMINISTRATIVE SANCTIONS: Any violation of this MC or failure to implement or comply with the provision of this MC shall be a ground for the imposition of administrative sanction in accordance with existing policies, rules and regulations. 9. REPEALING CLAUSE: The PCR Master Plan, LOls SANTINIG and SAMBAYAN of 2002 and all | issuances, memoranda and regulations issued by the PNP which are inconsistent with the provisions of this MC are hereby repealed. 10. EFFECTIVITY: This MC shall take effect after 15 days from the filing of a copy thereof at the UP Law Center in consonance with Sections 3 and 4 of Chapter 2, Book VII of Executive Order Number 292, otherwise known as the “Revised Administrative Code of 1987,” as amended.
