*The Deadlines are strictly mandatory. No delay shall be entertained.

** There shall be a fixed time breakup for the teams to upload their videos and respond to the
queries of the judge and/ or the Rebuttal Arguments during the Preliminary and the Quarter
Final Rounds. The Breakup shall be informed in the subsequent sections of the Rules.
Adherence to the Time breakup is MANDATORY, and any non- compliance of the same due
to whatsoever reasons shall straightaway lead to Ex- Parte Hearing.

RULES & REGULATIONS


I. GENERAL RULES

1. Dress Code: The participants shall adhere to following dress code when present in
any courtroom during the Competition.

Female(s): Any Formal or Semi- Formal Attire [No Casuals shall be entertained]

Male(s): Any Formal or Semi- Formal Attire. [No Casuals shall be entertained]

2. Language: The language of the Competition shall be English.


3. Anonymity of Teams:

Teams shall not reveal their identity in any form, except by means of the Team Code
allotted to them during the Competition. The Written Submissions shall not reveal the
identity of the team in any form and should not bear the logo, name etc. of the University
represented. Any material presented to the Panel should be devoid of any identification
marks/seal of the Team. If any such mark/seal exists, it must be rendered unrecognizable.

Any violation of the above rules shall attract severe penalty or disqualification as
determined by the Organising Team (Hereinafter referred to as OT). The decision of the
OT in this regard shall be final, binding to the participating team and shall not be subject
to challenge by any team.

4. Change of Team Composition:

Any change in team composition will not be entertained after mailing of these Rules and
Regulations along with the filling up latest of the provided Google Form.

In case of any unforeseen contingency where it becomes imperative to change the team
competition, the participating team shall send a written application regarding the same to
the OT, containing the compelling reason for the change. However, the change in the
composition shall be done at the discretion of the OT.

II. RESEARCHERS’ TEST


 The Researchers’ Test shall be conducted on the Day prior to the Competition, i.e 28 th
May 2020; 7 pm. The duration of the same shall be informed by May 26th 2020.
 The test shall consist of objective questions based on General Principles of the
Statement of Facts, matter(s) of Law involved in the Moot and General Principles of
the Constitutional Law, including any latest legal development in the area.
 The Researchers’ Test shall test the knowledge of the laws involved as well as the
factual details of the Moot Problem and the application of the relevant laws to the
circumstances in the Moot Problem.
 No notes, bare acts, books or any other material or electronic aid shall be permitted
during the Researchers’ Test.
 ONLY the Researcher as mentioned in the Registration Form is eligible to take the
test.

III. FORMAT OF THE COMPETITION AND ORAL


ARGUMENTS

The Competition is divided into 4 rounds:

1) Preliminary Round

2) Quarter Final Round

3) Semi Final Round

4) Final Round

 The time split between the speakers is at the discretion of the Teams, but have to be
within the total time provided to each team during the rounds. The teams shall
however inform about their respective time breakup to the volunteers prior to the
starting of the rounds.
 Teams shall not disclose, in any manner whatsoever, for the entire duration of the
Rounds, either their own individual identities or the identity of the institution that they
represent, even if asked by the judges.
 Teams can pass on compendium of the sources they cite in their Memorials, however
referring to which shall entirely be at the discretion of the Judge. [Please note that the
Compendiums are not mandatory, but if a team wishes to make use of them, such
compendiums must be submitted to the OT along with the Memorials before the last
date of Submission of Memorial, failing which, the presence of any compendium
whatsoever shall be ignored. ]
 Team scores shall not be disclosed after every round. However a collective score of
the Preliminary Rounds shall be mailed two (2) days after the completion of the
Event. The qualifying teams and their respective scores, shall however be duly
notified after the final commencement of each rounds.
 The Teams must not make any attempt to gather any such information relating to
scores, until notified by the OT.
 In case of absence of any team or failure of any team to be present in any of the oral
submissions round will render disqualification of the team for that round. In such a

case, their opponent shall make their oral submissions ex parte and the calculations
shall be made accordingly.
 The oral arguments should be confined to the issues presented in the memorial.
 Evaluation shall be done on the basis of the following criteria:

Court

1. Preliminary Rounds
 There shall only be one (1) Preliminary Round for each team, ranging over a
duration of two days. In simple terms, some teams shall have their Preliminary
Round on 29th May 2020, while the others shall have the same on 30th May 2020.
 The teams shall be divided into different time slots over the two days, the detailed
distribution of which shall be conveyed to the teams after the draw of lots. All
the teams shall be added to their respective Groups, consisting of their Opponent
Teams, the Judge, their Volunteer and member(s) from the OT.

 Each team MUST upload their respective videos in the group, a day before the
date of commencement of their Round. After uploading of the videos by the
teams, each team gets considerable hours to listen to the video of the opponent
team and frame their Rebuttal Arguments. [Please note that the Rebuttal
Arguments must be frame prior handedly in order to avoid any delay in the
rounds. This being the reason of making the videos available a night before the
commencement of the rounds, so that the teams as well as the judge gets ample of
time to frame their rebuttals and questions respectively.]

IMPORTANT
 At the start of the round, the judge shall pose his/ her questions in the group
instantly, the answers to which MUST be posed by the respective teams in the
coming 10 minutes. The teams then pose their respective rebuttal arguments in the
next 5 minutes, the replies or counter arguments to which must be uploaded by the
other party in the next 10 minutes. The following example makes this clearer:
- For Instance TM 1 and TM 2 gets the time slot of 11 am on May 29, 2020.
- Both teams must upload their respective videos by 10 pm on May 28, 2020.
- From 10 pm (28th May) to 11 am (29th May), they at their discretion of time
shall go throughthe video of their opponent team and must frame their rebuttal
arguments.
- Sharp at 11 am, the judge shall put his/ her question in the group [He/ she may
pose a written or a recorded question at his/ her discretion]
- The respective teams MUST answer to the query of the judge by 11: 10 am
[either by recording or by writing].
- Sharp by 11: 15 am,both the teams MUST put their rebuttal arguments in the
group.

- By 11: 25am, both the teams MUST put forward their counter argument
against the Rebuttal posed by the opponent team

NOTE:

1. The detailed time breakup for each team shall be mailed ONLY after the completion of
Draw of Lots.

2. The teams, MUST AT ALL COSTS stick to the provided time breakup. Any delay in any
step by whatsoever reason, shall straight away invite Ex- Parte Hearing. No complaint/
query or grievance shall be listened to by any of the OT Members in this regard.

 Each team will get 12 minutes to present their case. The speakers may at their
discretion distribute the duration amongst themselves, and may upload individual
videos on the group.
 Uploading a combined video IS NOT Mandatory [i.e. the team members may upload
their individual videos], however the collective time of individual videos must in no
case exceed the provided time limit of 12 minutes, failing which a penalty of 2 marks
per 15 seconds shall be made applicable.
 Each team shall argue from only one side in the Preliminary Round based on the
Draw of Lots.
 Only one (1) speaker from each team shall be permitted to rebut/sur-rebut.
 The top 16 teams based on their Total Preliminary Score in the Preliminary Rounds,
shall qualify for the Quarter Final Rounds.
 If there is a tie between the aggregate team scores, then the team with the higher
memorial scores shall move ahead.
 If there continues to be a tie, then the team with the higher scores in the response to
the queries of the Judge, shall qualify to the Quarter Final Rounds.

2. Quarter Finals Rounds


 Sixteen teams based on the result of the Preliminary Rounds will qualify for the
quarter- finals. [Total Aggregate Score]
 The team shall argue only once in the quarter-finals.
 The side on behalf of which the team shall argue for the quarter-finals shall be
decided by way of draw of lots prior to the Quarter Final Round.
 Each team is allotted a total of 15 minutes to present their oral arguments. The timing
can be divided between both the speakers according to the wish of the team, but must
be conveyed to the volunteer before the start of the round.
 All the teams shall be added to their respective Groups, consisting of their Opponent
Teams, the Judge, their Volunteer and member(s) from the OT.

IMPORTANT
 Each team MUST upload their respective videos in the group, 1 hour prior to the
commencement of the Round. After uploading of the videos by the teams, each team
gets a duration of 1 hour to listen to the video of the opponent team and frame their
Rebuttal Arguments. [Please note that the Rebuttal Arguments must be framed prior
handedly in order to avoid any delay in the rounds. This being the reason of making
the videos available 1 hour prior the commencement of the round, so that the teams as
well as the judge gets ample time to frame their rebuttals and questions respectively.]
 At the start of the round, the judge shall pose his/ her questions in the group instantly
(10 am), the answers to which MUST be posed by the respective teams in the coming
15 minutes (10. 15 am) The teams then pose their respective rebuttal arguments in the
next 5 minutes (10: 20 am), the replies or counter arguments to which must be
uploaded by the other party in the next 15 minutes (10: 15 am). The following time
grid must be strictly adhered to:
- For Instance TM 1 and TM 2 are opposite to each other.

- Both teams must upload their respective videos by 9 am.


- From 9 am to 10 am, they at their discretion of time shall look at the video of
their opponent team and must frame their rebuttal arguments.
- Sharp at 10 am, the judge shall put his/ her question in the group [He/ she may
pose a written or a recorded question at his/ her discretion]
- The respective teams MUST answer to the query of the judge by 10: 15 am
[either orally or by writing].
- Sharp by 10: 20am both the teams MUST put their rebuttal arguments in the
group.
- By 10: 35am, both the teams MUST put forward their counter argument
against the Rebuttal posed by the opponent team

NOTE: The teams, MUST AT ALL COSTS stick to the above time breakup. Any delay in
any step by whatsoever reason, shall straight away invite Ex- Parte Hearing. No complaint/
query or grievance shall be listened to by any of the OT Members in this regard.

their individual videos] however the collective time of individual videos must in no
case exceed the provided time limit of 15 minutes, failing which a penalty of 2 marks
per 15 seconds shall be made applicable.
 Only one (1) speaker from each team shall be permitted to rebut/sur-rebut.
 The top 4 teams based on their Total Score in the Quarter Finals Rounds, shall qualify
for the Semi Final Rounds.
 If there is a tie between the aggregate team scores, then the team with the higher
memorial scores shall move ahead.
 If there continues to be a tie, then the team with the higher scores in the response to
the queries of the Judge, shall qualify to the Quarter Final Rounds.

3. Semi-Finals Rounds
 Four teams from the Quarter-Final Round shall qualify for the Semi-Finals.
 Semi-Final Round shall be a knock out round, and shall be conducted LIVE, the
details of which shall be informed to the selected teams.
 The team shall argue only one side in the semi-finals. The side of the team shall be
decided by way of the draw of lots.
 Each team will be allotted a total of 20 minutes to present their oral arguments. The
time division may be distributed among the speakers at their discretion. However, it
must be informed to the volunteer prior Handedly.
 A maximum of 5 minutes can be reserved per team for rebuttals and sur-rebuttals
which shall be at the discretion of the judges and which shall be exclusive of the
above time limits.
 Only one (1) speaker from each team shall be permitted to rebut/sur-rebut.

4. Final Round:
 The winning teams from the Semi Finals shall qualify to the Finals, which shall be
conducted LIVE, the details of which shall be informed to the selected teams.
 In the final round, the win-loss shall be decided on the basis of the aggregate score.
No memorial score will be added in the finals.
 Each team will be allotted a total of 30 minutes to present their oral arguments.
 The timing can be divided between both the speakers according to the wishes of the
team but has to be informed to the volunteers before the beginning of the oral
arguments.
 A maximum of 5 minutes may be reserved for rebuttal or sur-rebuttal which shall be
given at the discretion of the judges which shall be exclusive of the above time limits,
in both semi-final and final rounds.
